The notified draft Decree, drawn up in consultation with the departments concerned, seeks to address certain gaps by establishing a clear and coherent regulatory framework for controlling and monitoring imports of alcohol according to intended use. The text sets out specific modalities and requirements for importing alcohol according to the field of activity of each competent authority concerned, with a view to ensuring safety, quality, and conformity with the standards applied in the food, industrial, pharmaceutical and energy sectors.

The purpose of the notified draft decree is to:• revise the outdated regulatory framework for beer and spirits;• define beer and spirits;• set out the provisions governing the labelling and presentation of said products;• institute a trading licence for beer;• set the validity period for a beer and spirits trading license at five years, renewable at the holder's request;• establish, by order of the government authority responsible for agriculture, the characteristics of beer and spirits, as well as the names under which those products may be marketed and the specific information required on the labels.

The notified text suspends the importation of birds of any species, poultry, meat of poultry, poultry meat products, eggs and animal feed from Portugal until the country's disease-free status is resorted, following the notification of cases of highly pathogenic avian influenza affecting poultry in Portugal.The prohibition does not apply to animal feed that has been heat treated to destroy the highly pathogenic avian influenza virus, in accordance with WOAH recommendations.Upon importation, the aforementioned products must also be accompanied by a health certificate and a certificate issued by the relevant health authorities confirming that they have been heat treated.

Following an outbreak of foot-and-mouth disease in Germany, imports of meat of bovine animals, of sheep, of goats, of swine, and their products, and any meat of other species susceptible to foot-and-mouth disease, including camels, as well as bovine semen and natural straight feeding-stuffs of untreated plant origin intended for animal feed from that country are suspended until further notice.

The notified draft Order of the National Office for Food Safety aims primarily to: • define products that are part of emulsified sauces (mayonnaise, mayonnaise sauce, salad sauce, etc.) as well as products that are classed as non-emulsified sauces (ketchup, soy sauce, mustard, Dijon mustard, old-style mustard, sweet mustard, chilli sauce, harissa, tomato sauce, etc.); • Determine the physico-chemical characteristics of marketed sauces; • Determine the ethanol content due to fermentation or as a flavouring, which must not exceed 0.5% (v/v) in marketed sauces.

The importation of birds of any species, poultry, poultry meat, poultry meat products and egg products from the Netherlands is prohibited until further notice following reports of a number of cases of highly pathogenic avian influenza affecting poultry in the Netherlands.

The main objectives of this draft text are: • To define new vinegars, namely whey and honey vinegars; • To establish the names under which vinegar can be marketed; • To introduce regulatory provisions on the sanitary approval of establishments, the traceability of vinegar and packaging specifications; • To define modalities for the labelling and presentation for sale of marketed vinegar; • To establish required volumes for table vinegar; and • To provide for the repeal of Decree No. 2-10-385 of 23 Jumada II 1432 (27 May 2011) governing the manufacture of and trade in vinegar.

The provisions of the notified Decree, drafted to implement Law No. 28-07 on food safety, seek primarily to: • Define marketed edible vegetable fats and oils; • Establish the names under which such fats and oils can be marketed; • Establish physico-chemical characteristics by Ministerial Order; • Define lawful and unlawful operations involving vegetable fats and oils; • Remove the provision on the nominal volumes in which oils can be presented to the buyer in retail trade; and • Define modalities for the labelling and presentation for sale of edible vegetable fats and oils. The notified draft Decree provides for the repeal of the provisions on vegetable fats and oils set out in the above-mentioned Order of 22 November 1921, in particular those of Articles 5, 6, 7, 8 and 8 bis, and the repeal of Decree No. 2-62-217 of 3 Hija 1381 (8 May 1962) governing the manufacture of edible oils.
