This regulation is stipulated for updating the required quarantine document for animal, animal product, plant and plant product for border inspection purposes according to new constitution for animal, fish and plant quarantine (Law No 21 of 2019). This regulation will replace the previous regulation (Decree of Minister of Agriculture No 33 Year of 2019) and will be entry into force on 12 April 2021. The scope of this regulation for plant quarantine documents consists of the format and type of plant quarantine documents and procedure for its issuance. The plant quarantine documents encompass main documents, supporting documents, and notification letters. These are 14 types of main documents, 17 types of supporting documents, and six types of notification letters. Notification for no phytosanitary measures required (SP-6) is a new document for export which has been issued for processed plant product or manufactured product to the degree that they are unlikely to carry pests. The type of plant quarantine documents are as follows: 1. Main documents: Information letter of transit (KT-1); Approval letter for plant quarantine actions (KT-2); Approval for cargo unloading from conveyance (KT-3); Fumigation certificate (KT-4) Fumigation certificate (in Bahasa Indonesia, KT-5); Certificate of disinfestation/disinfection (KT-6); Certificate of disinfestation/disinfection (in Bahasa Indonesia, KT-7); Detention letter (KT-8); Plant quarantine release certificate (KT-9); Phytosanitary certificate (KT-10); Phytosanitary certificate for re-export (KT-11); Phytosanitary certificate for inter-area (KT-12); Refusal letter (KT-13); Destruction Report (KT-14) 2. This regulation sets 11 classes of processing aids, which are: Bleaching, Washing and Peeling Agents; Clarifying Agents, Filtration Aids, Adsorbent, and Decolourant; Boiler Water Additive; Enzyme; Flocculating Agents; Catalyst; Nutrition for Microbes; Microorganism Control Agents; Immobilized Enzyme; Ion Exchange Resins; and Other Processing Aids. Due to the development of science and technology in processing aids and also Processing Aids Regulation in other countries, it is necessary for Indonesian FDA of Indonesia to amend the Regulation of Indonesian FDA of Indonesia No. 28 Year 2019 as a reference in supervising processed food to guarantee food quality and safety.

Regulation of Food and Drug Authority No. 13 Year of 2020 on Flavourings is the revised version of the Regulation of the Chairperson of Indonesian FDA Number 22 of 2016 on the Requirements on the Use of Flavouring. This regulation covers the classification of flavouring, maximum level of flavouring, list of flavouring adjunct, list of flavouring substances, list of the Sources of Natural Aromatic Raw Materials and/or Sources of Flavouring Preparations, the name of flavouring substances allowed to be used as flavouring, List of flavourings which are allowed to be used in follow‑up formula, List of flavourings which are allowed to be used in complementary foods for infants and young children, Maximum residue of extraction solvent in food product which is used for the flavouring process, the labelling and also the requirements for the submission of the use of flavouring which is not covered in this regulation.The new provisions of this regulation include: list of solvent as flavouring adjunct, and list of the Sources of Natural Aromatic Raw Materials and/or Sources of Flavouring Preparations. Flavouring and processed food containing flavourings which have obtained a marketing approval must adhere to this regulation no later than 24 months from the date of enactment.

Based on the latest development of fish diseases referring to the OIE, the fish diseases situation at the regional level of Asia-Pacific based on NACA (Network of Aquaculture Centres in Asia-Pacific), as well as substantial fish diseases for the Indonesian fisheries sector by risk analysis, Indonesia finds the need to revise the Decree of Minister of Marine Affairs and Fisheries No. 91 of 2018 concerning Designation of Kinds of Quarantine Fish Disease, Categories, and Carrier. Based on the studies, discussions and expert consultations, the Ministerial Decree is subject to revision as attached to the draft.This Decree stipulate kinds of quarantine diseases of fish (QDF), with their categories, carrier as listed in the annex that is an integral part of this Decree. By the stipulation of this decree, the importation into the territory of the Republic of Indonesia shall be free from QDF. As used in this regulation:All disease of fish that are not yet present and/or have only been present in specific areas within the territory of Indonesia, potentially communicable, can spread in a rapid phase or short periods relatively, and cause socioeconomic losses or harm to community health; and are determined by the government as needing to be prevented from being introduced into, disseminated within, the territory of the country. Quarantine diseases of fish class I means all quarantine diseases of fish which cannot be free from its carrier because the treatment's technologies have not been mastered. Quarantine diseases of fish class II means all quarantine pests and diseases of fish which can be free from its carrier because the treatment's technologies have been mastered. Carrier of quarantine diseases of fish refer to fish, material of fish origin, product of material of fish origin, fish life media, parts thereof, and/or other carrier (e.g. ballast water, PRG, etc.) capable of harbouring/carrying QDF. Fish means all aquatic biota the life cycle of which takes place whole or partly in water, whether alive or dead, including parts thereof.

The chemical contamination stipulated in the Regulation includes:  a) mycotoxin contamination (aflatoxins; deoxynivalenol (DON); ochratoxin A (OTA); fumonisin; and patulin); b) dioxin contamination; c) 3-monochloropropan-1,2-diol (3MCPD) contamination; and d) polycyclic aromatic hydrocarbons (PAHs) contamination. >Maximum limits of this chemical contamination are stipulated in the Annex I, II and III of the Regulation. Monitoring of Maximum Limit Requirements on Chemical Contamination in Processed Food and Home Industry Processed Food includes monitoring before distribution and during distribution. At the time this Regulation comes into force, the previous Regulation of the Indonesian National Food and Drug Agency Number HK.00.06.1.52.4011 of 2009 on the Determination of Maximum Limits of Microbial and Chemical Contamination in Food is declared no longer valid.

Due to some regulation development from other countries regarding the maximum microbiological contaminant requirement; and that certain requirements from the regulation are not applicable, FDA has finished amending the requirement of microbiological contaminant in Annex 1 of the regulation and will revoke this Annex 1 and replace it with the new Regulation of FDA RI on Maximum Limit of Microbial Contamination.This draft regulates and specifies the microbiological criteria: The type of food; The type of microorganism (s) and the microbiological limit (m, M); and How to control it by guiding the sampling plan to the laboratory test defining the number of sample units to be taken (n), the size of analytical unit and where appropriate, and the acceptance number (c). As this new regulation is issued, therefore the previous regulation regarding the requirement of microbiological contaminant and microbiological criteria in food is declared to be invalid.

This regulation is regulating the provisions regarding Animal Quarantine Measures Against the Importation Or Exportation Of Swallow Bird's Nests To And From The Republic Of Indonesia.This regulation's date of entry into force is on 1 October of 2020. Concerned Points of this measures : 1. Raw uncleaned swallow bird's nest could not be entered or taken out to or from Indonesia. 2. The arrangement of maximum limit standard for microbiological, chemical and physical contamination content as well as water content for importation of bird's nest into Indonesia.

This regulation is regulating the provisions regarding fish quarantine installation, which is one of conditions required for importing aquatic animals and its products into the Territory of the Republic of Indonesia. As used in this regulation: Fish quarantine installation means a place along with its equipments and facilities that use to perform fish quarantine action, quality control and safety of fishery product. Carrier means fish and/or other material capable of carrying quarantine pests and diseases of fish (QPDF). Fish means all aquatic biota the life cycle of which takes place whole or partly in water, whether alive or dead, including parts thereof. Fishery product means the fish which is managed, processed and/or made as final product in the form of fresh fish or frozen fish and other processed products. >This regulation specifies as follows: Intended use of fish quarantine installation; Administrative and technical requirements that must be met by an installation to be eligible to be used to perform quarantine actions; Procedures for determining an installation to be a fish quarantine installation (including evaluating the feasibility of installation, the validity period of the fish quarantine installation certificate and the classification of the fish quarantine installation); Procedures for extending the validity period of a fish quarantine installation certificate;Control and supervision mechanism of the fish quarantine installation management through inspection activities on the implementation of good quarantine practices,  surveillance of fish diseases in quarantine installation, and sanctions mechanism for nonconformities.

In order to facilitate international trade during the Covid-19 pandemic situation, Indonesia intend to receive the electronic/digital/scanned Phytosanitary Certificate from all countries. It is kindly requested for a country to officially inform Indonesia about the implementation of electronic/digital/scanned Phytosanitary Certificate  for theri products exported to Indonesia and it shall be supported with access to validate the certificate. This aims to accelerate inspection works of import documets at entry points in Indonesia. In line with the above stated, Indonesia kindly requested reciprocal measure from trading partner countries to receive the electronic/digital/scanned Phytosanitary Certificate from Indonesia and has developed a technique for validating the certificate through the IAQA portal on: https://ppkonline.karantina.pertanian.go.id/checkcert The mechanism of validating the Phytosanitary Certificate as attached in this document.

Description of content: Any Importation of Live Animals (Pet animals and Mammals) from importing country that is not free from COVID-19 should be accompanied by Certificate of Declaration free from COVID-19 (SARS-Cov-2) and Certification of Laboratory Analysis that the consignment (live animals) is negative tested COVID 19 (SARS-Cov-2) from accredited laboratory or authorised laboratory in the exporting country/country of origin.

Any Importation of Live Animals (Pet animals and Mammals) from importing country that is not free from COVID-19 should be accompanied by Certificate of Declaration free from COVID-19 (SARS-Cov-2) and Certification of Laboratory Analysis that the consignment (live animals) is negative tested COVID 19 (SARS-Cov-2) from accredited laboratry or authorised laboratory in the importing country.

Based on the risk assessment conducted by the Indonesian National Nuclear Competent Authority and related ministries/institutions, Indonesia is proposing the amendment of "The Regulation of Minister of Agriculture (MoA) on Food Safety Control for Radioactive Contamination on Fresh Food of Animal and/or Plant Origin from Japan" (Regulation of MoA Number 20/Permentan/OT.140/3/2011 in connection with the Regulation of MoA Number 66/Permentan/OT.140/5/2014).The amendment will only be applied to fresh agri-food (including animal and plant products) exported from Japan to Indonesia. The requirement to conduct radioactivity testing and provide Certificate of Non-Radioactivity will be limited only to fresh food produced in 7 prefectures as follows: Ibaraki, Miyagi, Nagano, Niigata, Tochigi, Yamanashi, and Yamagata. For traceability purpose, the name of prefecture of origin shall be declared on the Country/Region of Origin column in Health Certificate/HC or the Place of Origin column in Phytosanitary CertificatePC from Japan. Testing requirement for Iodine-131 (I-131) will be revoked. The type of regulated commodities and the maximum limits for Cesium-137 (Ce-137) remain unchanged.The purpose of this communication is to publicly announce the Ministry's decision in this regard and to provide the appropriate contact information for any inquiries.

This regulation also simplifies those 26 regulations of the Head of FDA into the Regulation of FDA Republic of Indonesia No. 11 Year 2019 concerning Food Additives.Various classes are listed in this regulation, such as: antifoaming agent, anticaking agent, antioxidant, carbonating agent, emulsifying salt, packaging gas, humectant, glazing agents, sweetener, carrier, gelling agent, foaming agent, acidity regulator, preservative, raising agent, emulsifier, thickener, firming agent, flavour enhancer, bulking agent, stabilizer, colour retention, flour treatment agent, colour repellent, sequestrant.This regulation regulates the maximum level for the use of food additives, specifically for each food category. As the new regulation is issued, therefore all the previous regulations regarding the requirement of food additives are declared to be invalid.

This Decree is an amendment of the Decree of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia No. 80/KEPMEN-KP/2015 concerning Designation of Kinds of Quarantine Pests and Diseases of Fish, Categories, Carrier and its Dissemination.This Decree stipulates the kinds of quarantine diseases of fish (QDF), with their categories and carrier, as listed in the annex that is an integral part of this Decree. By the stipulation of this decree, the importation, exportation and domestic movement of the carrier into and within the territory of Indonesia shall be free from QDF.   As used in this regulation: Quarantine diseases of fish, means all diseases of fish which have not been introduced and/or have been established in certain areas within the territory of Indonesia, which can spread rapidly in a short period and cause socio-economic losses or harm to community health. Quarantine diseases of fish class I, means all quarantine diseases of fish which can not be free from its carrier because the treatment's technologies have not been mastered. Quarantine diseases of fish class II, means all quarantine diseases of fish which can be free from its carrier because the treatment's technologies have been mastered. Carrier of QDF, means fish and/or other material capable of carrying quarantine diseases of fish and/or certain fish diseases. Fish, means all aquatic biota the life cycle of which takes place whole or partly in water, whether alive or dead, including parts thereof.By the stipulation of this Decree, the previous Decree of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia No. 80/KEPMEN-KP/2015 concerning Designation of Kinds of Quarantine Pests and Diseases of Fish, Categories, Carrier and its Dissemination is no longer effective.
