Text on the risk management recommendations displayed on labelling has been added to Article 291. The text added to and amending Article 291 is presented in italics to facilitate understanding. ARTICLE 291 - Chilled, refrigerated or frozen poultry, whole or in pieces, for retail sale through a self-self-service system, shall be marketed in individual packaging that must comply with the provisions on packaging and labelling contained in these Regulations. Packaged poultry shall be labelled with the words "CONSUME FULLY COOKED" clearly displayed on the front of the packaging. This message shall also be displayed on the cabinets in which raw poultry meat is sold in bulk, in a format that is easy to read for consumers. Slaughtered refrigerated or frozen poultry may be marketed with its offal, provided that the offal is packaged in sealed plastic bags and placed inside the chest cavity.

Chile hereby advises that it has amended the date of entry into force of the emergency measures against the pest Xylella fastidiosa notified in document G/SPS/N/CHL/563 and contained in Exempt Resolution No. 6723/2017 amending Resolution No. 2.297 of 2005, which establishes regulations governing the importation of plants, cuttings and twigs of Juglans regia (European walnut) originating in Argentina. Chile hereby advises that it has amended the date of entry into force of the emergency measures against the pest Xylella fastidiosa notified in document G/SPS/N/CHL/562 and contained in Exempt Resolution No. 6722/2017 amending Resolution No. 7.214 of 2014, which establishes phytosanitary requirements governing the importation of certain ornamental plants for planting, species and types of material, of any origin. The notified text updates the domestic regulations relating to health requirements, in accordance with the technical information available and the recommendations of international reference bodies.

The notified Amendment replaces the text of point 2 of Resolution No. 3.081 of 11 July 2006 of the Agriculture and Livestock Service with the following text: "No document or certificate must be submitted to the Agriculture and Livestock Service for products listed in sections I, II and III". This Amendment aims to clarify that health certification is not required by the Agriculture and Livestock Service.

The notified text amends Resolution No. 7.675 of 2016 ("Phytosanitary requirements governing the importation into Chile of seeds, of any origin, of fruit and vegetable crops and aromatic and medicinal plant species") by adding the following species and additional declaration to the alphabetically ordered table under point 1 of the Resuelvo section: SPECIES: Panax quinquefolius ADDITIONAL DECLARATION: No additional declaration required.

Amends Resolution No. 633 of 2003 establishing requirements for the importation of plant material as in vitro tissue cultures as follows: 1. The following species and certifiable plant pathogens have been added to Article 4.3 - Fruit trees: Species: Prunus pseudocerasus. Certifiable plant pathogens: Xanthomonas arboricola pv. pruni; Xylella fastidiosa; Plum Pox Virus.

In view of the fact that the pest Halyomorpha halys (Order: Hemiptera, Family: Pentatomidae) was intercepted at authorized points of entry into the country in shipments of used clothing, toys, shoes and vehicles, inter alia, and parts and components thereof, which makes these goods dangerous to plants, the notified Resolution establishes phytosanitary requirements for the entry of used goods which could carry the said pest, abrogating Resolutions Nos 6.319/2013, 6.466/2017 and 682/2018.

The notified draft Resolution establishes phytosanitary requirements governing the importation into Chile of fresh blueberries (Vaccinium spp.) from Peru, with a view to preventing the introduction into Chile of the pests Anastrepha fraterculus and Ceratitis capitata, and approves the specifications of the Agriculture and Livestock Service and National Agrarian Health Service work plan.

Chile hereby advises that the notified draft regulation is under review; therefore, its date of entry into force has been postponed and will be notified in due course. If any substantial changes are made, another notification will be issued for comments.

The notified draft text provides for the inclusion of new foods, in light of national consumption of such foods, based on the results of the National Consumption Survey, Ministry of Health (MINSAL) 2010, and covers crops/foods associated with the pesticides specified in the registry of the Agriculture and Livestock Service (SAG). In short, the text covers 173 foods, subgroups and groups, of which 88 are new. In order to consolidate and facilitate the identification of foods, each one is assigned a code, in accordance with the Codex Alimentarius classification included in the document "Codex Classification of Foods and Animal Feeds", Joint FAO/WHO Food Standards Programme, Codex Alimentarius Commission, 1993. The text includes pesticides that have been registered (authorized) at national level by the Agriculture and Livestock Service (SAG), and establishes the maximum residue levels (MRLs) for a total of 164 pesticides and the extraneous maximum residue limits (EMRLs) for six pesticides. It specifies that pesticides must be authorized by the SAG in order to be used at national level. It also includes restrictions concerning prohibited pesticides, as well as rat and rabbit poison residues. It establishes the maximum residue levels for all possible combinations of pesticides/foods, whether produced domestically or imported. The text establishes a series of prioritized criteria, with the aim of establishing the maximum residue level for the combinations of pesticides/foods listed in this Resolution and for combinations that do not have a definite maximum residue level. It includes the maximum residue levels established by the Codex Alimentarius, the European Union and the United States of America. Only the Codex maximum residue levels have been updated at this stage.
