The notified Resolution establishes the conditions for implementing the preventive voluntary vaccination strategy in areas prioritized by risk in order to mitigate highly pathogenic avian influenza (H5N1) in long-lived poultry in commercial poultry farming. The provisions contained in this Resolution shall apply to all natural or legal persons engaged in the rearing and/or marketing of long-lived poultry in Colombia, including egg and avian genetic material production systems, in areas prioritized by risk and who voluntarily take part in the preventive vaccination programme, as well as those who produce, import and/or market biologicals for avian species.

To regulate procedures and requirements for the registration of products, producers, contract producers, semi-processors and importers of cosmetics containing seed, seed derivatives, plant components and non-psychoactive derivatives of cannabis, and magistral preparations and pharmaceutical products (phytotherapeutic and homeopathic medicines) for veterinary use containing psychoactive and non-psychoactive cannabis. ARTICLE 2. SCOPE. The provisions set out in this resolution shall apply throughout national territory to all natural or legal persons that produce, produce by contract, semi-process or import cosmetics containing seed, seed derivatives, plant components and non-psychoactive derivatives of cannabis, and magistral preparations and pharmaceutical products (phytotherapeutic and homeopathic medicines) for veterinary use containing psychoactive and non-psychoactive cannabis. Resolution No. 8389 of 12 July 2023: ARTICLE 1. PURPOSE. Establish the requirements and procedure for applications for a pest and disease risk analysis for the importation into Colombia of animals, plants, their by-products and other regulated articles. ARTICLE 2. SCOPE. The provisions laid down in the Resolution shall be applicable to all natural and legal persons interested in importing into Colombia animals, plants, their by-products and other regulated articles requiring a risk analysis.
The notified text resolves as follows: ARTICLE 1 - PURPOSE To implement paragraph 3 of Constitutional Court Judgment T-343 of 2022 concerning the adoption of administrative measures necessary to suspend immediately the marketing of agricultural chemicals with the component Chlorpyrifos. ARTICLE 2 - SUSPENSION OF MARKETING To suspend immediately the marketing in the national territory of chemical products for agricultural and livestock use that contain Chlorpyrifos. ARTICLE 3 - CANCELLATION OF REGISTRATIONS To cancel the ICA registrations of chemical products for agricultural and livestock use that contain Chlorpyrifos. ARTICLE 4 - PROHIBITION OF IMPORTATION To prohibit immediately the importation of raw materials and finished goods for marketing in the national territory, of chemical products for agricultural and livestock use use that contain Chlorpyrifos. ARTICLE 5 - DENIAL AND REJECTION OF APPLICATIONS To deny and reject immediately registration procedures of chemical products for agricultural and livestock use containing Chlorpyrifos, including modification procedures. ARTICLE 6 - DEFINITIVE ELIMINATION Within a maximum period of six (6) months from the notification of Judgment T-343 of 2022, the ICA shall adopt additional administrative measures to those established in this Resolution, aimed at the definitive G/SPS/N/COL/347 - 2 - elimination of the use in the national territory of agricultural and livestock chemical products containing Chlorpyrifos. ARTICLE 7 - SANCTIONS Failure to comply with any of the provisions established in this Resolution shall be sanctioned in accordance with the provisions of Articles 156 and 157 of Law 1955 of 2019, without prejudice to any civil and criminal actions that may be applicable.

The notified Resolution No. 00002478 of 17 March 2023, establishing temporary sanitary measures owing to the presence of highly pathogenic avian influenza (HPAI)), PROHIBITS the entry into Colombia of at-risk birds and products that are capable of transmitting avian influenza from countries that have reported the presence of HPAI in poultry (commercial poultry farms), until their health situation is under control and their health status with WOAH is restored to that of a disease-free country. PARAGRAPH. The Colombian Agricultural Institute (ICA), during the time period provided for in this article, shall assess the risk of the disease being introduced into Colombia by means of a review of updated official information from countries with reports of the presence of highly pathogenic avian influenza, on the status of the disease or in situ verification by the Institute's officials and/or staff. SUSPENSION OF APPLICATIONS. Applications submitted to the ICA for the import of at-risk birds and products capable of transmitting avian influenza from any country that has notified the presence of highly pathogenic avian influenza (HPAI) in commercial birds shall be suspended for the time period provided for in Article 1 of the notified Resolution. PARAGRAPH. The Colombian Agricultural Institute (ICA), during the time period provided for in this article, may assess import applications for live birds and/or avian material posing a health risk from countries with reports of the presence of highly pathogenic avian influenza in commercial birds, if such applications originate from a G/SPS/N/COL/344 - 2 - disease-free compartment or zone, such a risk assessment does not imply approval by the Institute.
The notified Resolution prohibits the entry into Colombia of birds and risk products from Ecuador and Peru that pose a risk of transmitting avian influenza, for a period of six months from the date of entry into force of this Resolution. PARAGRAPH. The Colombian Agricultural Institute (ICA), during the time provided for in this article, will assess the risk of the disease being introduced into Colombia by means of a review of updated official information submitted by Ecuador and Peru on the status of the disease and in situ verification by ICA officials and/or staff. ARTICLE 2 - SUSPENSION OF APPLICATIONS. Applications submitted to the ICA for the import of birds and risk products from Ecuador and Peru that pose a risk of transmitting avian influenza shall be suspended for the period provided for in Article 1 of this Resolution.
The risk analysis process is a technical scientific procedure conducted in accordance with international standards to establish animal health or phytosanitary conditions or requirements for the entry of animals, plants and their products and to facilitate trade. It is therefore necessary to define and adopt new guidelines for the establishment of such requirements at the national level, which should address the current global uncertainty surrounding food insecurity, climate change and other global challenges for accessing new markets, be in line with the guidelines established by the World Trade Organization and the relevant international agreements, and take into account the technical rigour required for such processes. In light of the above, the draft Resolution, which seeks to establish the conditions for the entry into the country of animals, plants and their products for which there are no sanitary and/or phytosanitary import requirements, is being submitted.

The procedure laid down in Colombian Agricultural Institute (ICA) Resolution No. 29299 of 2018 for cultivars must also be established for animals of zootechnical interest improved through innovative improvement techniques deriving from modern biotechnology, with the aim of determining whether they are LMOs or conventional organisms. Proyecto de Resolución "Por medio de la cual se prohíbe la importación, fabricación, registro comercialización y uso de Colistina (Polimixina E), sus sales y la Polimixina B en especies animales" (Draft Resolution prohibiting the importation, manufacturing, registration, marketing and use of colistin (polymyxin E), colistin salts and polymyxin B in animal species) The purpose of the notified draft Resolution is to prohibit the importation, manufacturing, registration, marketing and use in national territory of colistin (polymyxin E), colistin salts and polymyxin B in animal species. Veterinary drugs for topical use that contain polymyxin B are exempt from this ban, as are those containing polymyxin B as part of their preservative system. A maximum period of three months from the date of publication of the Resolution will be granted for the exhaustion of stocks of the products and labels approved for use in the country.
