This notification is to share and inform each of the trading countries that the Philippines has revised its International Veterinary Health Certificate for Export of Pets (Dogs and Cats), Animal Products and By-Products, and Live Animals.

This order establishes the guidelines as well as food safety controls and inspection of importation fish and fishery/aquatic products into the Philippines for the purpose of canning or processing and importations certified as necessary.

This order lays down specific hygiene rules of primary and post-harvest stages of fish and fishery/aquatic (FFA) products to be compiled by all fishery and aquaculture business operators (FABO) intending to export fish and fishery/aquatic (FFA) products for human consumption regardless of country of destination.

The Department of Agriculture (DA) Administrative Circular No. 12, series of 2025, titled “Guidelines on the Bilateral Recognition of Regionalization of African Swine Fever from Accredited Countries for Export of Swine, and Swine Products into the Philippines”, introduces a new policy for the safe importation of swine and pork products. In essence, the circular implements an African Swine Fever (ASF) regionalization scheme, replacing the previous blanket country-wide ban policy. This means the Philippines will now recognize ASF-free regions (Administrative regions) within countries that are already accredited to export to the Philippines, in line with the standards set by the World Organisation for Animal Health (WOAH).

The guideline describes the phytosanitary requirements for the importation and exportation of seeds for planting and research purposes, recognizing the need to translate ISPM 38 into a national law to harmonizing approaches in managing risks associated with international seed movement.

The DA Administrative Circular No. 9, series of 2025, Guidelines on the Bilateral Recognition on Regionalization of High Pathogenicity Avian Influenza (HPAI) from Accredited Countries for Export of Live Birds (Poultry and Non-Poultry), its Products and By-Products, provides guidance for applicant countries to implement zoning or regionalization.This circular, like the one for ASF, is a major shift from a country-wide import ban to a science-based regionalization approach.

This Circular aims to amend the existing regulatory regime for the importation of agricultural, fish, fishery/aquatic, its products, by-products, fertilizers, pesticides, and other agricultural chemical products into the Philippines in view of recent legislative developments. The objective is to protect human, animal, and plant life from risks associated with contaminants, pests, and diseases.

This measure updates the import terms and conditions for dogs and cats entering the Philippines. It requires a Sanitary Phytosanitary Import Clearance (SPSIC) and an International Veterinary Certificate to ensure compliance with animal health standards and prevent disease spread. The update aligns with WOAH guidelines and WTO SPS Agreement principles, streamlines procedures to facilitate trade, and supports ease of doing business. It includes a mandatory review after two years and repeals inconsistent prior rules. The Circular takes effect 30 days after publication.

The Order bans the importation of live cattle, meat and meat products, including bovine processed animal proteins and semen from the United Kingdom and immediately suspends the processing, evaluation of the application and issuance of Sanitary and Phytosanitary (SPS) import clearance to the above-stated commodities. All shipments coming from the mentioned areas of the United Kingdom that are IN TRANSIT/LOADED/ACCEPTED UNTO PORT before the official communication of this Order to the British authorities shall be allowed provided that the products were slaughtered/produced on or before 10 April 2024. Shipments which have not complied with the conditions set forth in Item 3 shall be dealt with as per DA AC 06 S. 2022 Article VI, Section III. More rigorous and tight inspection on all arrivals of meat and meat by‑products derived from cattle including live animals and bovine processed animal proteins by DA Veterinary Quarantine Officers assigned at ports of entry.

This Order signed on 17 January 2024 bans  the importation of domestic and wild birds and their products from Japan. It also suspends the processing, evaluation of application and issuance of SPS import clearance for the said goods. All shipments from Japan in transit, loaded, and accepted unto port before the official communication of this order shall be allowed, provided the products were slaughtered/produced on or before 10 November 2023. Shipments that have not complied with the conditions outlined in Item 3 shall be dealt with as per Administrative Circular 6 series of 2022, Article 6, Section 3, and; Stoppage and Confiscation of all shipments of the above-stated commodities, with the exception of heat-treated products, into the country by all Veterinary/Quarantine Inspectors at all ports of entry.

The Order, signed on 15 January 2024, bans the importation of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs and semen from California and Ohio, United States of America. It also immediately suspends the processing, evaluation of application, and issuance of SPS import clearance for the said goods. All shipments that are in transit/loaded/accepted unto port before the official communication of this order to the American authorities shall be allowed provided the products were slaughtered/slaughtered 14 days before the first outbreak in the particular locality. This Order lifts the temporary ban on the importation of domestic and wild pigs and their products and by-products including pork meat, pig skin, porcine processed animal proteins and semen originating from Singapore.

Department of Agriculture Memorandum Order No. 39 Series of 2023, Lifting the Temporary Ban on the Importation of Domestic and Wild Birds and Their Products Including Poultry Meat, Day Old Chicks, Eggs and Semen Originating from the Netherlands.

The Order, signed on 19 April 2023, bans the importation of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs, and semen. It also immediately suspends the processing, evaluation of the application and issuance of SPS import clearance to the said commodities. All shipments coming from Chile that are IN TRANSIT/LOADED/ACCEPTED UNTO PORT before the official communication of this Order to the Chilean Authorities shall be allowed provided that the products were slaughtered/produced on or before 10 March 2023. Shipments that have not complied with the conditions outlined in Item 3 shall be dealt with as per DA AO 9 s. 2010 Section VII.D. All shipments of the aforementioned goods (with the exception of heat-treated products) into the country shall be stopped and confiscated by all Veterinary Quarantine Officers/Inspectors at all major ports of entry.
