The notified document states that African swine fever is a disease of quarantine concern. It prohibits the importation into Nicaragua of live swine and any products, by-products or genetic material of porcine origin from countries affected by African swine fever.
Ban throughout the territory of Nicaragua on the production, importation, marketing, exportation, use, registration, renewal, approval, storage, transport or possession of veterinary drugs or medicated feed containing the active ingredient colistin (polymyxin E) and any colistin salt, whether as a single compound, in combinations or mixtures or as a raw material, for use in veterinary medicine or animal feed.
The notified text declares banana wilt disease (Fusarium oxysporum f. sp. cubense tropical race 4) as a major quarantine pest. It prohibits the importation of any organism, object or material capable of harbouring or spreading Fusarium oxysporum f. sp. cubense tropical race 4 coming from countries where the presence of the fungus has been suspected or confirmed, including: a. plants for planting; b. propagation material; c. in vitro plants; d. fresh and dried parts of plants from the Musaceae family (including handicrafts made from parts of these plants); e. soil samples; f. organic growing media shipped independently or with plants for planting (e.g. coconut fibre and peat); g. other host materials and regulated goods.
The notified text establishes the second version of the list of regulated pests in Nicaragua, in accordance with Article 10.6 and 10.7 (Chapter II) of Law No. 291 (Basic Law on animal and plant health) and its implementing regulations and Article VII.2(i) of the New Revised Text of the International Plant Protection Convention (IPPC). The list was prepared on the basis of pest interceptions at entry points, technical data sheets, pest risk analyses (PRAs) for specific pests and diagnosis of samples by the Phytosanitary Diagnostic and Seed Control Laboratory (LDFCS) of Nicaragua's Institute for Agricultural and Livestock Protection and Health, as well as ISPM No. 8 (Determination of pest status in an area) and ISPM No. 19 (Guidelines on lists of regulated pests) of the FAO (Rome).
On 19 February 2018, the Republic of Nicaragua notified, in document G/SPS/N/NIC/102, the draft regulation "NTON 03 108 - 17/RTCA 67.04.75:17: Dairy products. Matured cheese. Specifications", whose purpose was to establish the specifications to be met by matured cheese, as defined in the regulation.
The Government of the Republic of Nicaragua hereby advises that "NTON 20 002 - 10 RTCA 65.05.51:08: Veterinary drugs and related products. Sanitary registration and control requirements", notified on 26 November 2008 in document G/SPS/N/NIC/50, has been amended.
The notified document establishes the phytosanitary requirements for the importation of melon (Cucumis melo L.) seeds originating in and coming from Brazil. In order to enter the country, consignments must be covered by an original phytosanitary certificate from the country of origin, which contains an additional declaration stating the following: - The melon (Cucumis melo L.) seeds were grown and packaged in Brazil; - The seeds come from seedbeds that have been inspected, registered and certified by the national plant protection organization (NPPO) of the country of origin and were found to be free from quarantine pests for the Republic of Nicaragua such as: Squash mosaic virus, Cucumber green mottle mosaic virus and Acidovorax citrulli; - The product must be in new packaging; - The shipment of melon seeds must be free of soil and weed seeds or plant material other than what is being imported. Upon entry into the country, the seeds will undergo inspection, sampling and analysis at a phytosanitary diagnostic laboratory to determine the presence or absence of pests. Shipments will be subject to phytosanitary control by plant quarantine inspectors from the Institute for Agricultural and Livestock Protection and Health, who will verify compliance with the phytosanitary requirements and decide whether or not to authorize importation, on the basis of the accompanying documents.
On 9 May 2012, the Republic of Nicaragua notified draft Nicaraguan Mandatory Technical Standard (NTON) No. 11 030 - 11: Inspection and certification of poultry establishments (G/SPS/N/NIC/68), as well as an addendum thereto on 17 July 2012, with the aim of establishing and regulating the inspection and certification of poultry establishments in order to harmonize procedures, activities, criteria, mechanisms and operational techniques as part of the development of the National Poultry Health Programme.
The notified text establishes the specifications to be met by milk powder and cream powder.
On 4 February 2011, the Republic of Nicaragua notified draft Nicaraguan Mandatory Technical Standard (NTON) No.03 094 - 10/Central American Technical Regulation (RTCA) No. 67.04.54:10 Foods and beverages. Food additives, in document G/SPS/N/NIC/57 and the Addendum thereto on 4 May 2011, with the aim of establishing the food additives for food that is marketed in the territory of the States Parties, excluding processing aids or substances normally used as ingredients.
The notified document establishes the phytosanitary requirements governing the importation of melon (Cucumis melo L.) seed originating in and coming from China. In order to enter the country, consignments must be covered by an original phytosanitary certificate from the country of origin, which contains an additional declaration stating the following: Seed comes from a production site which has been registered, inspected and certified by the national plant protection organization (NPPO) of the country of origin, and which is free of: Squash mosaic virus, Cucumber green mottle mosaic virus and Acidovorax citrulli. The shipment must be free of soil, weed seed and all other vegetative material. Upon entry into the country, a phytosanitary diagnostic laboratory will carry out an inspection, sampling and an analysis to determine the presence or absence of pests. Shipments will be subject to phytosanitary control by plant quarantine inspectors from the Institute for Agricultural and Livestock Protection, who will verify compliance with the phytosanitary requirements and decide whether or not to authorize importation, on the basis of the accompanying documents.
The notified Executive Resolution contains a list of substances for veterinary use and provisions regulating and controlling the use and marketing of such substances, based on their prohibited or restricted status. It contains provisions prohibiting, on national territory, the manufacturing, registration, importation, sale, marketing, transport, storage, handling, possession and use of the following substances, whether alone or combined, as raw materials or in finished veterinary drugs, and intended for any animal species and using any route of administration: Thyrostatics, carbadox, malachite green, olaquindox, nitrofurans, sulfathiazole, vancomycin, strychnine, organochlorides (chlorinated compounds), stilbenes, chloramphenicol and any of its salts, ethion, clenbuterol, gentian violet, dimetridazole, chlorpyrifos, avermectins, sulphonamides (sulpha drugs), antimicrobials to promote growth or improve yields, anabolics, beta-agonists, coccidiostats and coccidiocides.

The notified Technical Regulation establishes the specifications to be met by matured cheese, as defined in Section 4 (Definitions) thereof.

The Government of Nicaragua hereby notifies that Nicaraguan Mandatory Technical Standard (NTON) No. 11 029 - 17: "Regulation of poultry farming", notified on 9 May 2012 in document G/SPS/N/NIC/66, has been modified. The final date for comments on this Standard was previously modified in document G/SPS/N/NIC/66/Add.1 of 17 July 2012.
On 21 May 2008, the Government of Nicaragua notified, in document G/SPS/N/NIC/46, Central American Technical Regulation (RTCA) No. 67.04.50:08: "Food products. Microbiological criteria for food safety", which establishes the microbiological parameters and permissible limits for the registration and sanitary surveillance of food products. The provisions of this Regulation apply to all food products marketed in Central American countries.
The notified Resolution establishes the phytosanitary requirements for the importation into Nicaragua of non-genetically-modified soy seed for sowing (Glycine max) from Colombia. In order to enter the country, shipments must be covered by an original phytosanitary certificate from the country of origin, which contains an additional declaration stating the following: Free from Soybean mosaic virus, Curtobacterium flaccumfaciens pv. flaccumfaciens, and Peronospora manshurica.Upon their entry into the country, the cuttings must undergo inspection, sampling and laboratory analysis to determine the presence or absence of the pests.Shipments will be subject to phytosanitary control by plant quarantine inspectors from the Institute for Agricultural and Livestock Protection, who will verify compliance with the phytosanitary requirements and decide whether or not to authorize importation, on the basis of the accompanying documents.
The notified Resolution establishes the phytosanitary requirements for the importation into Nicaragua of cacao cuttings for propagation (Theobroma cacao) from Ecuador.In order to enter the country, shipments must be covered by a phytosanitary certificate (original copy) issued by the country of origin, which contains an additional declaration stating the following: the propagation material comes from a farm, nursery or certified mass propagation centre registered and inspected by the National Plant Protection Organization (NPPO) of the country of origin, and is free of Moniliophthora perniciosa.The material (cuttings) must come from a farm, nursery or a certified mass propagation centre.The propagation material (cuttings) must be treated with an azoxystrobin-based fungicide (800 mg of the product/litre of water).Shipments must be free of soil.Upon their entry into the country, the cuttings must undergo inspection, sampling and laboratory analysis to determine the presence or absence of the pathogen.Shipments will be subject to phytosanitary control by plant quarantine inspectors from the Institute for Agricultural and Livestock Protection.
The Government of Nicaragua hereby advises that Ministerial Agreement No. 11-2011, Prevention of Bovine Spongiform Encephalopathy (BSE), notified on 31 October 2011 in document G/SPS/N/NIC/61, has been repealed pursuant to Administrative Resolution No. 059-2016, Bovine Spongiform Encephalopathy (BSE) surveillance, notified in document G/SPS/N/NIC/99 on 2 February 2017.
