The notified Regulation establishes the operational technical specifications and strategies for the epidemiological surveillance, prevention and control of Newcastle disease. It applies to poultry and other species susceptible to Newcastle disease in El Salvador. It also applies to the owners and administrators of poultry farms, irrespective of their level of technification, including backyard birds; as well as to veterinarians, poultry technicians, the poultry-meat processing industry, manufacturers, importers, distributors and sellers of veterinary pharmaceuticals, veterinary diagnostic laboratories, manufacturers and distributors of concentrated poultry feed, transport services for poultry, poultry products and by-products, whether of domestic origin, imported or for export, and others involved in poultry activities.

The Government of El Salvador hereby advises that draft "Salvadoran Mandatory Standard (NSO) No. 67.30.01:03, Bread products. Classification and specifications" was notified to the WTO on 11 December 2003 in document G/SPS/N/SLV/54. The purpose of the present Addendum is to notify WTO Members that the content and scope of application of this Standard have been updated, and that the Standard is now entitled: "RTS 67.03.01:21 Productos de Panadería. Clasificación y Especificaciones" (Salvadoran Technical Regulation (RTS) No. 67.03.01:21 Bread products. Classification and specifications) In light of the above, there will be a period of 60 days for the submission of comments and observations, as from the date of notification. The notified text establishes requirements for the importation of animals and products and by-products of animal origin of species susceptible to foot-and-mouth disease, and any product or material that poses a risk of transmitting this disease. It also repeals Executive Decision No. 54 concerning agriculture and livestock of 28 March 2001, prohibiting the importation of cattle, sheep, goats, pigs and other cloven hoofed animals, and any other animal that has been kept with any of the aforementioned species, and the importation of products and by-products of such species from countries affected or suspected of being affected by foot-and-mouth disease.

The notified Salvadoran Technical Regulation lays down the requirements, procedures and field and laboratory standards for the production and marketing of certified (genetic, physiological, physical and phytosanitary quality) coffee (Coffea arabica) seeds. It applies to all natural and legal persons engaged in the production, processing and marketing of certified coffee (Coffea arabica) seeds. It is applicable to seed-producing sites, biotechnology laboratories, sales premises, collection centres and transport (freight vehicles).

Revision of RTS 67.02.01:16 “Poultry products. Meat of slaughtered, ready-to-cook poultry of the species Gallus gallus, whole or cut in pieces, and the offal thereof. Specifications”. This second revision updates the scope and content of the regulation. Hence a 60-day period from the date of notification is provided for the receipt of comments. The notified Central American Technical Regulation establishes the specifications to be met by butter, as defined in Article 4 thereof. It applies to butter for direct human consumption or further processing in the territory of the States Parties.

The notified Regulation establishes the provisions governing the registration and identification system for livestock and aquaculture traceability in El Salvador. It applies to the registration of natural or legal persons and establishments engaged in the primary production, processing, storage, marketing, exportation and importation, exhibition and transportation of livestock and live fish. It also applies to the identification of animals according to their species. It further applies to the movement of animals, animal products and by-products according to the type of species or item. In the case of livestock and aquaculture products and by-products, it applies specifically to the remit of the Ministry of Agriculture and Livestock. The Salvadorian Technical Regulation does not apply to pets, with the exception of species of a health concern as defined by the Ministry of Agriculture and Livestock in accordance with the Plant and Animal Health Law.

The notified Technical Regulation establishes the minimum quality requirements to be met by roasted coffee beans and ground roasted coffee for marketing. It applies to all natural and legal persons engaged in the production, processing, importation, exportation and marketing of roasted coffee beans and ground roasted coffee for human consumption, in national territory. It also applies to roasted coffee beans and ground roasted coffee to which flavouring has been added. This Technical Regulation does not apply to coffee substitutes.

The notified text regulates the epidemiological surveillance of Bovine Spongiform Encephalopathy (BSE) and other transmissible spongiform encephalopathies (TSEs), and the prevention of transmission and the control of its causal agent through live animals, food for animal consumption, products, by-products and other articles that may act as transmission agents, with the aim of establishing and maintaining a recognized status, and demonstrating that the disease does not exist in the country.

On 11 November 2008, the Government of the Republic of El Salvador notified, in document G/SPS/N/SLV/85, the draft regulation "RTCA No. 65.05.51:08: Veterinary drugs and related products, and establishments engaged in the manufacture, marketing, fractioning or storage thereof. Sanitary registration and control requirements", whose purpose was to establish provisions governing the sanitary registration and control of veterinary drugs, related products and establishments. The regulation applies to veterinary drugs and related products and to establishments engaged in the registration, manufacture, marketing, dispensing or distribution, fractioning or storage thereof in the States Parties. The sanitary registration of raw materials for the preparation of veterinary drugs and related products and compounded veterinary formulations is excluded from the scope of the regulation and remains subject to the domestic laws of each State Party. The purpose of the present addendum is to notify WTO Members that the regulation has been updated. They will have 60 days from the date of this notification to make comments.

On 19 February 2018, the Government of the Republic of El Salvador notified, in document G/SPS/N/SLV/127, the draft regulation "RTCA No. 67.04.75:17 Dairy products. Matured cheese. Specifications", whose purpose was to establish the specifications to be met by matured cheese, as defined in the regulation. The purpose of the present addendum is to notify WTO Members, in the interests of transparency, that the regulation has been updated and amended following comments received during public consultation and has been approved under Resolution No. 406-2018 (COMIECO-LXXXV) of 7 December 2018.

The notified regulation establishes the permissible limits for quality parameters for waste water and waste water sludge prior to final disposal as well as technical mechanisms and procedures for their management, and it contributes to the recovery, protection and sustainable use of water resources.

The regulation establishes quality specifications and characteristics for green coffee (café oro) for marketing. It applies to green coffee (café oro), as a raw material, that is produced in El Salvador to be marketed domestically or abroad and to imported coffee.

The notified technical regulation establishes the sanitary requirements to be met by abattoirs engaged in the slaughter, preparation and deboning of animals for the market, and the storage and transportation of the resulting products. Abattoirs must meet these requirements in order to obtain start-up and operating authorization. The technical regulation applies to any natural or legal person, owner or operator, whether public, private or semi-public, engaged in the slaughter and preparation of cattle, goats, horses, sheep and other animals for the market that are authorized by the competent national authority.

The notified Technical Regulation establishes the specifications to be met by milk powder and cream powder that comply with the definition established in the notified text. It also applies to milk powder and cream powder for direct human consumption or further processing in the territory of the States Parties.

On 1/3/2011, the Government of the Republic of El Salvador notified draft Central American Technical Regulation (RTCA) No. 67.04.54:10: Foods and beverages. Food additives, in document G/SPS/N/SLV/95, with the aim of establishing the food additives for food that is marketed in the territory of the States Parties, excluding processing aids or substances normally used as ingredients. The purpose of the present Addendum is to notify WTO Members that this Technical Regulation has been revised and that there will be a comment period of 60 days as from the date of this notification. The notified Technical Regulation establishes the specifications to be met by matured cheese, as defined in Section 4 (Definitions) thereof. It also applies to matured cheese intended for direct human consumption or further processing in the territory of the States Parties.

The notified Salvadorian Technical Regulation establishes the safety parameters to be met by dried salted fish to ensure that it poses no risk to human health.

On 16 June 2010, the Government of the Republic of El Salvador notified, in G/TBT/N/SLV/90, Salvadoran Mandatory Standard (NSO) No. 67.64.01:10: Poultry products. Poultry meat. Slaughtered, ready-to-cook chicks and hens of the species Gallus gallus, whole or cut in pieces, and the offal thereof. Specifications. On 15 September 2010, the Government notified an initial addendum, in G/TBT/N/SLV/90/Add.1, which extended the deadline for the submission of comments on the NSO to 16 September 2008. On 22 September 2010, the Government notified a corrigendum in G/SPS/N/SLV/90/Add.1/Corr.1, which corrected the extended deadline for the submission of comments to 16 September 2010. On 21 November 2016, the Government notified a second addendum in G/SPS/N/SLV/90/Add.2, which contained an amendment to the document number and title: Salvadoran Technical Regulation (RTS) No. 67.02.01:16: Poultry products. Meat of slaughtered, ready-to-cook poultry of the species Gallus gallus, whole or cut in pieces, and the offal thereof. Specifications (First revision), and which extended the date of the entry into force of paragraph 6.6 of the Regulation. On this occasion, the Government hereby notifies the Member States of the World Trade Organization that the content and scope of this Salvadoran Technical Regulation (RTS) have been amended. Consequently, there will be a period of 60 days for the submission of comments as from the date of this notification.

On 6 May 2008, the Government of the Republic of El Salvador notified, in G/TBT/N/SLV/81, RTCA No. 67.04.50:08: "Food products. Microbiological criteria for food safety", which establishes the microbiological parameters and permissible limits for the registration and sanitary surveillance of food products.
