The standard describes the import specifications and entry conditions for seed for sowing imported into New Zealand.

The standard describes the import specifications and entry conditions for nursery stock imported into New Zealand.
Proposed changes include: 1. Migrating all approved seed treatments from the IHS 155.02.05: Seeds for sowing to the technical standard MPI-STD-ABTRT Approved Biosecurity Treatments; and 2. Mandatory fumigation of all lots of pea seed imported into New Zealand with phosphine or methyl bromide according to the specifications listed in the technical standard MPI-STD-ABTRT Approved Biosecurity Treatments.
Consultation is closed and the Ministry for Primary Industries (MPI) has issued the final Import Health Standard 155.02.05: Seeds for sowing with the import requirements for Cucurbitaceae seeds for sowing. The IHS, dated 26 January 2017, replaces the earlier version of the standard dated 25 November 2016. Phytosanitary certificates issued after 26 January 2017 must meet the new requirements for Cucumber green mottle mosaic virus (CGMMV) and Kyuri green mottle mosaic virus (KGMMV). The IHS: Phase 3 Mushroom Growing Medium contains specific import requirements. These are the rules to manage the biosecurity risk associated with (i) the plant-based components of the growing medium and (ii) regulated pests of common mushroom (Agaricus bisporus) that may be present in the growing medium.

The IHS: Processed Animal Manure Products contains specific import requirements. These are the rules to manage the biosecurity risk of importing mushroom growing medium containing horse and chicken manure manufactured in the Netherlands that can meet the requirements of the IHS and in doing so meet New Zealand's appropriated level of protection.

The IHS Pig Semen contains generic import requirements. These are the rules to manage the biosecurity risk of importing pig semen from all countries that can meet the requirements of the IHS and in doing so meet New Zealands appropriate level of protection.
Consultation is closed and the final Import Health Standard 155.02.06: Seeds for sowing was issued on 9 October 2016 with new import requirements for Capsicum seeds. The Food Act 2014 and Food Regulations 2015 came into force on 1 March 2016. These aligned New Zealands domestic food system with the risk-based approach of other food statutes, namely the Animal Products Act 1999 and the Wine Act 2003. While new businesses have to operate under the Food Act straight away, existing businesses are transitioning to the new law over a three year introductory period (set to finish during 2019). The Food Regulations 2015 focussed on higher-risk businesses that were the first to transition to the Food Act, and the detailed requirements needed to get the Food Act working on a practical level. The proposals for this second set of regulations focus on low to medium-risk businesses joining later in the introductory period. Many of the proposals seek to reduce regulatory burden and revoke unnecessary rules. The proposals include: - reduced regulatory requirements for low to medium-risk businesses; - greater flexibility surrounding initial verification requirements and a change to verification reports; - a review of the outdated Food (Safety) Regulations 2002, many of which can be revoked; - amendment of the Animal Products (Exemptions and Inclusions) Order 2000 to ensure that the Animal Products Act 1999 and the Food Act 2014 are working together effectively; and - a change to the Food Regulations 2015 relating to maximum residue levels in wine.

The RMP also provides technical justifications. Some of the main changes proposed for the standard are: - The schedules for Citrus (citrus), Fortunella (kumquat) and Poncirus (trifoliate orange) have been combined into one schedule, referred to as Citrus; - 22 citrus pests which are present in New Zealand and have a non-regulated status have been removed from the pest list; - 11 organisms are proposed to be added to the Citrus pest list with specific phytosanitary measures; - Five additional organisms are proposed to be added to the Citrus pest list without specific phytosanitary measures.
