This draft technical regulation applies to vegetable fats and fat mixtures containing: fat content of not less than 10% and not more than 90%. Following the OIE report dated 25 July 2017, which indicates that a Rift Valley Fever (RVF) outbreak has occurred in Nigeria, it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of RFV into the country. Therefore, the import of livestock from Nigeria to the Kingdom of Saudi Arabia is temporarily suspended.

Lifting temporary ban on the importation of live birds, hatching eggs and one-day old chicks originating from Austria.

The Saudi Ministry of Environment, Water and Agriculture issued the Decision No. 1438/1291/377 dated 21 August 2017, lifting the temporary ban on the importation of live birds, hatching eggs and one-day old chicks originating from Serbia. The Ministry of Environment, Water and Agriculture in the Decision No. 120290 dated 29 December 2016 (30/03/1438 AH) imposed a temporary ban on the importation of live birds, hatching eggs and one-day old chicks originating from Serbia, due to the outbreak of Highly Pathogenic Avian Influenza (HPAI) in Serbia.Based on OIE reports in the last three months, HPAI has not been registered in Serbia. In compliance with the OIE Terrestrial Animal Health Code, Chapter 10.4, the risk of importing live birds, hatching eggs and one-day old chicks from Serbia is negligible.

This Guide describes principles and regulatory requirements to be applied by the exporting country and the importing GCC countries in assuring the safety and suitability of shipments of imported food. Health certificates for imported food (from animal and plant origins) which include specific attestations are provided in the Guide. In 2017, the Kingdom of Saudi Arabia notified WTO (SPS) about this Guide (G/SPS/N/SAU/14). Due to comments from many WTO Members, this Guide had been reviewed by GCC Food Safety Committee and modified accordingly. The attached version has been adopted by all GCC countries. The implementation of this Guide is voluntary, and it shall not come into force until further notice.

In compliance with the OIE Terrestrial Animal Health Code, Chapter 10.4. The risk of importing live birds, hatching eggs and one-day old chicks from Poland is negligible.

Following the OIE report, Ref. No. 24544 dated 11 August 2017, Highly Pathogenic Avian Influenza Virus (HPAI) outbreaks have occurred in Pampanga, Philippines. In compliance with the World Organization for Animal Health (OIE) Terrestrial Animal Health Code Chapter 10.4, it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of HPAI into the country. Therefore, the import of poultry meat, eggs and their products (with the exception of processed poultry meat and egg products exposed to either heat or other treatments that ensure deactivation of avian influenza viruses) from Pampanga, Philippines to the Kingdom of Saudi Arabia is temporarily suspended.

Following the OIE report, Ref. No. 24407 dated 25 July 2017, which indicates that Koi Herpesvirus disease has occurred in Belgium, and in compliance with the World Organization for Animal Health (OIE) Aquatic Animal Health Code Chapter 10.7., it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of Koi Herpesvirus disease into the country. Therefore, the import of live ornamental fish to the Kingdom of Saudi Arabia is temporarily suspended.

Following the OIE reports, Ref. No. 24544 dated 11 August 2017, and No. 24527 dated 10 August 2017, which indicate that Highly Pathogenic Avian Influenza Virus (HPAI) outbreaks have occurred in the Lao People's Democratic Republic and Philippines, and in compliance with the World Organization for Animal Health (OIE) Terrestrial Animal Health Code Chapter 10.4, it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of HPAI into the country. Therefore, the import of live birds, hatching eggs and one-day old chicks from the Lao People's Democratic Republic and Philippines to the Kingdom of Saudi Arabia is temporarily suspended.

The Kingdom of Saudi Arabia is lifting the ban on the importation of meat and meat by-products (chilled, frozen and processed), from cattle, goats, sheep, camelidae and poultry meat, eggs and their products from the Russian Federation.

Following the OIE report, Ref. No. 24527 dated 10 August 2017, Highly Pathogenic Avian Influenza Virus (HPAI) outbreaks have occurred in Xaysomboun special region, and Champasak, Lao People's Democratic Republic. In compliance with the World Organization for Animal Health (OIE) Terrestrial Animal Health Code Chapter 10.4, it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of HPAI into the country. Therefore, the import of poultry meat, eggs and their products (with the exception of processed poultry meat and egg products exposed to either heat or other treatments that ensure deactivation of avian influenza viruses) from Xaysomboun special region, and Champasak, Lao People's Democratic Republic to the Kingdom of Saudi Arabia is temporarily suspended.

Following the OIE report, ref. No. 24151 dated 27 June 2017, which indicates that a Crayfish Plague outbreak has occurred in Ireland, it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of the disease into the country. Therefore, the import of live fish from Ireland to the Kingdom of Saudi Arabia is temporarily suspended.

Following the OIE reports, ref. No. 24092 dated 16 June 2017 and ref. No. 24136 dated 24 June 2017, which indicate that Foot and Mouth Disease (FMD) outbreaks have occurred in Colombia and Myanmar, it is deemed necessary for the Kingdom of Saudi Arabia to prevent the entry of FMD into the country. Therefore, the import of livestock from Colombia and Myanmar to the Kingdom of Saudi Arabia is temporarily suspended.
