The Animal and Plant Quarantine Agency (APQA), Ministry of Agriculture, Food and Rural Affairs (MAFRA) in the Republic of Korea, has amended the quarantine pest list which is based on the result of a Pest Risk Analysis (PRA) and in accordance with the provisions of Article 4 and 6 of the Ministerial Ordinance of the Plant Protection Act. Republic of Korea is proposing to amend the "Standards and Specifications for Food Utensils, Containers and Packages ". 1. The common manufacturing standards are revised. 2. The standards for using of recycled synthetic resins are revised. 3. The common specifications, the usage specifications and the suitability determination of standard and specifications are revised. 4. The test methods are revised.

The regulation has been Proposed:The list of countries and products allowed to be imported to Korea is updated. (e.g. Dutch and Danish beef/Finnish poultry meat, edible eggs and processed egg products/Thai processed egg products/Portuguese sterilized pork products)

1. Adjustment on the types of pesticides for simultaneous residue analysis of agricultural commodities, when they are imported for the first time. 2. Adjustment of the list of commodities by country that the Minister of Food and Drug Safety recognizes as safe.

The proposed amendments seek to: 1. Clarify the phrase of regulation 2. Remove the range of "content of functional compounds (or marker compounds)" 3. Revise the prerequisite for making health functional food using "propolis extracts" 4. Revise the warning notices for intake of "Saw palmetto fruit extracts" 5. Add new accreditation content for "Chitooligosaccharide" 6. Revise the document for easy understanding 7. Reflect the changes of "Food Code" and "Food Additives Code" 8. Revise the testing methods (chitosan, phosphatidicolin in phospholipid, etc.)

Amendment to Article 2 and Article 28 of Enforcement Rule, notified in G/SPS/N/KOR/660 in 2019, was made on 3 January 2020. The proposed amendment seeks to: 1. Revise the maximum residual limit of antimicrobials in livestock and fishery products and honey 2. Revise the maximum residual limits of pesticides in agricultural products (37 pesticides including Deltamethrin)

Republic of Korea is proposing to amend the "Standards and Specifications for the Food Additives". 1) The standard for the use of the following 4 food additives are revised: Food red No. 3(Erythrosine), Food red No. 40(Allura red), Food blue No. 1(Brilliant blue), Food yellow No. 4(Tartrazine)

As the "Special Act on Imported Food Safety Control" has been revised to publish information of foreign food facilities or foreign establishment when imposing or lifting import suspension on them, this Enforcement Rule has been amended to provide details including content of published information and publication method.

The proposed amendment seeks to: 1. Revise the definition of "Food irradiation treatment" by excluding x-ray used for inspection purpose. 2. Revise the list of "Ingredients of Plant Origin" in the "Classification of Food Ingredients". 3. Revise and clarify the target food products subject to the application of maximum radioactivity limits. 4. Add two newly identified compounds to the list of erectile dysfunction drugs and their analogues, which shall not be detected in foods. 5. Revise the storage and distribution standards to allow temporary thawing of frozen fishery products for the purpose of removing foreign matters, cutting or subdividing the product. 6. Revise the limit of iodine value in "Soybean oil". 7. Revise the "Ingredients Approved for Use in Food" by newly adding 10 ingredients including "Amphioctopus membranaceus 8. Revise the maximum residual limits of veterinary drugs and clarify the substances which are exempted from the application of MRLs. 9. Revise and establish the maximum residual limits of pesticides in agricultural products (83 pesticides including Glufosinate (ammonium)). 10. Revise the General Test Methods. 11. Revise several terms for clarification and harmonization.

The MAFRA has proposed to enact the "Import Health requirements (IHRs) for animal protein feed" for preventing the introduction of animal diseases from other countries. Animal protein feed will require to be heat-processed at the approved establishments and the conditions in the implementing IHRs will need to be met. These conditions are designed to mitigate the risk of contamination of these products with pathogens of infectious animal diseases.

The proposed draft is revised so that amendments to the "Standards and Specifications of Foods" will be automatically updated in the list of substances subject to import suspension. The proposed draft is revised to also approve electronic health certificates from the exporting country's government.

MAFRA has proposed to revise the "Import Health requirements (IHRs) for Straw and Forage" for the concern that African swine fever (ASF) could spread to pigs through straw and forage originating from the ASF infected countries. The concerned products will require to be heat-processed to reach internal temperature of at least 80 °C for a minimum of 10 minutes at approved establishments and the conditions in the implementing IHRs will need to be met. These conditions are designed to mitigate the risk of contamination of these products with the African swine fever virus.

The Animal and Plant Quarantine Agency (APQA) establishes phytosanitary export management system for vehicles and machinery which are exported from the Republic of Korea to a foreign country, to comply import requirements.

Because of the possibility of cross-contamination of dried porcine blood with ASF virus at the processing facilities, MAFRA decides to take an emergency measure to temporarily suspend import of porcine blood powder (including plasma powder) from ASF affected countries until the enactment (1 January 2020) of import health requirement of animal protein. - Until the Import Health Requirements on Animal Protein for animal feed (tentative name) is enacted in order to secure safety of imported porcine blood powder from the ASF affected countries, MAFRA imposes an administrative order that a temporary suspension of imports of porcine blood powder (including pig plasma powder) from the ASF affected countries as of 10 October 2019 (local time 12 A.M.); - The Import Health Requirements of Animal Protein for animal feed will include appropriate risk management measures on possible cross-contamination of dried porcine blood with ASF virus at the processing establishments and fulfilment of heat-treatment requirements.

The proposed amendment seeks to: 1. Revise the limits for Clostridium perfringens in 'Soy sauces and pastes', 'Salted and fermented seafood products', 'Hot pepper powder or shredded hot pepper' and 'Spice products'; 2. Revise the manufacturing and processing standards for jellies; 3. Clarify and improve the application of the maximum residual limits of pesticides; 4. Revise and establish the application principles for the maximum residual limits in livestock and fishery products; 5. Revise the standards for food preparation in food service businesses; 6. Revise the sampling and sample handling methods; 7. Modify the lists of food ingredients by adding, deleting and combining food ingredients as necessary; 8. Revise and establish the maximum residual limits of pesticides in agricultural products (81 pesticides including Deltamethrin); 9. Revise the maximum residual limits in livestock and fishery products (ten residual substances including Lindan); 10. Revise the General Test Methods.

The proposed amendment seeks to: 1. Revise the limit for cadmium in squids; 2. Remove "Large-leaf labrador tea (Ledum palustre var. maximum Nakai)" and "Narrow-leaf labrador tea (Ledum palustre var. decumbens Aiton/Ledum palustre subsp. decumbens (Aiton) Hulten/Ledum paluste f. decumbens (Aiton) Y.L.Chou & S.L.Tung)" from the 'Ingredients Approved for Use in Food' list.
