Following the pest risk analysis (PRA) carried out for unrooted Vitis spp. cuttings from European Union member States, new quarantine pests associated with this pathway have been identified. As a result, it has been deemed necessary by SAG to update the phytosanitary import requirements and lay down phytosanitary measures to reduce the risk of these pests entering the country. The additional declarations provided for in the operative part of the draft regulation are practical to apply and are also consistent with both the biological characteristics of the regulated pests and the risk associated with the pathway for each type of pest. Furthermore, SAG has assessed and accepted, as an alternative to immersion treatment against insects and mites for Vitis spp. cuttings, the application of a specific phosphine-based (PH3) treatment proposed by France's national plant protection organization for use on unrooted Vitis spp. cuttings from European Union member States. In accordance with the new information available, SAG proposes to amend Resolution No. 4.412 of 2013 as follows: - The expression "between latitudes 60° and 20° north" has been eliminated from paragraph 2, thereby limiting to Northern China (from latitude 31°15' north) the pest risk area for which maritime transport vessels require certification. - The table in paragraph 2, which indicates the flight period for female AGMs in pest risk areas, has been amended. According to recent scientific information, fresh Citrus latifolia fruits are a conditional host of quarantine pests. As a result, and in accordance with the pest risk analysis (PRA) carried out by SAG for fresh Citrus latifolia fruits from Brazil, it is necessary to establish phytosanitary measures for the pests Cryptoblabes gnidiella, Dysmicoccus brevipes, Ecdytolopha aurantiana, Ferrisia virgata, Maconellicoccus hirsutus, Nipaecoccus nipae, Brevipalpus californicus and Brevipalpus phoenicis, which are associated with the product in question, are classed as absent quarantine pests for Chile and are present in Brazil. The notified draft Resolution establishes the following sanitary requirements governing the importation into Chile of swine casings. The following amendments should be noted in relation to the measure originally notified: - Swine casings imported from countries or areas free from foot-and-mouth disease may come from both vaccinated and unvaccinated animals. - Swine casings may come from animals that have been imported into the country that is exporting the casings to Chile, provided that the sanitary requirements established by Chile for breeding swine are fulfilled. - Separate treatments are established for the inactivation of the foot-and-mouth disease, classical swine fever and African swine fever viruses, with the most stringent treatment being carried out when two or more of these diseases are present in the country or area. Resolution No. 2.269 of 2007 is amended as follows: - Clause 1.3 has been replaced by the following: "The material derives from mother plants that were inspected and tested using (diagnostic method to be specified) at the optimal time for detecting pests and found to be free from Pseudomonas syringae pv. actinidiae, excluding biovar 3." - Clause 2 has been replaced by the following: "The material must have undergone disinfestation treatment, through immersion or spraying, against insects and mites, with products that are effective against these pests, and the phytosanitary certificate must state, in the section on treatment, the active ingredient in the product, the type of application and the dose used." - The words "in accordance with the provisions of Resolution No. 3.280 of 1999" are deleted from the fourth bullet point in clause 3. - Clause 6 has been replaced by the following: "Post-entry quarantine may be waived or simplified by choosing the recognition system for propagation material production centres located abroad, in accordance with the requirements prescribed in Resolution No. 2.878 of 2004." Chile hereby advises that the measure notified on 6 August 2021, "establishing phytosanitary requirements governing the importation into Chile of fresh bananas (Musa spp.) of any origin, amendment of Resolution No. 3920 of 1998 and repeal of Resolution No. 505 of 2010", had to be amended due to the detection of a number of inconsistencies concerning historical trade. Therefore, point 6 of the Resuelvo section of the draft Resolution has been amended as follows: Point 6. Prior to the beginning of the first export season to Chile, SAG, in coordination with the exporting country's NPPO, shall coordinate a visit by SAG inspectors to the producing country, in order to become acquainted with the official certification process, and the production and packing facilities. The costs shall be borne by the interested party. Regarding markets with which Chile has traded historically, taking into account volume and continuity of shipments in the last five years (Ecuador, Bolivia, Peru and Colombia), such visits shall be scheduled with the respective NPPO to take place within a maximum period of three years from the entry into force of this Resolution. Resolution No. 2.344 of 2005 is amended as follows: - Clause 1.2 has been replaced by the following: "The material derives from mother plants that were inspected and tested using (diagnostic method to be specified) at the optimal time for detecting pests and found to be free from Pseudomonas syringae pv. actinidiae, excluding biovar 3." - In clause 4, the words "Resolutions Nos. 3.280 of 1999 and 2.863 of 2001" have been replaced by the words "Resolution No. 6.383 of 2013". - Clause 5 has been replaced by the following: "Post-entry quarantine may be waived or simplified by choosing the recognition system for propagation material production centres located abroad, in accordance with the requirements prescribed in Resolution No. 2.878 of 2004." - Clause 7 has been replaced by the following: "In addition to the provisions of this Resolution, importation of material requires compliance with the provisions of Agriculture and Livestock Service Resolutions Nos. 3.080 of 2003, 3.815 of 2003 and 6.383 of 2013." A summary of the main health requirements established in the notified measure is provided below. Country or area of origin: It must be a member of the World Organisation for Animal Health (OIE) and a country or area in which rabies is a notifiable disease. Origin of the animals: The animals must have remained in the zoo or wildlife park of origin continuously since birth, or at least in the 12 months prior to shipment to Chile. Establishment of origin: The animals must come from a zoo or park for wild animals that meets the requirements listed in the notified Resolution. Pre-shipment quarantine: - The animals must be kept in quarantine under the supervision of an official or accredited veterinarian for at least 30 days; - The animals must not come into contact with other animals; - During the isolation period, the animals must undergo two treatments against internal and external parasites; - In cases where other vaccines and treatments are administered, the health certificate must be attached along with the relevant documents. Transport and shipment: The notified text establishes the type of shipment control, the characteristics of the means of control, and measures to maintain the sanitary conditions and ensure the welfare of the animals. During the 48 hours prior to shipment, the animals must not show any of the clinical signs mentioned in the text. Health certification: The animals must be covered by an official health certificate, issued by the competent health authority in the country of origin. Post-entry quarantine: The animals must be kept in isolation, under official supervision, at the SAG official livestock quarantine station or at an establishment authorized by the SAG for such purposes. Other authorizations: The animals must enter under the Resolution authorizing the introduction into the national territory of live specimens of exotic wildlife species, issued by the SAG Division for the Protection of Renewable Natural Resources. During this period, the animals must undergo diagnostic tests and obtain negative results for the following diseases: hepatitis B., Salmonella sp., Shigella sp., Yersinia sp., tuberculosis (M. bovis and M. tuberculosis); - The above-mentioned tests must be carried out in diagnostic laboratories that are official or recognized by the competent health authority or internationally recognized; - During the isolation period, the animals must be treated for internal and external parasites. Should vaccines or other treatments be administered, the appropriate documentation must be attached to the health certificate. Transport and shipment: The type of supervision for shipments, control conditions, and measures taken to ensure the health and welfare of the animals are established. Symptoms of any of the aforementioned diseases must not be shown during the 48 hours leading up to shipment. Health certification: The animals must bear an official health certificate, issued by the competent health authority in the country of origin, subject to the requirements set out in this section. Post-entry quarantine: The animals must undergo an isolation period under official supervision, in the official livestock quarantine station of the SAG or in a location authorized by the SAG for this purpose, under the conditions specified in this section. Other authorizations: Should the species be listed in one of the relevant appendices, the animals must be covered by the Resolution authorizing the entry of live specimens of exotic wildlife species on national territory, issued by the SAG Division for the Protection of Renewable Natural Resources authorizing, as well as permits under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Chile advises that the Agriculture and Livestock Service (SAG) has amended Resolution No. 7.870 of 2020 by extending the period of effect for the 2021-2022 season (i.e. the period between 1 July 2021 and 30 June 2022). This measure may also be extended automatically for another season, should the global health emergency caused by the COVID-19 pandemic still exist on 29 June 2022, not only in Chile but also in the exporting country. This measure amends Resolution No. 4.933 of 2021 that approves the coordinated and consolidated text of the Resolutions establishing phytosanitary requirements for the importation of kiln-dried sawn timber, of a thickness exceeding 6 mm, and quarantine regulations for the importation of sawn timber and logs, adding unused and used sawn timber, updating treatments and repealing Resolutions No. 4836 of 2008 and No. 1827 of 1994, by replacing the fumigation schedule in point 5.1.2 with " T312-a normal pressure USDA Treatment Manual ", as indicated in Resolution No. 5450/2021, which is attached to this notification and may be consulted for further details.
