Department of Agriculture Memorandum Order No. 56 Series of 2020 Lifting the Temporary Ban on the Importation of Mechanically Separated Meat Originating from Poland

Department of Agricutlure Memorandum Order No. 55 Series of 2020 Lifting the Temporary Ban on the Importation of Domestic Pigs and their Products Including Pork Meat and Semen Originating from Belgium

The Order signed on 7 October 2020 expands the temporary ban on entry of meat and meat products of domesticated or wild pig in nature from Indonesia, Greece, Myanmar, Serbia, Slovak Republic, Korea, Republic of, and Germany.

The Philippines would like to extend the comment period to October 20, 2020.

The Circular contains clarificatory guidelines to DA Administrative Order (AO) No. 9 s. 2010 to ensure all cats and dogs being imported into the country have the necessary documentary requirements before entry.  The Circular was signed on 24 September 2020.

The Order bans the importation of domestic and wild horses including semen, oocytes or embryos from Malaysia.  It also immediately suspends the processing, evaluation of the application and issuance of SPS import clearance of the said goods.  All shipments of the said goods into the country shall be stopped and confiscated by DA Quarantine Officers/Inspectors at all ports. The Order was signed on 15 September 2020.

It also immediately suspends the processing, evaluation of the application and issuance of SPS import clearance for the aforementioned goods. All shipments of the said goods into the country shall be stopped and confiscated by all DA Veterinary Quarantine Officers/Inspectors at all ports. The Order was signed on 14 September 2020.

Department of Agriculture Memorandum Order No. 42 Series of 2020 Partial Lifting of the Temporary Importation Ban on Mechanically Deboned Meat (MDM) of Poultry from Brazil.  The Order was signed on 7 September 2020.

Bureau of Animal Industry Memorandum Order No. 42 Seies of 2020.  The BAI Memorandum entitled Guidelines for the Implementation of DA Memorandum Order 39 series of 2020 issued on 17 August 2020 is hereby udpated and shall be read as follows: 1.  All imports with approved Sanitary and Phytosanitary Import Clearance (SPSIC) on or before 14 August 2020 will still be VALID provided all shipments are accompanied by complete documentary requirements related to the importation of meat products. 2.  All shipments IN TRANSIT will be accepted. 3. Production date of poultry meat to be exported must be on or before 14 August 2020. 4.  All inspection, in accordance to veterinary quarantine procedures, will be conducted in each shipment.

The Order temporariy suspends the accrediation of Brazilian Foreign Meat Establishments to export poultry meat to the Philippines pending the results of thorough assessment to be conducted by DA.  It also suspends the processing and evaluation of the applications and issuance of SPS import clearance for the said goods.  The Order was signed on 14 August 2020.

The Order bans the importation of domestic and wild birds and their products including poultry meat, day old chicks, eggs and semen.  It also immediately suspends the processing and evaluation of the application and issuance of SPS import clearance for the said goods. All incoming poultry shipments with SPS import clearance issued on or before 6 August 2020 will be allowed provided frozen poultry meat has a slaughter/process date of 21 days prior to the start of the HPAI outbreak (on or before 3 July 2020).  All shipments will be subject to veterinary quarantine rules and regulations.  Stoppage and confiscation of all shipments of the above-stated commodities (with the exception of heat-treated products) into the country will be done by all DA Veterinary Quarantine Officers/Inspectors at all major ports of entry if the provisions in Item 3 are not followed.  Importation of meat products of poultry is subject to the conditions provided in Article 10.4.19, 10.4.20 and 10.4.26 of the OIE Animal Health Code (2019).
