The proposed amendments seek to: 1. Revise the recommended daily intake of Green tea extracts; 2. Add new warning notices for the intake of Green tea extracts to the existing ones; 3. Newly establish the warning notices for the intake of Aloe whole leaves, Garcinia cambogia extracts, and Probiotics; and 4. Revise the manufacturing method of Probiotics.
The Animal and Plant Quarantine Agency (APQA), Ministry of Agriculture, Food and Rural Affairs (MAFRA) in the Republic of Korea, has added host plants of Radopholus similis, one of the prohibited quarantine pest of the Republic of Korea, which is based on the result of Pest Risk Analysis (PRA). The proposed amendment seeks to: 1. Newly list allulose as a food ingredient; 2. Revise the maximum residual limits for pesticides and veterinary drugs: - Establish MRLs for 22 insecticides (Methamidophos, etc.) for chicken meat and eggs; 3. Revise General Test Methods: - Expand veterinary drugs subjected to simultaneous test method; - Establish test methods for insecticides for chicken meat and eggs; - Establish simultaneous test method for mycotoxins in foods; and - Establish test method for additionally approved genetically modified foods.
The proposed amendment seeks to: 1. Revise the specifications for hygiene indicator bacteria and foodborne pathogens; 2. Revise and newly establish the specifications for mycotoxins; 3. Establish total acid content standard and manufacturing/processing standards for ‘Candies'; and 4. Revise the maximum residual limits for eggs.

L. solanacearum is mandatory Polymerase Chain Reaction (PCR) testing from the 11 exporting countries of celery and celeriac seeds for sowing as below. The proposed amendment seeks to: 1. Exclude livestock products among items subject to exemption from import declaration for food used at exhibition; 2. Adjust of the time to confirm by the commissioner of each regional ministry of Food and Drug Safety or the head of regional local government if the conditionally declared imported food products were warehoused; and 3. Adjust of the scope of foods that a Minister of Food and Drug Safety recognizes as safe among foods, etc. that have no inadequate history after inspection.
- The APQA/MAFRA of the Republic of Korea will change the health certificate format due to the revision of enforcement regulation of the Act on the Prevention of Contagious Animal Diseases. Major changes are as below: 1. The title of certificate, which appears in the upper part of the form, will be changed from "HEALTH CERTIFICATE OF ANIMAL QUARANTINE" to "HEALTH CERTIFICATE FOR ANIMAL QUARNATINE"; 2. The English title of a Korean legislation that deals with the issuance of health certificates will be changed from the "Livestock Epidemic Prevention and Control Act" to the "Act on the Prevention of Contagious Animal Diseases". - The new health certificate form will become valid for use from 26 March 2018. - Where there is a health certificate format agreed between the APQA/MAFRA of Korea and the relevant authorities of other countries, the agreed format will be used continuously.
The Korean government APQA/MAFRA has completed a pest risk analysis for "Candidatus Liberibacter solanacearum (Ca. L. solanacearum)" associated with carrot seeds for sowing imported from 11 countries (Finland, France, Georgia, Germany, Israel, Italy, Morocco, Norway, Spain, Sweden and The United States of America). This pest risk analysis was initiated in response to the introduction of emergency measures against Ca. L. solanacearum from carrot seeds. The import condition for carrot seeds is mandatory Polymerase Chain Reaction (PCR) testing in the 11 exporting countries of carrot seeds for sowing. The PCR test should be done by the NPPO or public testing agencies approved by the NPPO in accordance with ISPM 27 (DP 21) or Munyaneza et. Al (2012). - If the PCR test is carried out by the NPPO, a Phytosanitary Certificate with the additional declaration that "The seeds were tested by PCR before export and found free from Zebra Chip disease" should be issued; or - If the PCR test is carried out by public testing agencies, the attached PCR Inspection Certificate should be issued. This public notice is to make the Act consistent with its primary laws or other provisions mentioned in the public notice and to revise other details: making compulsory the application for risk assessment of new marine and fisheries LMOs, which is being defined as discretionary with regard to their safety management; and, if marine and fisheries LMOs are imported without license, discarding or returning those imported LMOs regardless of their proportion. A. To make compulsory the application for the risk assessment of new LMOs, which is being defined as discretionary, the same as in Article 7(2) of the Act. (Article 7-1); B. If marine and fisheries LMOs are imported along with other living organisms without license, such LMOs should be discarded or returned regardless of their proportion just as the unapproved or unreported LMOs are treated under Article 7-36 of the Act. (Article 7-15); C. To add research and production process facilities so that the scope of follow-up management of marine and fisheries LMOs can be consistent with the scope defined in Article 36 of the Act. (Article 7-27); D. To add the procedure to notify the inspection result of the imported marine and fisheries LMOs. (Article 7-33).

Republic of Korea is proposing to amend the "Standards and Specifications for the Food Additives". 1) The standards and specifications of the following food additive are newly established: Nickel (as a catalyst) 2) The list of synthetic flavouring substances is revised. 44 of flavouring substances are removed from the list, and 27 of substances are newly added in the list by deletion of Article relevant to synthetic flavouring substances in General provisions. 3) The standards for the use of the following 13 food additives are revised: Manganese gluconate, ferrous gluconate, 5'-cytidylic acid, disodium 5'-cytidylate, 5'-adenylic acid, L-ascorbyl palmitate, disodium 5'-uridylate, sodium aluminium phosphate acidic, sodium silicoaluminate, sodium aluminium phosphate basic, aluminium ammonium sulphate, aluminium potassium sulfate 4) The Nitrogen determination in General test methods is revised.
The proposed amendment seeks to: 1. Establish manufacturing and processing standards for products containing seaweeds as an ingredient. 2. Establish inorganic arsenic standards for food products, including foods for infants and young children, containing rice, sea weed (Sargassum fusiforme) or Gulf weed (Sargassum fulvellum). 3. Establish general test methods - Establish test methods for two pesticides (Fluxametamide, Tiafenacil) - Revise and establish test methods for veterinary drugs (Trichlorfon, Metrifonate, Amitraz, Emamectin, Diclofenac, Metoserpate, Buquinolate, Gamithromycin, Sulfanitran, Sulfapyridine, Isoflupredone acetate) - Establish a test method for inorganic arsenic in food products containing seaweeds 4. Establish and revise MRLs for forty-eight pesticides, including Diquat, in agricultural products. 5. Establish and revise MRLs for five veterinary drugs, including Novobiocin, in foods.
Upon enforcement of the revised Plant Protection Act, the Animal and Plant Quarantine Agency (APQA), Ministry of Agriculture, Food and Rural Affairs (MAFRA) of the Republic of Korea has announced that imported nursery stocks subject to post-entry quarantine are required to have tags attached. Detailed requirements and the list of nursery stocks are to be provided on these attached tags.
The Republic of Korea is proposing to amend the "Standards and Specifications for Food Utensils, Containers and Packages": 1) Combine the standards and specifications of the utensils, containers and packages for food and livestock products; 2) Revise the "Method of sampling and handling of samples".
- The APQA/MAFRA of the Republic of Korea will change the phytosanitary certificate form due to the revision of the Plant Protection Act, Enforcement Decree and Enforcement Rule of Plant Protection Act as follows: -- the previous certificate indicated: only use English; however the new certificate indicates: use English along with Korean; -- the new certificate adds 'Country of export'; - The new phytosanitary certificate form became valid for use since 4 December 2017.
