With a view to preventing trade disruptions, Panama wishes to inform its trading partners that it has completed the transition from manual management to the Generic ePhyto National System (GeNS) of the International Plant Protection Convention (IPPC) ePhyto Solution Project to generate and transmit phytosanitary certificates for export and re-export electronically. Therefore, as of 1 January 2024, all phytosanitary certificates for export and re-export from Panama will be issued through the GeNS of the IPPC ePhyto Solution Project. An example of the phytosanitary certificate form generated by the GeNS is included. Panama wishes to inform its trading partners' phytosanitary authorities that the GeNS of the IPPC ePhyto Solution Project has a public application for verifying the authenticity of phytosanitary certificates. Interested parties should go to https://pa.ephytoexchange.org/, "Find an issued certificate", and fill out the requested fields to verify the authenticity of phytosanitary certificates issued by Panama. Panama currently has agreements for the electronic exchange of phytosanitary certificates with the authorities of 34 trading partners, and it invites others to formalize similar agreements.

With a view to preventing trade disruptions, Panama wishes to inform its trading partners that it will continue to use the Generic ePhyto National System (GeNS) of the International Plant Protection Convention (IPPC) ePhyto Solution Project to generate and transmit phytosanitary certificates. In 2022, Panama has successfully exchanged electronic phytosanitary certificates with major trading partners, and therefore invites others to formalize similar agreements for the exchange of such certificates. For those countries with which the electronic transmission of phytosanitary certificates has not been formalized or that are not connected to the ePhyto hub, Panama will use the IPPC GeNS to issue paper phytosanitary certificates, which are to be submitted by the interested party to the National Plant Protection Organization (NPPO) of the importing country at the point of entry. A sample of a paper phytosanitary certificate generated in the GeNS is attached. Given that the progressive migration from the manual system to the GeNS will take longer than anticipated, the previous format (also attached) will remain valid in 2023.

Con el propósito de prevenir interrupciones al comercio, Panamá notifica a sus socios comerciales que utiliza el Sistema Genérico (GeNS) de la solución ePhyto de la Convención Internacional de Protección Fitosanitaria (CIPF) para generar y transmitir Certificados Fitosanitarios electrónicos a los países con los cuales se formalice este medio de comunicación. Para aquellos países con los que no se haya formalizado la transmisión electrónica de Certificados Fitosanitarios o no estén conectados a la solución ePhyto, Panamá utilizará el Sistema GeNS de ePhyto de la CIPF para emitir certificados fitosanitarios en papel, que serán presentados por la parte interesada a la Organización Nacional de Protección Fitosanitaria (ONPF) del país importador en el punto de entrada. La DNSV desea resaltar que los Cerficados fitosanitarios producidos en GeNS cuentan con un código QR, que permite la trazabilidad y verificación de su autenticidad. De igual forma, estos certificados cumplen con la NIMF 12 de la CIPF. Se incluye una muestra del Certificado Fitosanitario en papel generado en GeNS. La emisión de Certificados Fitosanitarios en papel generados en GeNS entrará en vigor a partir del 1 de enero de 2022. Esta implementación será progresiva durante el año 2022, en razón de lo cual el formato anterior, también adjunto, estará vigente durante este período.
