The purpose of the proposed text is to strengthen the Chilean safety system for fresh and frozen fruit products for export, through the establishment of specific and general requirements to be met by participants in the agri-food chain. These requirements include the performance of a hazard analysis and the implementation of a prerequisites programme based on these hazards, and the establishment of a provider control system to validate the protocols established in the GAP, HACCP and GMP systems, in order to comply with the certification as fit for human consumption. Chile hereby advises that the Resolution "Proposed update of the maximum residue levels of pesticides in food, Resolution No. 33/2010 and amendments thereto, associated with Article 162 of the Food Health Regulations", the draft version of which was notified through the World Trade Organization on 1 February 2018 in document G/SPS/N/CHL/567, entered into force on 1 December 2020.
Chile hereby advises that Exempt Resolution No. 8308 of 2020 approving the coordinated and consolidated text of the Resolution establishing import regulations for grains, seeds and other indicated products for consumption and processing, updating treatments and repealing Resolution No. 2.677 of 1999 has been amended as follows: The requirements in point 2.2.1 for the pea (Pisum sativum) species of the origins indicated in the text of the notified Resolution have been replaced. The notified text establishes sanitary requirements for the entry into Chile, as accompanied and personal luggage, of animal products, products for pet consumption, pharmaceutical products exclusively for veterinary use and other products. In particular, these requirements stipulate that: a) The entry of homemade food containing meat, tripe, offal or processed meat products is prohibited, with the exception of amphibian, reptile and guinea pig meat (raw, cooked, with bone in, boneless); b) Homemade food containing milk, milk products or eggs may enter freely; c) The entry of homemade animal products, products for pet consumption and pharmaceutical products exclusively for veterinary use is prohibited; d) Animal products for human consumption, packaged and labelled in established businesses, must be considered as processed products; e) All animal products, products for pet consumption and pharmaceutical products exclusively for veterinary use of Chilean origin that are required to re-enter the country must have been packaged in Chile, display a legible label and be factory-sealed. Among the animal health requirements for importation into Chile, a list has been drawn up of livestock products that, although required to comply with sanitary requirements, do not need to undergo approval processes. However, in certain cases, the Agriculture and Livestock Service (SAG) may require additional information or establish authorization systems, should there be a change in the health risks presented by the livestock products specified in the draft measure Further details can be found in the document attached to this notification.
Chile hereby advises that Exempt Resolution No. 8.017 of 2020 of the Agriculture and Livestock Service amending Resolution No. 7.214 of 2014 establishing phytosanitary requirements for the importation of certain species and types of ornamental plants for planting, of any origin has been amended in view of the need to grant plant health authorities an appropriate period of time to adapt their internal procedures, so that they may certify, in line with the phytosanitary measure, that the material comes from listed production sites and packing facilities that are each registered with a unique code assigned by the official plant health authority of the country of origin, and that this material comes from an officially certified production programme or from germplasm nurseries or repositories controlled by the plant health authority. The above-mentioned amendments concern the following: 1. Point 4.2 is currently in force, with the exception of the provisions relating to the codes for production sites and packing facilities, which shall enter into force on 1 July 2021. 2. The notified text adopts measures regulating the entry of traditional pets for non-commercial purposes, in order to prevent the introduction of diseases that may affect animal health. Under these measures, traditional pets shall be understood to mean dogs (Canis lupus familiaris), cats (Felis silvestris catus) and ferrets (Mustela putorius furo). The notified text establishes health requirements relating to the animal's general condition, rabies vaccines, antiparasitic treatment for internal and external parasites, sanitary certification, transport and shipment conditions, and the arrival of the animals in Chile. Chile informa que el punto 6 de la notificación G/SPS/N/CHL/661, es decir, la descripción del contenido, tuvo un error de formato en sus numerales, por lo que este punto debe leerse como sigue: 6. Descripción del contenido: Los siguientes productos de origen animal resultantes de procesos de industrialización no requerirán ser presentados al Servicio Agrícola y Ganadero (SAG) para su ingreso a Chile: a. Todo producto industrializado de origen lácteo, en todas sus variedades y presentaciones (incluidas fórmulas para lactantes), a excepción de leche fluida, leche en polvo, queso, mantequilla, cremas, yogurts, grasas de mantequilla y grasas de leche anhidra, que deberán proceder de plantas autorizadas por el SAG y cumplir con los requisitos sanitarios específicos respectivos; b. Todo producto de repostería, como los, chocolates, galletas, pasteles, tortas, mezclas y premezclas de repostería, helados, postres helados y cereales con leche; c. Productos en polvo para cocinar, tales como bases, sopas, cremas deshidratadas, caldos, salsas, aliños, mayonesas, aderezos y derivados en todas sus variedades y presentaciones; d. Productos grasos industrializados y sus derivados, como manteca de cerdo y margarinas (que incluyan leche entre sus componentes) en todas sus variedades y presentaciones destinados a consumo humano, con excepción de tocino, cuero comestible y grasa bovina en rama, que deberán cumplir con los requisitos sanitarios específicos y presentar la respectiva certificación sanitaria; e. Ovoproductos pasteurizados, deshidratados o en polvo y sus derivados en cualquier presentación; f. Subproductos del lavado de la lana y sus derivados como lanolina; g. Cueros bovinos, equinos, ovinos y porcinos con tratamiento wetblue, piquelado, curtido o semicurtido, los que sólo se verificara las condiciones del transporte. El transporte de estos productos desde el establecimiento de procedencia hasta su destino en Chile, se debe realizar en vehículos o compartimentos que aseguren la mantención de sus condiciones higiénico sanitarias; h. Pastas y todo producto relleno sólo con lácteos como ingrediente pecuario, listos para el consumo, como lo son las empanadas, pizzas, lasañas y otras pastas rellenas con vegetales. También este proyecto deroga la resolución Exenta N° 3081, de 2006, que exime de presentación de monografías de procesos a productos con ingredientes de origen animal que se indica y sus modificaciones.

1. The notified text establishes phytosanitary import requirements for closed cones containing immature Pinus taeda seeds, from Argentina: a. To enter the country, consignments must be covered by an official phytosanitary certificate issued by the plant health authority of the country of origin, without additional declarations; b. The cones must be immature, closed, and free of soil and other plant remains capable of harbouring pests; c. Consignments must be transported in new packaging that is closed, resistant to handling, and labelled or marked in accordance with the Agriculture and Livestock Service (SAG) regulations currently in force; d. Upon the entry of the material, the laboratory in which the embryo extraction shall take place must be declared. This laboratory must be approved by the SAG Regional Directorate for its area; e. The approval of the laboratory shall be carried out through an appropriate report consistent with the purpose of the importation, which must be issued by the SAG of the receiving office. This report must contain the approval of the infrastructure, equipment and plant residue destruction method. It shall also indicate the laboratory's address and the name of the individual in charge who shall act on behalf of the SAG; f. Consignments shall be sealed by the SAG at the point of entry and must be stored and transported to the premises of the declared laboratory with due protection in order to retain their phytosanitary certification; g. The plant residues resulting from the extraction of embryos from the immature cones must be immediately destroyed by incineration or biological deactivation in an autoclave; 2. The consignment shall be inspected by the Service, at the point of entry, in order to ensure physical and documentary compliance with phytosanitary requirements for imports. Upon the detection of quarantine pests listed in Resolution No. 3.080 of 2003 and its amendments, or of unlisted pests that are potentially quarantine pests according to the risk assessment, phytosanitary risk management measures may be applied in accordance with the identified risk; 3. The notified Resolution will enter into effect upon its publication in the Official Journal.
Chile hereby advises that the following amendments have been made to Exempt Resolution No. 4.532 of 2020 establishing health requirements for the importation into Chile of fertile SPF eggs: Section 3 of the operative part entitled "Farm of origin, premises and SPF eggs" has been replaced in order to remove the following diseases: colibacillosis, fowl cholera, coryza, avian diphtheria, tuberculosis and internal parasites. In addition, a section 4 has been added at the end of section 3, declaring that: "In the 180 days leading up to shipment, there must have been no clinical signs of the following diseases: infectious and contagious coryza, fowl cholera, avian diphtheria and avian tuberculosis". Moreover, section 4 has been amended to correct "Debendedicarse" to "Deben dedicarse". The above amendments entered into force on 6 January 2021. The following processed animal products shall not need to be submitted to the Agriculture and Livestock Service (SAG) in order to enter into Chile: a. All processed milk products, in all varieties and forms (including infant formula), with the exception of liquid milk, milk powder, cheese, butter, creams, yoghurts, butterfats and anhydrous milk fats, which must come from plants authorized by the SAG and comply with the respective specific sanitary requirements; b. All confectionery products such as chocolate, biscuits, pastries, cakes, confectionery mixes and premixes, ice cream, frozen desserts and cereals with milk; c. Powdered products for cooking such as bases, soups, dehydrated cream soups, broths, sauces, dressings, mayonnaise, condiments and derivatives in all varieties and forms; d. Processed fats and their derivatives such as lard and margarine (which include milk as an ingredient) in all varieties and forms, for human consumption, with the exception of pig fat, edible pig skin and raw bovine fat, which must comply with the specific sanitary requirements and their respective sanitary certification be submitted; e. Pasteurized, dehydrated or powdered egg products and their derivatives in any form; f. By-products of wool washing and their derivatives such as lanolin; g. Wet-blue, pickled, tanned or semi-tanned bovine, equine, ovine and porcine hides, for which only the transport conditions shall be verified. These products must be transported from their establishment of origin to their destination in Chile in vehicles or compartments that ensure hygiene and health conditions are maintained; h. Pastas and all products filled with milk products as their only livestock ingredient, ready for consumption, such as pies, pizzas, lasagne and other pastas filled with vegetables. Protocol for the entry into Chile of fresh, chilled or frozen swine meat and swine meat products from areas free from African swine fever (ASF) in countries affected by ASF. Consignments of fresh, chilled or frozen swine meat and swine meat products entering Chile from ASF-free areas in ASF-affected countries shall be subject to sampling and laboratory analysis, in accordance with the plan contained in the protocol defined by the Livestock Protection Division of the Agriculture and Livestock Service. Specific sanitary requirements have been established to ensure that any consignment of prepared dishes imported into the national territory has the respective sanitary certification, showing compliance with the requirements established in the Resolution attached to this notification, which must be issued by the competent health authority of the country of origin, in the official language of the country of consignment and in Spanish. Key requirements include the following: “Prepared dish” shall mean any culinary preparation containing bovine, ovine, swine or poultry meat ingredients, their mixtures and processed versions thereof, which after heat treatment are ready for human consumption. The present Resolution does not apply to prepared dishes that have been canned, sterilized and subjected to UHT; these are regulated by a specific Resolution on canned foods. The sanitary certification must indicate the product identification, the volume and temperature at which the product was processed, and also the date of manufacture and the expiry date. It must also indicate: the name, official number and address of the processing establishment; the name and address of the recipient; identification of the means of transport; and the seal and container number, if applicable. Phytosanitary requirements governing the importation of in-shell dried peanuts (Arachis hypogaea L.) produced in Brazil, including the following: 1. Shipments must be covered by an official phytosanitary certificate issued by the country of origin, in the original, containing additional declarations as follows; 2. The phytosanitary certificate must specify the treatment, together with the product, dose, exposure time, temperature and date of treatment; 3. The following alternatives for the control of Corcyra cephalonica (Lep.: Pyralidae) and Callosobruchus analis (Col.: Bruchidae) will be accepted as fumigation treatments. Treatment must be carried out in the country of origin; 4. On completion of the treatment, the shipment must remain protected at all times until its arrival in Chile in order to maintain its phytosanitary status.
