The Republic of Nicaragua hereby advises that on 14 November 2003 it notified the "Norma Técnica Obligatoria Nicaragüense para la importación de Productos y Subproductos de Origen Vegetal y Organismos Vivos de uso agrícola" (Nicaraguan Mandatory Technical Standard (NTON) on the importation of products and by-products of plant origin and living organisms for agricultural use) under document symbol G/SPS/N/NIC/6 and its Addendum on 21 November 2008, which will be replaced by NTON 11003: 2021 Phytosanitary measures. Consignment. On 10 March 2014, the Republic of Nicaragua notified the Nicaraguan Mandatory Technical Standard (NTON) "Certification of propagation material. The notified Standard seeks to establish the minimum hygiene and health requirements to be met by abattoirs (processing establishments) where animals are slaughtered and meat is obtained for human consumption. It is binding on all abattoirs (processing establishments) where bovine animals and swine are slaughtered and butchered to obtain meat for human consumption.
The Republic of Nicaragua advises that NTON No. 11 051-19: "Good agricultural practices. Requirements and conformity assessment" was notified in document G/SPS/N/NIC/111 on 4 February 2020. It establishes the technical guidelines and requirements for the implementation of good agricultural practices applicable to primary production, harvesting, transportation and storage of products of plant origin in production units for persons wishing to obtain official certification in good agricultural practices. The purpose of the notified Law is to create the National Health Regulatory Authority, as a public entity with legal personality, its own assets and technical and administrative autonomy. The National Health Regulatory Authority is attached to the Ministry of Health and has full capacity to acquire rights and contract obligations concerning matters within its competence, and will be the uninterrupted legal successor of the Directorate-General of Health Regulation, established by Decree No. 25-2006 amending and supplementing Decree No. 71-98, Regulations implementing Law No. 290, Law on the Organization, Competence and Procedures of the Executive, published in La Gaceta, Official Journal Nos. 91 and 92 of 11 and 12 May 2006. It currently operates as the Directorate-General of Health Regulation in accordance with the institutional organizational chart. This entity will be known by the acronym ANRS and will be domiciled in the city of Managua. The purpose of the ANRS will be to facilitate, regulate, implement, develop and coordinate policies, laws, regulations and standards concerning health authorizations, surveillance, promotion, advertising, control and inspection of: medicines (breast milk and breast milk substitutes), vaccines, biological and biotechnological products; natural homeopathic and medicinal products; food and beverages; nutritional supplements; medical devices and other health-related technology; all products relating to ionizing radiation; precursor chemicals; cosmetic and hygiene products; and tobacco and tobacco products. Its purpose will also be to: regulate and control donations, foreign medical brigades, medical and non-medical inputs; and regulate professional health practices, audits on the quality of health-care services, establishments providing health services, pharmaceutical and non-pharmaceutical establishments, food establishments, and establishments providing disinfection, structural or housing sanitation services using pesticides, toxic, hazardous and other similar substances; and others that may have an impact on health.
On 8 May 2019, the Republic of Nicaragua notified, in document G/SPS/N/NIC/107, the List of Regulated Pests, Nicaragua 2019. Changes have since been made to content of the List. On 9 May 2012, the Republic of Nicaragua notified Nicaraguan Mandatory Technical Standard (NTON) No. 11 031-11 Prevention and control of Newcastle disease, with an addendum on 17 July 2012, in order to establish sanitary requirements to be met by Newcastle disease prevention and control programmes, with the aim of harmonizing procedures, activities, criteria, strategies and operational techniques for the development and implementation of actions and activities to be carried out in national programmes. The purpose of the present Addendum is to advise WTO Members that the notified Technical Standard has been amended, in order for them to submit comments or observations. On 5 March 2013, the Government of the Republic of Nicaragua notified, in document G/SPS/N/NIC/75, with addendum G/SPS/N/NIC/75/Add.1 of 13 May 2013, Nicaraguan Mandatory Technical Standard (NTON) No. 11 034 - 12 Import requirements for goods of animal origin. On 23 January 2019, the Republic of Nicaragua notified, in document G/SPS/N/NIC/106, Resolution No. 001-2019 ARP-IPSA: Phytosanitary requirements for the importation of melon (Cucumis melo L.) seeds from Brazil. The notified Central American Technical Regulation establishes the specifications to be met by butter, as defined in Article 4 thereof. It applies to butter for direct human consumption or further processing in the territory of the States Parties.
The purpose of the notified Law is to establish provisions to protect, maintain and improve plant health in the Republic of Nicaragua by preventing the entry, spread and establishment of pests, protecting plant resources, facilitating international trade in plants and plant products and contributing to the sustainable development of farming.
The notified Resolution sets out the phytosanitary requirements governing the importation into Nicaragua of soya bean (Glycine max L.) seeds originating in and coming from the Russian Federation. To enter the country, shipments must meet the following conditions: The soya bean (Glycine max L.) seeds must have been packed in the Russian Federation; The soya bean seeds must come from seedbeds that have been inspected, registered and certified by the competent authority of the country of origin; The product must be in new packaging; The shipment of soya bean seeds must be free of soil and weed seeds or plant material other than that being imported; The shipment must be accompanied by an official phytosanitary certificate issued by the national plant protection organization with an additional declaration stating that the seeds are free from: - Soybean mosaic virus - Tobacco streak virus - Alfalfa mosaic virus - Gibberella avenacea - Peronospora manshurica - Curtobacterium flaccumfaciens pv. flaccumfaciens - Xanthomonas axonopodis pv. glycines

It applies to natural and legal persons requiring phytosanitary certification for products and by-products of plant origin that are to be exported.
Administrative Resolution No. 059-2016 on Bovine Spongiform Encephalopathy (BSE) surveillance was notified on 2 February 2017 in document G/SPS/N/NIC/99. Its purpose was to establish measures and procedures that were binding throughout Nicaraguan national territory and designed to prevent the introduction, establishment and spread of the Bovine Spongiform Encephalopathy (BSE) causative agent through susceptible animals, animal feed, products and by-products of animal origin and other products specified in the OIE Terrestrial Animal Health Code that can act as carriers.
The notified text prohibits the production, importation, marketing, exportation, use, registration, renewal, approval, storage, transport and possession of products, including mixes, premixes, meal or feed for animals of any species, that contain the additive ethoxyquin. Any establishment found to be in breach of the Resolution will be punished in accordance with domestic legislation, including through the suspension or withdrawal of their operating licence or registration for mixes, premixes or animal feed granted by IPSA.
The notified Executive Resolution seeks to establish measures and procedures that are binding throughout Nicaraguan national territory and designed to prevent the introduction, establishment and spread of the bovine spongiform encephalopathy (BSE) causative agent through susceptible animals, animal feed, products and by-products of animal origin and other products specified in the OIE Terrestrial Animal Health Code that can act as carriers.

The notified document establishes the technical guidelines and requirements for official certification of coffee propagation material. It applies to the certification process for coffee propagation material for research, production, packaging and marketing.
The notified Resolution establishes the phytosanitary requirements governing the importation into Nicaragua of avocado tree (Persea americana Mill.) cuttings originating in and coming from Peru. To enter the country, the shipment must meet the following risk management requirements: - Option A: The material must come from pest-free areas recognized by the national plant protection organization (NPPO) of Nicaragua. Such recognition is granted on the basis of a protocol. - Option B: The producer of the avocado tree cutting propagation material must be registered with the competent national seed certification authority of Peru. The importing NPPO inspects the propagation material and issues its phytosanitary certification in the place of origin.
