Resolution No. DSFE-11-2015 implements report ARP-003-2015 "Pest risk analysis in respect of the importation of fresh avocados (Persea americana) from Mexico for consumption, conducted following a policy review", issued by the Pest Risk Analysis Unit of the State Phytosanitary Service on 10 July 2015. The notified draft Resolution governing the importation into Costa Rica of fresh avocados (Persea americana) from Mexico provides for a phytosanitary measure establishing the corresponding phytosanitary requirements. Precautionary measure imposed owing to the presence of the pest Avocado Sunblotch Viroid (ASBVd) in several avocado-producing countries. Withdrawal of the measure

The notified Resolution replaces and repeals Resolution DSFE-03-2015 of 22 April 2015 issued by the Executive Directorate of the State Phytosanitary Service, notified as an emergency measure (G/SPS/N/CRI/160). It establishes the following phytosanitary measures for the importation of regulated articles that are vectors of Avocado Sunblotch Viroid (ASBVd), originating from any country in which the pest Avocado Sunblotch Viroid (ASBVd) is present: 1. Fresh avocados (Persea americana Mill.) for human consumption must meet one of the following requirements: - Shipments require an official phytosanitary certificate issued by the country of origin, which indicates, in the section for additional declarations, that they are free from Avocado Sunblotch Viroid; - Shipments require an official certificate issued by the country of origin, which indicates, in the section for additional declarations, that they come from a place of production free from Avocado Sunblotch Viroid (previously recognized by the State Phytosanitary Service); - Shipments must adhere to a systems approach programme which is established bilaterally, and which may be implemented, for example, through a work plan. 2. Avocado (Persea americana Mill.) plants for planting: - Shipments require an official certificate issued by the country of origin, which indicates, in the section for additional declarations, that the plants come from mother plants which are free from Avocado sunblotch viroid and which are subject to indexing and sampling at least twice a year. Laboratory analysis results must be attached; - After importation, shipments will be subject to post-entry quarantine for a period of up to six months. Shipments will be subject to laboratory tests upon arrival in the country.

Withdrawal of the measure

The notified draft Resolution establishes the mandatory phytosanitary requirements governing the importation into Costa Rica of regulated articles associated with Fusarium oxysporum f.sp. cubense - Tropical Race 4 (Foc-TR4) for: A. The notified text establishes the following mandatory phytosanitary requirements: Shipments require an official phytosanitary certificate issued by the country of origin, which indicates, in the section for additional declarations, that they are free from: Hoplocampa testudinea, Aculus schlechtendali, Monilinia laxa, Cydia pomonella, and Adoxophyes orana. Shipments must contain ripe apples free from symptoms of Erwinia amylovora; General requirements for fresh products for consumption: Products must be properly packaged and labelled, and be free from plant residues, soil, snails and slugs; Upon arrival in the country, shipments will be subject to phytosanitary control by State Phytosanitary Service officials at the point of entry in order to verify compliance with the phytosanitary requirements.

Resolution SENASA-DG-R069-2017 orders the temporary suspension of the authorized importation from Colombia to Costa Rica of the goods specified in Chapter 8.8 of the OIE Terrestrial Animal Health Code. The notified Resolution does not apply to goods that were subject to treatment at the source, which guarantees the destruction of the foot-and-mouth disease virus, in accordance with the procedures described in the Terrestrial Animal Health Code.

On 21 April 2008, the Government of Costa Rica notified, in G/SPS/N/CRI/61, RTCA No. 67.04.50:08: "Food products. Microbiological criteria for food safety", which establishes the microbiological parameters and permissible limits for the registration and sanitary surveillance of food products. The Directorate-General of the National Animal Health Service has decided the following: 1. To order a temporary suspension of imports of goods under Chapter 10.4 ("Infection with avian influenza viruses") of the OIE Terrestrial Animal Health Code, which come from zones or compartments in the United States where outbreaks of avian influenza have been reported, and which were produced or obtained 21 days prior to the beginning of the notified outbreak. This excludes products that may be subject to mitigation measures at the place of origin, in accordance with the above Chapter of the OIE Terrestrial Animal Health Code. Zones and compartments shall be understood to mean the state affected by avian influenza. In the case of the notified Resolution, this applies to the states of Tennessee and Wisconsin. The sanitary certificates accompanying imports must indicate the mitigation measures to which the avian products were subject, including irradiation treatment, cooking time and temperature, pasteurization, and sterilization. 2. To order the Animal Quarantine Directorate to remain vigilant for new reports of notifiable avian influenza, and to take relevant action with a view to extending previously established import suspensions to new territories.

1. The notified Resolution requests all establishments in China that currently export fish and aquaculture products to Costa Rica and those that were authorized to do so under Resolution SENASA-DG-628-2013 dated 5 July 2013, to complete the following documents: DCA-PG-002-RE-028 - Preliminary questionnaire to assess the competent authorities of the countries interested in exporting fish and aquaculture products to Costa Rica, and DCA-PG-002-RE-034 - Questionnaire providing general information on the establishments interested in exporting products, by-products or derivatives of animal origin to Costa Rica for human consumption. The above documents must be completed by the relevant establishments within 180 calendar days following notification. If an establishment fails to complete the requested documents, it will no longer be authorized to export to Costa Rica. This information will be notified by SENASA to the competent authority. If, once received, the questionnaires are found to be incomplete, SENASA will not carry out its review, and the documents will be returned to the competent authority within 20 calendar days of their receipt, in order for them to be completed appropriately. Once the completed questionnaires have been received, SENESA will have 180 calendar days to review them. The results of the review will be transmitted to the competent authority. 2. The establishments in China that wish to export fish products to Costa Rica for the first time must complete documents DCA-PG-002-RE-028 - Preliminary questionnaire to assess the competent authorities of the countries interested in exporting fish and aquaculture products to Costa Rica, and DCA-PG-002-RE-034 - Questionnaire providing general information on the establishments interested in exporting products, by-products or derivatives of animal origin to Costa Rica for human consumption, in order for the Equivalence Evaluation Committee of SENASA to carry out its review. If, once received, the questionnaires are found to be incomplete, SENASA will not carry out its review, and the documents will be returned to the competent authority within 20 calendar days of their receipt. The competent authority will then have 90 calendar days to complete them appropriately. If, at the end of this period, the questionnaires have not been submitted in their complete form, SENASA will archive the request, and therefore, if the establishment wishes to maintain its interest in exporting fish products to Costa Rica, it must start the process again. In this situation, SENASA will inform the competent authority that the deadline has expired. Once the complete questionnaires have been received, SENASA will have 90 calendar days to review them. The results of the review will be transmitted to the competent authority. These results will determine whether an inspection visit to the country will be carried out. 3. Brokers dealing with fish products, of which the exports to Costa Rica represent less than 5000 kg per exporting establishment, are not required to submit the questionnaires. However, the processing plants must be authorized by the European Union and must have a sanitary certificate issued by the competent authority of the country of origin and the exporting country.

Osbeck), mandarins (Citrus reticulata Blanco, Citrus unshiu (Yu. Tanaka ex Swingle) Marcow and Citrus deliciosa Ten.), clementines (Citrus clementina), lemons (Citrus limon (L.) Burm. f.) and grapefruit (Citrus paradisi Macfad).

The Director-General of the National Animal Health Service of the Ministry of Agriculture and Livestock has decided the following:1.To order the temporary suspension of importation into Costa Rica from Chile of edible chilled and frozen chicken and turkey products from slaughterhouses, processing plants and cold-storage plants, which were produced 21 days prior to the beginning of the outbreak of notifiable avian influenza reported by the Agriculture and Livestock Service (SAG).2.SENASA will resume trade in the aforementioned goods three months after the application of the measures established in Article 10.4.3, subparagraph 2, of the OIE Terrestrial Animal Health Code.3.To order the Animal Quarantine Directorate to remain vigilant for new reports of notifiable avian influenza, and to take relevant action.

The Directorate-General of the National Animal Health Service has decided the following:The following aspects must be considered for the purposes of analysing samples at SENASA's National Veterinary Services Laboratory (LANASEVE) and laboratories conducting tests or trials approved by SENASA:The concentration of malachite green in aquaculture products must be expressed as the sum of malachite green and its metabolite, leucomalachite green (in µg/kg); no gravimetric factor is to be applied.The detection limit performance parameter for the test used to determine the sum of malachite green and its metabolite, leucomalachite green, must be no greater than 2 µg/kg (2 ppb).Any quantities detected of malachite green and its metabolite, leucomalachite green, regardless of their concentration, will be considered violative or non-compliant.The National Animal Health Service will take the appropriate sanitary measures on the basis of the violative or non-compliant quantities of malachite green and its metabolite, leucomalachite green, that are detected in aquaculture products.

This list is based on international standards, notably ISPM No. 19: "Guidelines on lists of regulated pests" (2003), FAO, Rome, as well as on Costa Rican Technical Regulation (RTCR) No. 379/2000: "Procedures for the implementation of phytosanitary requirements for the importation of plants, plant products and other plant material capable of harbouring pests", Decree No. 29.473-MEIC-MAG, and the respective technical guides, and on pest interceptions at entry points, technical data sheets, and pest risk analysis (PRA) for specific pests and pests of national interest. This notification replaces notification G/SPS/N/CRI/169.

Shipments must be accompanied by an official phytosanitary certificate issued by the country of origin. The product must be packed in unused sacks and properly identified.Upon arrival in the country, shipments will be subject to phytosanitary control by State Phytosanitary Service officials at the point of entry, who will verify compliance with the phytosanitary requirements and conditions applicable to the product.Failure to comply with the phytosanitary requirements established in this Resolution will be punishable under Law No. 7664 (Plant Protection Law) and its implementing regulations.
