Following the notification published by the World Organization for Animal Health (OIE) on 8 March 2018 regarding the outbreak of Highly Pathogenic Avian Influenza Virus (HPAI) in Dobrich in Bulgaria, the United Arab Emirates is applying a precautionary sanitary measure to prevent the risk of introducing HPAI virus through the imports of live birds and their products from Bulgaria. These measures include: Temporary ban on the importation of domestic and wild birds and their untreated by-products, day-old chicks and hatching eggs originating from Bulgaria; Temporary ban on poultry meat and table eggs and their untreated products from Dobrich, except heat-treated products; and Consignments of poultry meat shipped from Dobrich before 10 February 2018 were permitted.

The United Arab Emirates is lifting the ban on the importation of domestic and wild birds and their products including poultry meat, day-old chicks and eggs originating from Dobrich and Haskovo provinces in Bulgaria. This follows the publishing of the Final report (Follow-up report No. 3) of Highly Pathogenic Avian Influenza in Bulgaria on 26 February 2018, and in compliance with Article 10.4.4, Chapter 10.4 of the OIE Terrestrial Animal Health Code.

The Ministry of Climate Change and Environment has issued a new ministerial decree on procedure for approval of slaughterhouses for export to the United Arab Emirates. The procedure mainly involves the following points: Specifies basic requirements for approval related to good hygiene practice and food safety regulations, including declaration document and document review and assessment checklist (attached Model 5); Electronic application procedures, and responsibilities associated with the service for approval and renew; and Auditing frequency. Following the notification published by the World Organization for Animal Health (OIE) on 24 February 2018 regarding the outbreak of Highly Pathogenic Avian Influenza Virus (HPAI) in Groningen, Netherlands, United Arab Emirates is applying a precautionary sanitary measure to prevent the risk of introducing HPAI virus through the imports of live birds and their products from Groningen. These measures include: Temporary ban on the importation of domestic and wild birds and their untreated by-products, day-old chicks and hatching eggs originating from Groningen, Netherlands; Temporary ban on poultry meat and table eggs and their untreated products from Groningen, Netherlands, except heat-treated products; and Consignments of poultry meat shipped from Groningen, Netherlands before 3 February 2018 were permitted.

Following the notification published by the World Organization for Animal Health (OIE) regarding the outbreak of Epizootic ulcerative syndrome disease in the United Kingdom, the United Arab Emirates is applying temporary emergency measures to prevent the risk of introducing the Epizootic ulcerative syndrome disease through the imports of live fish and their products from the United Kingdom. Therefore, MOCCAE regulates the importation of live fish and their products from free establishments or free areas only in the United Kingdom. The competent authority in the United Kingdom should declare this additional information in the accompanied health certificates for export of live fish and their products.

The Ministerial Decree regulates the importation of agricultural products such as plants, flowers, vegetables, fruits and green fodder from countries affected by the fall army (Spodoptera Frugiperda: Lepidoptera: Noctuidae).

Following the notification published by the World Organization for Animal Health (OIE) on 29 December 2017 regarding the outbreak of Highly Pathogenic Avian Influenza Virus (HPAI) in Kostromskaya in Russia, the United Arab Emirates is applying a precautionary sanitary measure to prevent the risk of introducing HPAI virus through the imports of live birds and their products from Kostromskaya. These measures include: 1. Temporary ban on the importation of domestic and wild birds and their untreated by-products, day-old chicks and hatching eggs, poultry meat and table eggs and their untreated products originating from Kostromskaya in Russia, except heat-treated products; 2. Consignments of poultry meat shipped from Kostromskaya in Russia, before 27 November 2017 were permitted.

Following the notification published by the World Organization for Animal Health (OIE) on 10 December 2017 regarding the outbreak of Highly Pathogenic Avian Influenza Virus (HPAI) in Flevoland in the Netherlands, the United Arab Emirates is applying a precautionary sanitary measure to prevent the risk of introducing HPAI virus through the imports of live birds and their products from the Netherlands. These measures include: 1. Temporary ban on the importation of domestic and wild birds and their untreated by-products, day-old chicks and hatching eggs originating from the Netherlands; 2. Temporary ban on poultry meat and table eggs and their untreated products from Flevoland in the Netherlands, except heat-treated products; 3. Consignments of poultry meat shipped from Flevoland in the Netherlands before 17 November 2017 were permitted.

United Arab Emirates is applying a precautionary sanitary measure to prevent the risk of introducing HPAI virus through the imports of live birds and their products from the Kingdom of Saudi Arabia. These measures include: 1. Temporary ban on the importation of domestic and wild birds and their untreated by-products, day-old chicks and hatching eggs originating from the Kingdom of Saudi Arabia; 2. Temporary ban on poultry meat and table eggs and their untreated products from Riyadh in the Kingdom of Saudi Arabia, except heat-treated products; 3. Consignments of poultry meat shipped from Riyadh in the Kingdom of Saudi Arabia before 1 December 2017 were permitted.

These measures include: 1. Temporary ban on the importation of domestic and wild birds and their untreated by-products, day-old chicks and hatching eggs originating from Bulgaria; 2. Temporary ban on poultry meat and table eggs and their untreated products from Dobrich and Haskovo provinces in Bulgaria, except heat-treated products; 3. Consignments of poultry meat shipped from Dobrich and Haskovo provinces in Bulgaria before 25 September 2017 were permitted.

The United Arab Emirates is lifting the ban on the importation of domestic and wild birds and their products including untreated by-heat products, poultry meat, day-old chicks and hatching eggs from Skane in Sweden,  starting from 17 October 2017. This follows the publishing of the Final report (Follow-up report No. 14) of Highly Pathogenic Avian Influenza on 1 August 2017, and in compliance with Article 10.4.4, Chapter 10.4 of the OIE Terrestrial Animal Health Code, Sweden is now free from Highly Pathogenic Avian Influenza disease. The risk of contamination from importing poultry and poultry products from Sweden is negligible now.

The United Arab Emirates is lifting the temporary ban on the importation of domestic and wild birds and their untreated by-product, day-old chicks, hatching eggs from the former Yugoslav Republic of Macedonia, and imposition of a temporary ban on poultry meat and table eggs from Struga province in the former Yugoslav Republic of Macedonia, starting from 17 October 2017. This follows the publishing of the Final report (Follow-up report No. 2) of Highly Pathogenic Avian Influenza on 8 May 2017, and in compliance with Article 10.4.4, Chapter 10.4 of the OIE Terrestrial Animal Health Code, the former Yugoslav Republic of Macedonia is now free from Highly Pathogenic Avian Influenza disease. The risk of contamination from importing poultry and poultry products from the former Yugoslav Republic of Macedonia is now negligible.

The United Arab Emirates is lifting the temporary ban on the importation of domestic and wild birds and their untreated by-product, day-old chicks, hatching eggs from Belgium, and on the importation of poultry meat and table eggs from West-Vlaanderen province in Belgium, starting from 15 October 2017. This follows the publishing of the Final report (Follow-up report No. 4) of Highly Pathogenic Avian Influenza on 29 September 2017, and in compliance with Article 10.4.4, Chapter 10.4 of the OIE Terrestrial Animal Health Code, Belgium is now free from Highly Pathogenic Avian Influenza disease. The risk of contamination from importing poultry and poultry products from Belgium is now negligible.

The United Arab Emirates is lifting the temporary ban on the importation of domestic and wild birds and their untreated by-product, day-old chicks, hatching eggs from Bosnia and Herzegovina, and imposition of a temporary ban on poultry meat and table eggs from Prijedor in Bosnia and Herzegovina, starting from 17 October 2017. This follows the publishing of the Final report (Follow-up report No. 2) of Highly Pathogenic Avian Influenza on 20 March 2017, and in compliance with Article 10.4.4, Chapter 10.4 of the OIE Terrestrial Animal Health Code, Bosnia and Herzegovina is now free from Highly Pathogenic Avian Influenza disease. The risk of contamination from importing poultry and poultry products from Bosnia and Herzegovina is now negligible.
