The notified text establishes the following mandatory phytosanitary requirements for imports of cut roses (Rosa spp.) from Colombia:Shipments require an official phytosanitary certificate issued by the country of origin, which indicates, in the section for additional declarations, that they are free from Aspidiotus nerii, Icerya purchasi, Icerya seychellarum, Pseudococus calceolariae, Maconelicoccus hisutus, Frankliniella schultzei, Thrips palmi and Scirtothrips dorsalis;Exporting companies must be registered with the Colombian Agricultural Institute (ICA), which will certify that the flowers have been produced in accordance with the phytosanitary management and pest monitoring practices indicated in the rose production system phytosanitary characterization document.Shipments will be inspected upon arrival in the country by officials from the State Phytosanitary Service at the point of entry, who will verify compliance with the phytosanitary requirements.Failure to comply with the phytosanitary requirements established in this Resolution will be punishable under Law No. 7664 (Plant Protection Law) and its implementing regulations.

The notified Regulation establishes the provisions and procedures governing the production, registration, certification, processing, labelling, storage, transport and marketing of organic agricultural products. It applies to the following products that carry or should carry a descriptive label relating to organic production methods.A product is considered to carry information concerning organic production methods when the label or property claims, including advertising material and commercial documents, describe the product or its ingredients using the terms "organic", "biological" or "ecological" or other similar internationally recognised vocabulary, including abbreviated forms, which suggest to the buyer that the product or its ingredients have been obtained via organic production methods in the country in which they have been put on the market.The Regulation must be applied by all natural or legal persons engaged in the production, processing, labelling, storage, transport and marketing of certified organic agricultural products. The notified Resolution establishes the mandatory phytosanitary requirements governing the importation from Spain of botanical barley (Hordeum vulgare) seed for sowing for fodder purposes. Shipments require an official phytosanitary certificate issued by the country of origin, which indicates, in the section for additional declarations, that they are free from Trogoderma granarium. The certificate must also indicate, in the section on treatment, that the shipment has been fumigated with methyl bromide or phosphine, or that it has undergone another similar treatment.

This text was notified in document G/SPS/N/CRI/173 on 18 July 2016 and establishes the mandatory phytosanitary requirements governing the importation into Costa Rica of regulated articles capable of transmitting the Citrus leprosis virus in the context of international trade. The Pest Risk Analysis Unit has decided to amend Resolution No. 084-2015-ARP-SFE and extend the importation period for logs of teak (Tectona grandis) with bark, produced by the company Novelteak of Nicaragua S.A. in the department of Rivas (Nicaragua) and on the border with Peñas Blancas in La Cruz de Guanacaste. The new import period runs from 9 August 2016 to 15 August 2019, as recommended in technical report No. 094-2016 NR-ARP-SFE.

The notified Resolution establishes the mandatory phytosanitary requirements governing the importation into Costa Rica of fresh bananas (Musa x paradisiaca) in bulk for processing from Panama.

The notified Technical Regulation establishes the permitted tolerances and limits for concentrations of elements, heavy metals and impurities in fertilizers and soil conditioners, including raw materials registered for marketing in Costa Rica. The text applies to fertilizers, soil conditioners and raw materials registered for agricultural use in Costa Rica.

The notified text establishes the list of regulated pests. This list is based on international standards, notably ISPM No. 19: "Guidelines on lists of regulated pests" (2003), FAO, Rome, as well as on Costa Rican Technical Regulation RTCR 379/2000: "Procedures for the implementation of phytosanitary requirements for the importation of plants, plant products and other plant material capable of harbouring pests", Decree No. 29.473-MEIC-MAG, and the respective technical guides, and on pest interceptions at entry points, technical data sheets and pest risk analysis (PRA) for specific pests and pests of national interest. This notification replaces notification G/SPS/N/CRI/153.

Administrative Decision CFI-RA-001/2013 of 9 September 2013 temporarily suspended the issuance of import certificates for potatoes for industrial use originating in the United States of America, following the detection of the quarantine pest Candidatus Liberibacter solanacearum ("Zebra chip" disease) in two consignments. Following verification in the country of origin of compliance with the SFE (State Phytosanitary Service)-PPQ (Plant Protection and Quarantine) Bilateral Protocol and on the recommendation of Technical Report No. 117-2015-ARP-SFE, import certificates for potatoes for industrial use originating in the United States of America are once again being issued. Consignments of potatoes for industrial use are subject to post-entry monitoring, in accordance with Procedure CFI-PO-08, to mitigate the risk of the introduction of quarantine pests into Costa Rica.
