Article 14 of Decree No. 2-23-557 of 14 May 2024 on the quality, safety and labelling of feed for food-producing animals provides that operators of establishments and enterprises in the animal feed sector shall only import or use for the manufacture of animal feed additives included on the list established in accordance with the regulations in force. The notified draft Order sets out provisions relating to: • the procedures for registering animal feed additives; • the documents to be included in the application dossier; • the processing times of the relevant ONSSA department; • the period of duration of the registration of additives; • the obligations of professionals.

The notified draft Order contributes to the implementation of Article 13 of Decree No. 2-23-557 of 14 May 2024 on the quality, safety and labelling of feed for food-producing animals. The notified draft Order establishes: 1. the list of raw materials that can be used as animal feed, including the names and descriptions thereof and, where applicable, the information required on labels other than that required under article 21 of the above-mentioned decree and the specific impurity content; 2. the list of processes for obtaining them, the descriptions thereof, and the characteristics of the raw materials obtained. As part of the streamlining of procedures, the notified text provides that the above list of raw materials shall be drawn up according to the model contained in Annex 1 of the notified draft Order and published on the website of the National Office for Food Safety (ONSSA). This Office is responsible for maintaining and updating the list. In addition, the notified draft Order repeals the Order of the Director of Agriculture, Trade and Forestry of 20 April 1948 on the sale of feed for livestock. G/SPS/N/MAR/107 - 2 -

Levée d'interdiction d'importation des volailles et de leurs produits en provenance des Pays-Bas (Lifting of the ban on the importation of poultry and poultry products from the Netherlands) In the light of the measures taken by the Netherlands, in accordance with the World Organisation for Animal Health (WOAH) Terrestrial Animal Health Code, to eradicate all declared outbreaks of highly pathogenic avian influenza, the ban on the importation of poultry and poultry products from the Netherlands, notified in G/SPS/N/MAR/101, has been lifted. As a result, poultry and poultry products from this country may be imported into Morocco, provided that they are accompanied by valid model certificates.

The notified Law No. 28-07 on food safety, enacted by Dahir No. 1-10-08 of 11 February 2010, provides an important legal basis and establishes the overarching principles and concepts for food safety in our country. It prohibits the placement on the domestic market, importation or exportation of any primary product or food product that presents a risk to human life or health. Primary products and food products of livestock origin are only considered to be compliant if they do not contain substances banned from use in livestock. Furthermore, pursuant to Article 53 of Decree No. 2-10-473 of 6 September 2011 implementing certain provisions of Law No. 28-07, the purpose of this measure is to update the list of substances in question contained in the above-mentioned Order with a view to protecting consumer health.

The notified document states that, following reports of a number of cases of highly pathogenic avian influenza affecting poultry in Denmark, imports from that country of birds other than poultry and egg products have been suspended until the country's disease-free status has been re-established. The ban does not apply to egg products that have been heat-treated to destroy the highly pathogenic avian influenza virus, in accordance with OMSA recommendations. Upon importation, these egg products must be accompanied by a sanitary certificate and a certificate issued by the relevant health authorities confirming that they have been heat-treated.

Article 2 of the notified Joint Order No. 1289-22 of 9 chaoual 1434 (10 May 2022) establishes the list of microbiologically highly perishable products, their use-by date and storage temperature, provides that any request from the industry to amend or supplement the annex to the aforementioned Joint Order must be accompanied by a study to determine the microbiological shelf life of the products concerned. To this end, the Joint Order was amended to include a new use-by date for chilled packaged offal in its annex. This use-by date was based on a study carried out at the national level.

The notified draft Decree is part of the process of implementing Law No. 28-07 on food safety. The main aims are to: - Implement a regulatory framework for emulsified and non-emulsified marketed sauces; - Make provision for orders setting out the names under which sauces can be marketed, as well as their corresponding specifications; - Define the ways and means of labelling and marketing marketed sauces.

Lifting of the ban on imports of birds other than poultry and egg products from Denmark Lifting of the ban on imports of birds other than poultry and egg products from Denmark. In light of the measures taken by Denmark to eradicate all declared outbreaks of highly pathogenic avian influenza, in accordance with the Terrestrial Animal Health Code of the World Organisation for Animal Health, Morocco has decided to lift the ban on imports of birds other than poultry and egg products from this country. As a result, birds other than poultry and egg products may be imported into Morocco, provided that they are accompanied by valid sanitary certificates.

Following reports of a number of cases of highly pathogenic avian influenza in poultry in the Netherlands, imports from that country of birds of any species, poultry, poultry meat and poultry meat products, animal feed, eggs and egg products are banned until further notice. The ban does not apply to meat and meat products that have been heat-treated to destroy the highly pathogenic avian influenza virus, in accordance with OMSA recommendations. Upon importation, these products must be accompanied by a sanitary certificate and a certificate issued by the relevant Dutch health authorities confirming that they have been heat-treated.
