Salvadoran Technical Regulation (RTS) No. 65.02.01:13: Maximum residue limits for chemical pesticides in fruit and vegetables for domestic production and importOn 22 December 2025 the Government of the Republic of El Salvador notified, in document G/SPS/N/SLV/109/Add.1, draft Salvadoran Technical Regulation (RTS) No. 65.02.01:13 on maximum residue limits for chemical pesticides in fruit and vegetables for domestic production and import. The notified Salvadoran Technical Regulation establishes the phytosanitary measures needed to reduce the risk of introducing and/or spreading quarantine pests associated with wood packaging material used in international trade. It also regulates the use of the internationally-recognized mark.It establishes the requirements for granting operating permits to wood packaging material phytosanitary treatment plants and for renewing permits.It applies throughout the national territory to all natural and legal persons who perform authorized phytosanitary treatments for wood packaging material, and who apply the internationally-recognized mark.The following wood packaging material is exempt from compliance with this RTS:(a) Wood packaging material made exclusively from processed wood material such as plywood, particle board, oriented strand board or veneer that has been created using glue, heat and pressure or a combination thereof;(b) Sawdust, wood shavings and wood wool;(c) Wooden barrels or casks that have been heated during manufacture and used to transport alcoholic beverages;(d) Boxes, cases, receptacles or containers made from wood that has been processed in accordance with point (a) of this paragraph, in a way that renders it free of pests, presented with the commodities for which they are intended;(e) Wood packaging made entirely from thin wood (6 mm or less in thickness);(f) Wood components that are permanently attached to a conveyance or container;G/SPS/N/SLV/149- 2 - (g) Wood used as dunnage for a shipment of wood, provided that it is cut from the same species and quality of wood, and that it meets the same phytosanitary requirements as the shipment.

The notified Ministerial Decision concerning agriculture and livestock issues an animal health alert in view of the occurrence of reinfestation by Cochliomyia hominivorax, also known as New World screwworm (NWS), in Panama, Costa Rica and, more recently, Nicaragua. El Salvador has been free of this disease since 1995, when it was eradicated from national territory. The entry into the country of live animals of susceptible species from countries infested with NWS poses a high risk of the spread and establishment of the disease in our country, which could affect domestic production through losses caused by a deterioration in the health status of affected animals. Animals could even die in the event of severe infestations. The disease can also affect human beings and therefore poses a risk to public health as well.

Salvadoran Technical Regulation RTS 13.05.01:18: Water. Waste water. Waste water quality parameters for discharge and management of waste sludge On 19 December 2018, the Government of El Salvador notified, in document G/SPS/N/SLV/131, draft Salvadoran Technical Regulation RTS 13.05.01:18: Water. Waste water. Waste water quality parameters for discharge and management of waste sludge, in order to establish the permissible limits for quality parameters for waste water and waste water sludge prior to final disposal, as well as technical mechanisms and procedures for their management, and to contribute to the recovery, protection and sustainable use of water resources. The Salvadoran Technical Regulation applies to any activity, work or project involving waste water management prior to disposal into a receiving environment, as well as the management of waste water sludge, regardless of origin or destination, within the national territory. The Salvadoran Technical Regulation does not apply to individual treatment systems for ordinary waste water with soil infiltration, or for waste water from vessels under the MARPOL Convention. The purpose of the present Addendum is to notify WTO Member countries that the content of this Salvadoran Technical Regulation has been amended. The notified Salvadoran Technical Regulation establishes requirements to safeguard genetic, agronomic and phytosanitary quality in the production, marketing and importation of nursery coffee (Coffea spp) plants from sexual and asexual seeds, as well as the certification process. It applies to natural and legal persons engaged in the production, certification, marketing and importation of nursery coffee (Coffea spp) plants from sexual and asexual seeds in the national territory. The provisions of this Salvadoran Technical Regulation do not apply to coffee plants imported for final planting.

Reglamento Técnico Salvadoreño RTS 67.04.01:23 Buenas Prácticas Agrícolas Para Vegetales (Salvadoran Technical Regulation (RTS) 67.04.01:23: Good agricultural practices for vegetables) On 15 November 2013, the Government of El Salvador notified draft Salvadoran Technical Regulation (RTS) 67.04.01:13: "Good agricultural practices for fruit and vegetables" in document G/SPS/N/SLV/110, with a view to establishing the technical specifications for good agricultural practices pertaining to the production of fruit and vegetables. Salvadorian Technical Regulation (RTS) 65.04.01:23: "Abattoirs. Slaughter and preparation of animals for the market. Sanitary requirements" On 1 October 2018, the Government of El Salvador notified draft Salvadorian Technical Regulation (RTS) No. 65.04.01:17: "Abattoirs. Slaughter and preparation of animals for the market. Sanitary requirements" in document G/SPS/N/SLV/129. The objective of the notified Technical Regulation is to establish the sanitary requirements to be met by abattoirs engaged in the slaughter, preparation and deboning of animals for the market, and the storage and transportation of the resulting products. Abattoirs must meet these requirements in order to obtain start-up and operating authorization. This Salvadorian Technical Regulation applies to any natural or legal person, owner or operator, whether public, private or semi-public, engaged in the slaughter and preparation of cattle, goats, horses, sheep and other animals for the market that are authorized by the competent national authority. The notified Central American Technical Regulation (RTCA) establishes the technical specifications to be met by yoghurt, conforming to the definition set out in Article 4.1 thereof. It applies to yoghurt for direct human consumption or further processing in the territory of the States Parties.

The notified Ministerial Decision concerning agriculture and livestock declares an animal health alert in line with the recommendation of the World Organisation for Animal Health (WOAH), which establishes that the epidemic season of highly pathogenic avian influenza (HPAI) continues in 2023 with outbreaks among poultry and notified outbreaks among wild birds in different countries. The Ministerial Decision recommends that countries maintain and strengthen their monitoring systems, farm biosecurity measures and timely notification of outbreaks of HPAI among both poultry and non-poultry species (domestic or wild birds). The International Regional Organization for Plant and Animal Health (OIRSA) is also urging its member States to implement different prevention and control measures to protect the region's domestic poultry.

The notified Salvadoran Technical Regulation sets out the safety and quality requirements and specifications to be met by mixtures of cream and edible vegetable oil or fat. It applies to any natural or legal person established in national territory that is engaged in the production, marketing and importation of mixtures of cream and edible vegetable oil or fat. Dairy cream substitute products in powder form are excluded from the scope of the text.

The notified Law establishes basic provisions on plant health, animal health and food safety.

The notified Technical Regulation establishes the phytosanitary requirements governing the importation, production, conservation, certification, transportation and marketing of citrus seeds and citrus plant material and plants in nurseries and on production sites, with a view to ensuring productive, genetic and phytosanitary quality. The text applies to natural and legal persons throughout national territory that import, produce, conserve, certify, transport and market citrus seeds and plant material and certified citrus plants.

The notified text sets out the requirements governing the importation and transit of cattle, sheep, swine and other cloven-hoofed animals, and products or by-products thereof, that are susceptible to foot-and-mouth disease (FMD). The requirements have been established following the increased presence of FMD in African, Asian, European and South American countries and the occurrence of the disease in countries considered to be FMD-free, meaning that there is a high risk of this emerging disease entering the country through trade in animals and animal products and by-products, and through the influx of persons from countries affected by the disease.

Executive Decision concerning agriculture and livestock, declaring an animal health alert and emergency following Regional Alert No. 2 on the risk of highly pathogenic avian influenza (HPAI) entering OIRSA member countries, issued by the International Regional Organization for Plant and Animal Health (OIRSA) on 28 April 2022. The aim is to have a contingency plan defining the actions to be taken in the event of an emergency, an action plan for the rapid and efficient deployment of human and material resources to effectively contain the disease and eliminate infection, and prevention strategies, quarantine measures, on-farm biosecurity arrangements and other measures to be used to minimize the risk of the entry and establishment of HPAI.

The notified Salvadoran Technical Regulation establishes the technical specifications, sanitary registration and labelling requirements for foods for special dietary uses, nutritional supplements and probiotics, in accordance with their respective classification. It applies to the classification, sanitary registration and labelling of foods for special dietary uses, nutritional supplements and probiotics, manufactured in El Salvador or imported, which are marketed at the domestic level. It does not apply to prebiotics, with the exception of products combined with nutritional supplements or probiotics.

NSO 67.02.13:97 Carne y Productos Cárnicos, Embutidos Crudos y Cocidos (Salvadoran Mandatory Standard (NSO) No. 67.02.13:97: Meat and meat products, raw and cooked sausages) On 30 May 2022, the Government of El Salvador notified draft Salvadoran Technical Regulation (RTS) No. 67.05.02:22 "Meat. Processed meat products" in document G/SPS/N/SLV/17/Add.1, with a view to establishing the safety and quality specifications and characteristics for raw, cured and cooked meat products (including sausages), including poultry and game, intended for human consumption. NSO 67.02.13:97: Meat and meat products, raw and cooked sausages On 16 July 1998, the Government of El Salvador notified, in document G/SPS/N/SLV/17, draft regulation "NSO 67.02.13:97: Meat and meat products, raw and cooked sausages". The purpose of the present Addendum is to notify WTO Members that the scope and content of this NSO have been updated and that the text is now a Salvadoran Technical Regulation. In light of the above, there will be a period of 60 days for the submission of comments and observations as from the date of notification.
