Turkish Food Codex Regulation on Specifications for Food Additives was notified in G/SPS/N/TUR/76 (7 October 2016) and as of this date, some amendments were made.This time amendments have been made in order to align our national legislation with European Commission Regulation (EU) No. 231/2012 of 9 March 2012 laying down specifications for food additives listed in Annexes II and III to Regulation (EC) No. 1333/2008 of the European Parliament and of the Council. The regulation introduces amendments to the specifications and purity criteria of certain food additives. In particular, specifications have been established for buffered vinegar (E 267) and trimagnesium dicitrate (E 345(i)) as newly authorized food additives, as well as for steviol glycosides (E 960b). Amendments have been made to the purity criteria, including loss on drying, arsenic, lead and mercury, for nitrites (E 249–250) and nitrates (E 251–252). Stearyl tartrate (E 483) has been deleted from the Regulation, as it is to be removed from the list of authorized food additives. Furthermore, the definition and purity criteria of propyl gallate (E 310), sorbic acid (E 200) and potassium sorbate (E 202) have been amended. In addition, the specifications of certain cellulose-based food additives, namely cellulose (E 460), methyl cellulose (E 461), ethyl cellulose (E 462), hydroxypropyl cellulose (E 463), hydroxypropyl methyl cellulose (E 464), ethyl methyl cellulose (E 465), sodium carboxymethyl cellulose (cellulose gum, E 466), cross-linked sodium carboxymethyl cellulose and cross-linked cellulose gum (E 468), and enzymatically hydrolysed carboxymethyl cellulose and enzymatically hydrolysed cellulose gum (E 469), have been amended with respect to their definitions, identification criteria and purity requirements. Türkiye has established the "Approved Establishment System of the Republic of Türkiye" namely "TROIS" to compose a list of approved country/establishments for the export of foods of animal origin and other products subject to veterinary controls upon entry into the country. This system is notified through G/SPS/N/TUR/15/Add.1.It has been observed that some of the annexes referenced in the notification are not included in the notification itself. Kindly take this annex into consideration.
According to our national legislation, products with HS Code 12.12.99.95.00.14 (apricot, peach (including nectarine) and plum stones and kernels) are required to be accompanied by a Phytosanitary Certificate for import.However, the importation of products under HS code 12.12.99.95.00.14 (excluding kernels) poses a plant health risk to Türkiye with respect to harmful organisms such as Plum pox potyvirus – Plum pox virus (PPV), Cherry leaf roll virus (CLRV), Prunus necrotic ringspot virus (PNRSV), and Prune dwarf virus (PDV). Accordingly, it is intended to prevent the introduction of harmful organisms into Türkiye and their spread to production areas.As of 10 December 2025, Türkiye will require that the phytosanitary certificate accompanying the importation of products classified under HS Code 12.12.99.95.00.14 (excluding kernels) include the phytosanitary requirements detailed below in the additional declaration section, and that the necessary supplementary documents be provided.For the importation of the aforementioned products into Türkiye the additional declaration section of the plant health certificate issued by the NPPO of the exporting country must include the following additional information regarding the above-mentioned harmful organisms:- Additional information confirming that the product has been collected from pest-free areas or pest-free production sites, and- The product has been subjected to appropriate official tests and, based on laboratory analyses, has been confirmed to be free from harmful organisms.In addition, a document or certificate demonstrating that the product has undergone post-harvest drying/processing procedures in the country of origin must be provided.Furthermore, in the event of any suspicion regarding seed-transmissible harmful organisms such as PPV, CLRV, PNRSV, and PDV, laboratory analyses shall also be carried out upon their entry into Türkiye.Accordingly, the products classified under the HS Code mentioned above (except kernels) shall be returned or destroyed if any of the following conditions are met: they are not accompanied by a phytosanitary certificate issued by the NPPO of the exporting country containing the required additional declaration, they do not carry a document or certificate demonstrating that they have undergone post-harvest drying/processing procedures, or they are found non-compliant as a result of the phytosanitary inspection upon entry into Türkiye.
In accordance with the “Regulation on Specific Hygiene Rules for Food of Animal Origin” (G/SPS/N/TUR/12), the import of certain food of animal origin can be permitted only from the countries and establishments in the list prepared and updated by the Ministry of Agriculture and Forestry in accordance with the "Regulation Laying Down Specific Rules for The Official Controls on Foods of Animal Origin" (G/SPS/N/TUR/15). Türkiye has informed its trade partners via an official letter dated 19/08/2025 that as of 1 January 2026 certain animal products intended for human consumption; dairy products, fishery and aquaculture products, gelatin and collagen listed in Annex 1 of this notification the intended for export to the Republic of Türkiye would be allowed for export only from establishments included in the approved country/establishment list. Türkiye now has established the “Approved Establishment System of the Republic of Türkiye” namely “TROIS” to compose a list of approved country/establishments for the export of foods of animal origin and other products subject to veterinary controls upon entry into the country. This system is accessible through the address “https://trois.tarimorman.gov.tr”.Türkiye requests the following documents from competent authority of exporting countries:- For establishments already registered in TRACES NT system; the table in Annex 2 and the checklist in Annex 3.- For establishments not registered in TRACES NT system; the table in Annex 4 and the establishment information form and checklist in Annex 5.- To ensure faster communication the contact details of the relevant person at competent authority as listed in Annex 6. The documents should be sent to the Ministry both via diplomatic way and email to hayvansalurunithalat@tarimorman.gov.tr. Following the verification of the documents and information submitted, establishments registered in the TRACES NT system will be added to the list directly, if deemed appropriate. Establishments not included in the TRACES NT system will be added to the list if the requested documents are submitted and if deemed appropriate following an on-site inspection.In case of a modification:-In the name/address information of establishments registered/unregistered in the TRACES NT system, -Removal of an establishment registered in the TRACES NT system or -Suspension/cancellation of the approval of an establishment not registered in the TRACES NT system.Competent authority of the exporting country is requested to inform the Ministry of Agriculture and Forestry without any delay to ensure that necessary updates can be made as well on TROIS. As of 1 January 2026, veterinary health certificates should not be issued for the export of dairy products, fishery and aquaculture products, and gelatin and collagen for human consumption to Türkiye from countries/establishments not listed in TROIS system including those registered in the TRACES NT system.
This draft model veterinary health certificate has been prepared for the entry into Türkiye of products (other than live animal, semen and embryos in Annex 1 of the Regulation on Live Animals and Animal Products Subject to Veterinary Controls upon Entry into the Country (G/SPS/N/TUR/17/Add.2)) subject to veterinary controls intended for direct transit through Türkiye or for sending to another country/ship after temporary storage in Türkiye.
The Turkish Food Codex Communiqué on Drinking Milk (Communiqué No. 2019/12) was previously notified under G/SPS/N/TUR/98 (22 May 2018) and published in the Official Gazette dated 27 February 2019.The presence on the market of drinking milk with varying fat contents (such as 0.1%, 0.5%, etc.) and differing price levels has been found to mislead consumers and to result in unfair competition. In this context, it has been considered necessary to remove the ‘%… fat milk’ category currently included in the Communiqué, to revise the classification of drinking milk according to fat content, and to introduce regulatory provisions concerning the flavour and sugar content of flavoured drinking milk, which is primarily produced for children.This amendment to the Turkish Food Codex Communiqué on Drinking Milk aims to ensure consumer protection, fair competition, and the proper regulation of flavoured drinking milk in line with public health considerations. The Communiqué shall enter into force on the date of its publication, with a transition period granted until 31 December 2026.
The Turkish Food Codex Regulation on the Methods of Sampling and Analysis for the Official Control of Perfluoroalkyl Substances in Certain Foodstuffs (Communiqué No: 2025/28), which was notified through G/SPS/N/TUR/152 (24 April 2025), was now adopted and published in the Official Gazette dated 21 October 2025 and numbered 33054.The Regulation shall apply from 21 October 2025.
The Turkish Food Codex Communiqué Amending the Communiqué on Named Vegetable Oils was notified to the WTO through G/SPS/N/TUR/57 on 23 April 2015.The proposal notified in G/SPS/N/TUR/57/Add.1 (8 November 2019) has been amended with this draft Communiqué.The draft Communiqué revises certain parameters related to high oleic acid sunflower oil and hazelnut oil. Also, references to the legislation and the names of the Ministries have been adjusted according to the current situation.This Communiqué enters into force on the date of its publication.
The Turkish Food Codex Regulation on Materials and Articles in Contact with Food was notified to WTO through G/SPS/N/TUR/86 on 30 May 2017.This draft Regulation lifts the ban on the use of recycled plastics in food contact materials and articles, and sets out rules for the reprocessing of plastic cuttings, scraps, and similar by-products. Also, references to the legislation and the names of the Ministries have been adjusted according to the current situation.This regulation enters into force on the date of its publication. However, transitional period has been provided in Provisional Article 4.Provisional Article 4: Operators operating within the scope of this Regulation must comply with the amendments made with the publication of the Regulation until 30 November 2026.
This Regulation lays down the procedures and principles for the production of recycled plastics to be used in the production of plastic materials and articles that come into contact with food, as well as the rules regarding food contact materials and articles containing recycled plastics.
This Communiqué covers the procedures and principles regarding the preparation, processing, production, storage, transportation, preservation, marketing of distilled spirit drinks, including the definition and characteristics of distilled alcoholic beverages.
The Turkish Food Codex Communiqué on Eggs was notified through G/SPS/N/TUR/147 (19 August 2024).An amendment has been proposed by means of “The Communiqué on the Amendment of the Turkish Food Codex Communiqué on Eggs (Communiqué No: 2025/20)".The amendment includes some changes regarding the labelling requirements: The requirement for indicating the statement of “Expiration date” has changed with the requirement for the statement of “Best before”;Class A eggs must be delivered to the final consumer within a maximum of 28 days from the date of laying, and cannot be marketed for supply purposes beyond this period. The best before date of Class A eggs must not exceed 28 days from the date of laying;Class A eggs must be graded, marked, and packed within ten days of laying.This Communiqué entered into force upon publication in the Official Gazette dated 18 July 2025 and numbered 32959. The Communiqué will be effective as of 31 December 2025.
''Turkish Food Codex Regulation on Classification and Maximum Residue Limits of Pharmacologically Active Substances in Foodstuffs of Animal Origin'' was notified through G/SPS/N/TUR/65/Add.1 on 23 January 2017.''Turkish Food Codex Regulation Amending the Regulation on Classification and Maximum Residue Limits of Pharmacologically Active Substances in Foodstuffs of Animal Origin'' was notified through G/SPS/N/TUR/103 on 11 September 2018.''Turkish Food Codex Regulation Amending the Regulation on Classification and Maximum Residue Limits of Pharmacologically Active Substances in Foodstuffs of Animal Origin'' was notified through G/SPS/N/TUR/65/Add.2 on 18 April 2023.“Turkish Food Codex Regulation Amending the Regulation on Classification and Maximum Residue Limits of Pharmacologically Active Substances in Foodstuffs of Animal Origin” was notified through G/SPS/N/TUR/65/Add.3 on 12 February 2024.An amendment has been proposed by means of “Turkish Food Codex Regulation Amending the Regulation on Classification and Maximum Residue Limits of Pharmacologically Active Substances in Foodstuffs of Animal Origin”.The purpose of this amendment is to harmonize the some latest amendments of European Commission Regulation (EU) No 37/2010 of 22 December 2009 on pharmacologically active substances and their classification regarding maximum residue limits in foodstuffs of animal origin. Amendments: 2024/859/EU, 2025/1105/EU. Changes have been made regarding the conditions of use and maximum residue limits of the following active substances: sodium salicylate and ketoprofen. In this scope, the purpose of the proposed regulation is to establish the maximum residue limits (MRL) for ketoprofen in bovine and porcine species and to extrapolate the MRL for ketoprofen to all ruminants and Equidae, and to establish the MRL for sodium salicylate in poultry, except turkeys.This regulation is planned to enter into force on 31 December 2025.
The Turkish Food Codex Communiqué on Aromatised Wine, Aromatised Wine-Based Drinks and Aromatised Wine-Product Cocktails, notified in G/SPS/N/TUR/94 (11 October 2017), has been amended in content. This regulation will enter into force on 24 October 2025 with a transitional period until 30 June 2026.
This Regulation covers the methods of sampling and analysis for the official control of perfluoroalkyl substances ((Perfluorooctane sulfonic acid (PFOS), perfluorooctanoic acid (PFOA), perfluorononanoic acid (PFNA), perfluorohexane sulfonic acid (PFHxS)) in certain foodstuffs.The maximum limits of perfluoroalkyl substances for food products which are meat and edible offal, fishery products and bivalve molluscs, egg are specified in Annex-1 of the Turkish Food Codex Regulation on Contaminants published in the Official Gazette dated 5 November 2023 and numbered 32360. With this Regulation, sampling and analysis method criteria will be determined for foods for which maximum limits are determined in Turkish Food Codex Regulation on Contaminants This Regulation has been prepared for the first time in compliance with Commission Implementing Regulation (EU) 2022/1428.
Turkish Food Codex Communiqué on the Methods of Sampling and Analysis for the Official Control of the Levels of Mycotoxins in Foodstuffs (Communiqué No: 2025/7), which was notified through G/SPS/N/TUR/88/Rev.1 (05 June 2024), was now adopted and published in the Official Gazette dated 27 March 2025 and numbered 32853. The Regulation shall apply from 12 December 2025.
The Turkish Food Codex Regulation on Microbiological Criteria, which was notified through G/SPS/N/TUR/132 (10 January 2023), was now adopted and published in the Official Gazette dated 13 February 2025 and numbered 32812.Indicator microorganisms such as EnterobacteriaceaeE. coli in some product groups in the notified draft regulation were removed and pathogenic microorganisms such as SalmonellaE. coli O157, L. monocytogenes were added instead.The Regulation shall apply from 13 February 2025.
Turkish Food Codex Communiqué on the Methods of Sampling and Analysis for the Control of the Levels of Trace Elements and Processing Contaminants in Foodstuffs (Communiqué No: 2024/10), which was notified through G/SPS/N/TUR/79/Rev.1 (16 May 2024), was now adopted and published in the Official Gazette dated 12 February 2025 and numbered 32811.The Regulation shall apply from 12 December 2025.
The Turkish Food Codex Regulation on Maximum Residue Levels (MRLs) of Pesticides, which was notified through G/SPS/N/TUR/114 (8 July 2020), and amended in G/SPS/N/TUR/114/Add.1 (28 February 2024), was now adopted and published in the Official Gazette dated 7 January 2025 and numbered 32775.The Regulation shall apply from 7 April 2025.The MRLs for imported foods are included in Annex 3 (Ek-3) of Regulation.
The Turkish Food Codex Communiqué on Sugar was notified in G/SPS/N/TUR/101, was amended with the notification G/SPS/N/TUR/101/Add.1 and it was proposed to be amended through G/SPS/N/TUR/101/Add.2.Now, this Communiqué was published in the Official Gazette dated 23 November 2024.
