The Republic of Colombia hereby notifies that the final date for comments on the draft Colombian Agricultural Institute (ICA) Resolution establishing registration requirements and procedures for manufacturers and importers of foodstuffs for animals, registration requirements and procedures for foodstuffs for animals, and other provisions, notified by the World Trade Organization on 14 August 2019 in document G/SPS/N/COL/310, has been extended until 13 November 2019.

The notified draft Resolution establishes good manufacturing practices for producers, contracted producers and/or semi-processors of pharmaceutical products, ectoparasiticides and disinfectants for veterinary use. It is necessary to establish certification conditions regarding good manufacturing practices for natural or legal persons engaged in the production, contracted production or semi-processing of pharmaceutical products, ectoparasiticides and disinfectants for veterinary use, with the aim of ensuring safety and safeguarding the country's phytosanitary status.

Resolution No. 5382 of 2019 has been amended. Following the Colombian Agricultural Institute's technical analysis of regulatory aspects of implementing phytosanitary measures that would ensure an adequate level of phytosanitary protection for the country and maintain normal trade conditions, it was necessary to amend Article 3 of the above-mentioned Resolution in order to prevent potential negative trade effects and ensure imports of green coffee beans to Colombia, without prejudice to the phytosanitary status of the country and the customs rules governing the matter. https://members.wto.org/crnattachments/2019/SPS/COL/19_4615_00_s.pdf

The Republic of Colombia hereby advises that Colombian Agricultural Institute (ICA) Resolution No. 3823 "Establishing the network of analysis and diagnostic laboratories in the context of sanitary and phytosanitary measures designed to strengthen the agricultural sector", notified by the World Trade Organization on 25 October 2016 in document G/SPS/N/COL/244/Add.1, has been amended under Resolution No. 11636 of 2 August 2019 "Amending Articles 2, 10 and 23 of ICA Resolution No. 3823 of 2013 and repealing ICA Resolution No. 20058 of 2018". https://members.wto.org/crnattachments/2019/SPS/COL/19_4614_00_s.pdf

The notified Resolution declares a phytosanitary emergency in national territory due to the presence of the disease known as banana wilt caused by Foc TR4 for a period of one year as from the entry into force of this Resolution.

The draft resolution sets forth requirements for export production sites, exporters and importers of cut flowers or branches of ornamental plant species to register with the ICA. The draft Resolution sets forth registration requirements and procedures for manufacturers and importers of foodstuffs for animals, registration requirements and procedures for foodstuffs for animals, and other provisions.

The notified resolution prohibits the importation, manufacture, registration, marketing and use in Colombia of agricultural pesticides with a guaranteed composition containing one or more of the following chemical substances: dibromochloropropane (DBCP), ethylene dibromide, endrin, dinoseb, captafol and fonofos.
