The Republic of Korea is proposing to amend the "Special Act on Imported Food Safety Control". It is to prepare the basis to enable to take measures of import suspension against foreign food facilities disturbing, avoiding, or not responding to the on-site inspections.
Fish head, fish and mollusks intestines that have not been managed as edible food by exporting countries and thus require special sanitary control are to be categorized as the food for special sanitation management.
In terms of import sanitation assessment of the food for special sanitation management, detailed provisions are to be prepared. Decision regarding the occasions when import sanitation are necessary and the detailed procedures and methods of import sanitation assessment are to be made.
Summary of the proposed amendments: 1. Establishment of verification matter to prevent duplicate registration of exporters; 2. Expansion of agents to inspect net contents of fishery; 3. Establishment of notification form.
The Ministry of Agriculture, Food and Rural Affair (MAFRA) has amended the Plant Protection Act. The main revision of Plant Protection Act is the following: All plants for planting or propagation, which are imported by hand-carry, mail, courier service or moving items, shall submit a Phytosanitary Certificate. However, Phytosanitary Certificate of plants for planting or propagation may be exempted when quantity is below specified amount and special permit is issued. The proposed amendment seeks to: 1. Revise the storage and distribution temperature of refrigerated ground meat and ground meat products; 2. Delete Velvet bean (Mucuna pruriens) from the list of the "Ingredients Approved for Use in Food" (Annex 1).

The Republic of Korea is proposing to amend the "Standards and Specifications for Food Utensils, Containers and Packages": 1) The use of Bisphenol A (BPA), Di-n-butylphthalate (DBP) and Benzyl-n-butylphthalate (BBP) are prohibited in the food utensils, containers and packages for infants and young children; 2) The specification for Polyethylene (PE) and Polypropylene (PP) are revised; 3) The wording for Recycled synthetic resins are revised.
The Republic of Korea is proposing to amend the "Border Inspection Regulation for Foods". The amendment includes the following: 1. Exclusion of agricultural commodities which can be used either for food or for herbal medicine, from the list of commodities required for follow-up management during distribution; 2. Import declaration is not required for food imported after display in promotion event; 3. Adjustment on the kinds of pesticides for synchronized residue analysis of agricultural commodities, when those are imported for the first time; 4. Adjustment of a list of commodities that the Minister of Food and Drug Safety has recognized as safe.
