As notified in G/SPS/N/CAN/700 (8 July 2013), and in G/SPS/N/CAN/700/Rev.1 (5 June 2014), the Canadian Food Inspection Agency (CFIA) is consolidating federal food inspection regulations in Canada. The new regulatory framework will incorporate existing commodity-based regulations into a single, more outcome-based regulation. The proposed Regulations would establish three key food safety elements: licensing, traceability, and safety requirements related to the preparation of food and preventive control plans. These elements would apply to all food that is imported, or prepared for exported or inter-provincial trade. In developing the proposed Regulations, the Government of Canada has consulted broadly with both domestic and international stakeholders. Canada welcomes comments on this proposal. Responses received as a result of this consultation will be considered in finalizing the regulations.

Health Canada has conducted a re-evaluation of the approved food additive uses of the colouring agent amaranth, which is currently permitted at a maximum level of use of 300 parts per million (p.p.m.), singly or in combination with other specified synthetic colours. The re-evaluation was conducted in support of a broader review of fifty-two azo acid dyes carried out as part of the Government of Canada's Chemicals Management Plan (http://www.chemicalsubstanceschimiques.gc.ca/fact-fait/glance-bref/acid_acides-eng.php). The results of Health Canada's re-evaluation of available data on the concentrations of amaranth actually used in foods sold in Canada reveal that exposure to amaranth is within acceptable levels from a food safety perspective. However, the existing maximum levels of use for amaranth that appear in the List of Permitted Colouring Agents (http://www.hc-sc.gc.ca/fn-an/securit/addit/list/3-colour-color-eng.php) are generally higher than actual use levels and would allow for elevated exposures if actual use levels ever increased. In order to ensure that potential exposure to the food colouring agent amaranth remains within acceptable levels, it is the intention of Health Canada to modify the List of Permitted Colouring Agents by creating a unique listing for "Amaranth" (it is currently grouped in the List with five other synthetic colours) and by identifying maximum levels of use and other conditions that align with actual current uses. As a result of this assessment, it is the intention of Health Canada to modify the List of Permitted Colouring Agents (http://www.hc-sc.gc.ca/fn-an/securit/addit/list/3-colour-color-eng.php) as described in the information document. Notice of Modification to the List of Permitted Preservatives to Enable the Use of Leuconostoc carnosum 4010 as an Antimicrobial Preservative in Certain Vacuum-Packed Non-Shelf-Stable Meat and Poultry Products Background Health Canada evaluated a food additive submission requesting the use a live culture of the bacterium Leuconostoc carnosum 4010 as a food additive. The purpose for using the preparation is to limit or inhibit the growth of the foodborne pathogen Listeria monocytogenes in certain non-shelf-stable foods that are vacuum-packed and that require refrigeration. Health Canada determined that the available scientific data support the safety and efficacy of Leuconostoc carnosum 4010 for the requested use in these foods. Health Canada published a proposal (http://hc-sc.gc.ca/fn-an/consult/nop-avp-0016/index-eng.php) on 12 April 2016, which was open for public comment for 75 days, for which no new scientific information was submitted. Since the conclusion of the evaluation remains as described in the proposal, Health Canada has modified the List of Permitted Preservatives (http://hc-sc.gc.ca/fn-an/securit/addit/list/11-preserv-conserv-eng.php), effective 14 December 2016. Health Canada's Food Directorate completed a detailed safety assessment of a food additive submission seeking approval for the use of sucralose as a sweetener in nutritional supplement dry soup. Sucralose is already permitted for use in Canada as a sweetener in a wide variety of foods at various maximum levels of use. As no safety concerns were raised through Health Canada's assessment the Department has enabled the food additive use of sucralose as described in the information document below by updating the List of Permitted Sweeteners (http://www.hc-sc.gc.ca/fn-an/securit/addit/list/9-sweetener-edulcorant-eng.php), effective 25 November 2016. The purpose of this communication is to publically announce the Department's decision in this regard and to provide the appropriate contact information for any inquiries or for those wishing to submit any new scientific information relevant to the safety of this food additive.
