The Regulation amends the previously notified Turkish Food Codex Regulation on Classification and Maximum Residue Limits of Pharmacologically Active Substances in Foodstuffs of Animal Origin. This regulation determines rules regarding animal health requirements for the importation of poultry and hatching eggs which are intended to breeding or consumption or fed/kept for the supply of game animals.
This Directive determines the procedures and principles to define and declare zones free from Avian Influenza disease in order to protect animal and public health, provide safe animal origin production and to sustain international trade. This Directive also includes the procedures related with the definition of the zones that will be defined as zones free of Avian Influenza and inspection and survey procedures that will be realized.
The Feed Hygiene Regulation lays down general rules on feed hygiene, conditions and arrangements for registration and approval of feed establishments. In accordance with section 7 - chapter 1 - Article 31 of Law No. 5996, rules, works, proceedings and certificate models with regard to veterinary and phytosanitary certificates and other certificates are determined by the Ministry of Food, Agriculture and Livestock. Based on Law No. 5996,the amendment is related with the revision in the Harmonised System (HS) Codes identified for the following veterinary health certificates being used to export milk and milk products to Turkey. HS Codes 15.17, 22.02, 28.35 are added to "Explanatory Notes" (part I-Box.I.19) section of "Veterinary Health Certificate For Dairy Products Derived From Milk Of Cows, Ewes, Goats And Buffaloes For Human Consumption Intended For Exportation to the Republic of Turkey". HS Codes 15.17, 19.01, 22.02, 28.35 are added to "Explanatory Notes" (part I-Box.I.19) section of "Veterinary Health Certificate For Dairy Products For Human Consumption Intended for Exportation to the Republic of Turkey". Amended veterinary health certificates entered into force on 2 November 2016. Currently both versions can be used. However, old versions will not be valid after 31 December 2016.
This Regulation is based on the Law on Veterinary Services, Plant Health, Food and Feed (Law No: 5996 notified with G/SPS/N/TUR/9) and designates live animals and products that are subject to veterinary controls at border inspection points at entry into the territory of the Republic of Turkey. The Annex I of this Regulation includes the list of animals and animal products - in accordance with their taxonomy- that are subject to veterinary controls at border inspection posts. The Annex II of this Regulation includes the list of composite products and food stuffs - in accordance with their taxonomy- that are not subject to veterinary controls at border inspection posts.
