The Order signed on 12 November 2021 institutes the following emergency measures for the importation of wild birds and their products from the Netherlands: 1) Banning the importation of domestic and wild birds and their products, including poultry meat, day-old chicks eggs and semen; 2) Immediate suspension of the processing, evaluation of the application and issuance of Sanitary and Phytosanitary (SPS) import clearance to the above-stated commodities; 3) All shipments IN TRANSIT/LOADED/ACCEPTED UNTO PORT before the official communication of this Order to the Dutch authorities shall be allowed provided the products were slaughtered/produced before 13 October 2021; 4) All other shipments accepted at the port of origin the day after the date of the official communication to the Dutch authorities are therefore advised not to sail; 5) Shipments which have not complied with the conditions set forth in Item 3 to Item 4 shall be dealt with as per DA AO 9 S. 2010 Section VILD; 6) Importation of meat products of poultry is subject to the conditions provided in Articles 10.4.18, 10.4.19 and 10.4.24 of OIE Terrestrial Animal Health Code (2021).

The Order signed on 12 November 2021 institutes the following measures for the importation of meat and meat by-products derived from cattle from Germany:  1) Temporary suspension of the processing, evaluation of the application and issuance of the Sanitary and Phytosanitary (SPS) Import Clearance of meat and meat by-products derived from cattle including live cattle importation; 2) All shipments IN TRANSIT/LOADED/ACCEPTED UNTO PORT before the official communication of this Order to the German authorities shall be allowed provided the slaughter and production date is on or before 25 September 2021; 3) All previously approved SPS Import Clearances which were not yet IN TRANSIT/LOADED/ACCEPTED UNTO PORT after the official communication of this Order to the German authorities are hereby REVOKED; 4) Shipments with ship out date after the communication of this Order to the German authorities shall be dealt with per DA Administrative Order 9 series of 2010, Section VILD; 5) More rigorous and tight inspections on all arrivals of meat and meat by-products derived from cattle including live animals and bovine processed animal proteins by DA Veterinary Quarantine Officers assigned at ports of entry.

Department of Agriculture Memorandum Order No. 65 Series of 2021, Lifting the Temporary Ban on the Importation of Live Cattle, Meat and Meat Products Derived from Cattle from Brazil.

The Order, signed on 4 October 2021, hereby institutes the following measures for the importation of meat and meat by-products derived from cattle from the United Kingdom: 1) Temporary suspension of the processing, evaluation of the application and issuance of the Sanitary and Phytosanitary (SPS) Import Clearance of meat and meat by-products derived from cattle including live cattle importation; 2) All shipments in transit/loaded/accepted unto port before the official communication of this Order to the British Authorities shall be allowed provided the slaughter and production date is on or before 31 August 2021; 3) All previously approved SPS Import Clearances which were not yet in transit/loaded/accepted unto port after the official communication of this Order to the British Authorities are hereby revoked; 4) Shipments with ship out date after the communication of this Order to the British Authorities shall be dealt with as per DA Administrative Order 9 series of 2010, Section VII.D; 5) More rigorous and tight inspection on all arrivals of meat and meat by-products derived from cattle including live cattle by DA Veterinary Quarantine Officers assigned at ports of entry.

Department of Agriculture Memorandum Order No. 56 Series of 2021, Lifting the Temporary Ban on the Importation of Domestic and Wild Birds and Their Products Including Poultry Meat, Day-old Chicks, Eggs and Semen Originating from Kerekegyhaza, Bacs-Kiskun, Hungary.

The Order signed on 16 September 2021 institutes the following measures for the importation of meat and meat by-products derived from cattle from Brazil: 1) Temporary suspension of the processing of the application and issuance of the Sanitary and Phytosanitary (SPS) Import Clearance of meat and meat by-products derived from cattle including live cattle importation;  2) All shipments in transit/loaded/accepted unto port before the official communication of this Order to the Brazilian authorities shall be allowed provided the slaughter and production date is on or before 31 August 2021; 3) All previously approved SPS Import Clearances which were not yet in transit/loaded/accepted unto port after the official communication of this Order to the Brazilian authorities are hereby revoked; 4) Shipments with ship out date after the communication of this Order to the Brazilian authorities shall be dealt with as per DA Administrative Order 9 series of 2010, Section IV.D; 5) More rigorous and tight inspection on all arrivals of meat and meat by-products derived from cattle including live cattle by DA Veterinary Quarantine Officers assigned at ports of entry.

Department of Agriculture Memorandum Order No. 52 Series of 2021, Lifting the Temporary Ban on the Importation of Domestic and Wild Birds and their Products Including Poultry Meat, Day-old Chicks, Eggs and Semen Originating from Japan. Based on the final report submitted by the veterinary authorities of Japan to the World Organisation for Animal Health (OIE), the Highly Pathogenic Avian Influenza (HPAI) events in Japan (with previous temporary suspension order: DA Memorandum Order No. 75 Series of 2020) are now closed and resolved.

Department of Agriculture Memorandum Order No. 49 Series of 2021, Lifting of DA Memorandum Order No. 3 Series of 2021, Temporary Ban on the Importation of Domestic and Wild Birds and their Products Including Poultry Meat, Day-old Chicks, Eggs and Semen Originating from Netherlands. Based on the report submitted by veterinary authorities of Netherlands to OIE, the outbreaks of HPAI have been resolved following the conditions set in the OIE Terrestrial Animal Health Code. Netherlands has already provided the Philippine Government all supporting documentary evidence on the disease-control measures carried out by the their veterinary services to contain the HPAI outbreaks in their country.

Bureau of Plant Industry Memorandum Updating the List of Commodities for Importation Requiring GM Declaration. Pursuant to the DOST-DA-DENR-DOH-DILG Joint Department Circular No. 1, series of 2016, Rules and Regulations for the Research and Development, Handling and Use, Transboundary Movement, Release into the Environment, and Management of Genetically Modified Plant and Plant Products Derived from the Use of Modern Biotechnology, DA Memorandum Circular (MC) No. 8, series of 2003, Guidelines for the Phytosanitary Inspection of Regulated Articles for Food, Feed and Processing, DA MC No. 11, series of 2003, Additional Signatories to the Declaration of GMO Content, and DA MC No. 12, series of 2012, Annexes I, II, III, Pursuant to Memorandum Circular No. 8, series of 2003, all importers are required to declare GMO content of selected commodities. In this regard, we are issuing this Memorandum to update the list of commodities for importation requiring a declaration of GMO Content. Attached is the updated list for your information and reference. This Memorandum shall take effect fifteen days after signing.

Department of Agriculture Memorandum Order No. 40 Series of 2021, Lifting the Temporary Ban of Domestic and Wild Birds and their Products Including Poultry Meat, Day-old Chicks, Eggs and Semen Originating from Letherbridge, Victoria, Australia.

The Order, signed on 23 March 2021, institutes the following emergency measures for the importation of domestic and wild birds and their products from Denmark: 1) Moratorium on any application of Denmark as an accredited importer of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs, and semen; 2) Ban on the importation of the above-stated commodities; and 3) Stoppage and confiscation of all shipments of the above-stated commodities into the country by all DA Veterinary Quarantine Officers/Inpectors at all major ports.

The Order, signed on 23 March 2021, institutes the following emergency measures for the importation of domestic and wild pigs and their products from Malaysia: 1) Moratorium on any application of Malaysia as an accredited importer of live swine, pork meat and its by-products; 2) Ban on the importation of domestic and wild pigs and their products, including pork meat and semen; and 3) Stoppage and confiscation of all shipments of the above-stated commodities into the country by all DA Veterinary Quarantine Officers/Inspectors at all major ports.

The Order, signed on 23 March 2021, institutes the following emergency measures for the importation of domestic and wild birds and their products from Sweden: 1) Moratorium on any application of Sweden as an accredited importer of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs, and semen; 2) Ban on the importation of the above-stated commodities; and 3) Stoppage and confiscations of the above-stated commodities into the country by all DA Veterinary Quarantine Officers/Inspectors at all major ports.

Department of Agriculture Memorandum Order No. 27 Series of 2021, Amendment to Department of Agriculture Memorandum Order No. 03 Series of 2021 to Allow Importation Mechanically Deboned Poultry Meat Only From Netherland The Order, signed on 6 April 2021, grants the request of the meat importer processors (MIP) with thermal processing equipment to import MDM for processing from OIE declared free zones from HPAI virus in Netherlands, as per provisions of the OIE Terrestrial Animal Health Code 10.4.5 to 10.4.24. General Requirements A. A composite team of the Bureau of Animal Industry (BAI) and the National Meat Inspection Service (NMIS) will be created to conduct evaluation of Meat Processing Plants with available thermal processing equipment in the facility, in coordination with the Food and Drug Administration (FDA); B. Only accredited MIPs that were evaluated and have complied with the requirements shall be allowed to import MDM from HPAI-free zones in Netherlands; C. Each shipment shall be subject to a desktop review prior to Sanitary and Phytosanitary Import Clearance (SPSIC) issuance. All authorized MIPS must enclose in their attached invoice their proposed source meat establishment number, including its complete address (village, town, province) for easier evaluation; D. The poultry meat shipment must be sourced from one meat establishment only. Multiple sources of meat establishments for each poultry shipment SHALL NOT BE ALLOWED.

The Order, signed on 23 March 2021, institutes the following emergency measures for the importation of domestic and wild birds and their products from France: 1) Ban on the importation of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs, and semen; 2) Immediate suspension of the processing, evaluation of the application and issuance of SPS import clearance for the above-stated commodities; 3) All shipments in transit/loaded/accepted into port before the official communication of this Order to the French authorities shall be allowed provided the products were slaughtered/produced 21 days before the first outbreak date in the particular locality: i. Corse region – Haute-Corse (7 November 2020), Corse-du-Sud (12 November 2020); ii. Île-de-France region - Yvelines (13 November 2020); iii. Nouvelle-Aquitaine region – Deux-Sèvres (10 December 2020), Landes (5 December 2021), Haute-Garonne (18 January 2021), Lot-et-Garonne (16 January 2021), Pyrénées-Atlantiques (2 January 2021); iv. Pays de la Loire - Vendée (10 December 2020); v. Occitanie - Hautes-Pyrénées (19 December 2021), Gers (6 January 2021); vi. Grand Est - Ardennes (29 January 2021); 4) All other shipments accepted at the port of origin the day after the date of official communication to the French authorities are therefore advised not to sail; 5) Shipments which have not complied with the conditions as set forth in Item 3 to Item 4 shall be dealt with as per DAAO9 s. 2010 Section VII.D; 6) Importation of meat products of poultry is subject to the conditions provided in Articles 10.4.19, 10.4.20, and 10.4.26 of OIE Terrestrial Animal Health Code (2019).

The Order, signed on 5 March 2021, institutes the following emergency measures for the importation of domestic and wild birds and their products from United Kingdom: 1) Banning the importation of domestic and wild birds and their products, including poultry meat, day old chicks, and semen; 2) Immediate suspension of processing, evaluation of the application and issuance of SPS import clearance for the above-stated commodities; 3) All shipments in transit/loaded/accepted into port before the official communication of this Order to the British authorities shall be allowed provided the products were not sourced from the followin areas: (1) whole of England; (2) Scotland-Orkney Islands; (3) Northern Ireland-Nr Lisburn, Nr Clough; (4) Isle of Anglesey; 4) All other shipments accepted at the port of origin the day after the date of official communication to the British authorities are therefore advised not to sail; 5) Stoppage and confiscation of all shipments of the above-stated commodities (with exception on heat-treated products) into the country by all Veterinary Quarantine Officers/Inspectors at all major ports of entry if the provisions written in Item 3 are not followed; 6) Importation of meat products of poultry is subject to the conditions providec in Articles 10.4.19, 10.4.20 and 10.4.26 of OIE Terrestrial Animal Health Code (2019).

The Order signed on 26 February 2021 institutes the following emergency measures for the importation of domestic and wild birds and their products from the Russian Federation: 1) Ban on the importation of domestic and wild birds and their products, including poultry meat, day old chicks, eggs, and semen; 2) Immediate suspension of the processing of the application and issuance of SPS import clearance for the above-stated commodities; 3) Stoppage and confiscation of all shipments of the above-stated commodities with exception on heat-treated products, provided they will undergo risk analysis to be performed by the Bureau of Animal Industry; 4) All shipments in transit prior to the issuance of this Order shall be allowed provided the source is free from HPAI 21 days prior to production date; 5) Importation of meat products of poultry is subject to the conditions provided in Articles 10.4.19, 10.4.20 and 10.4.26 of OIE Terrestrial Animal Health Code (2019).

The Order, signed on 15 February 2021, institutes the following emergency measures for the importation of domestic and wild birds and their products from the Czech Republic: 1) Ban on the importation of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs and semen; 2) Immediate suspension of the processing, evaluation of the application and issuance of SPS import clearance for the above-stated commodities; 3) Stoppage and confiscation of all shipments of the above-stated commodities (with exception on heat-treated products) into the country by all Veterinary Quarantine Officers/Inspectors at all major ports of entry.
