This alert is for an amendment to the seeds for sowing import health standard. The amendment adds emergency measures to effectively manage the risk of Tomato mottle mosaic virus (ToMMV) on the seed for sowing pathway for the hosts Capsicum spp. (pg 39-40) and Solanum lycopersicum (133-135). The import health standard describes import requirements for seeds for sowing imported into New Zealand.MPI's emergency measures to manage ToMMV on the seeds for sowing pathway are: The inclusion of ToMMV as a quarantine pest in the specific requirements for Capsicum and lycopersicum in the seeds for sowing import health standard. The requirement of a phytosanitary certificate additional declaration to certify that the seeds were either: Sourced from a ‘pest free area', free from Tomato mottle mosaic virus; OR Sourced from a ‘pest free place of production', free from Tomato mottle mosaic virus; OR Officially tested, on a representative sample of a minimum of 3000 seeds officially drawn according to the ISTA or AOSA sampling methodology, using an NPPO-approved ELISA or NPPO-approved PCR testing method and found free from Tomato mottle mosaic virus.Testing is required to be completed offshore prior to export, or on arrival in New Zealand.

The New Zealand Ministry for Primary Industries has made urgent amendments to the Import Health Standards for Vitis vinifera, Grape from Italy, to indicate a temporary suspension. This temporary suspension will be in place while efficacy data supporting the phytosanitary treatment schedule is reviewed.

MPI is undertaking a targeted consultation on the harmonisation of phytosanitary measures for the management of Drosophila suzukii on imported fresh table grapes. The phytosanitary measures for the management of D. suzukii risk have previously been consulted on specific pathways. The targeted consultation is aiming to align the phytosanitary measures across all table grape pathways where D. suzukii is present.

The proposed Mycoplasma bovis requirements in section 2.12 of the Import Health Standard (and 79-84 of the model certificate in the Guidance Document) have been amended to clarify that the PCR test is an alternative option to the treatment protocols outlined for semen and embryos.

This standard describes the import specifications and entry conditions for nursery stock imported into New Zealand.

New Zealand's new import health standard Equids (issued 5 September 2019). New Zealand was in the process of transitioning import requirements from the existing IHS Horses to this new IHS Equids. This IHS will be suspended as there is currently no trade under this standard. This will allow time to undertake an updated risk assessment and consult on risk management measures for piroplasmosis. In the meantime an urgent amendment has been made to the IHS Horses.

The standard describes the import specifications and entry conditions for nursery stock imported into New Zealand. Urgent measures have been put in place to manage Xylella fastidiosa on the newly identified host genera under the following schedules:ArbutusChrysanthemumChrysanthemum morifoliumCichoriumHebe; and Metrosideros.Imports of the newly identified host genera, on their respective schedules, will be required to comply with the existing measures for the management of X. fastidiosa in the import health standard 155.02.06: Importation of Nursery Stock. Specifically, to comply with  section 2.2.1.12: Measures for Xylella fastidiosa and section 2.2.2.5: Measures for Xylella fastidiosa on tissue culture.

New Zealand's import health standard for horses. An urgent amendment is being undertaken to clarify the testing requirements for piroplasmosis, to require two of the OIE manual recommended serological tests for international trade (the IFAT and cELISA) to be carried out during pre-export isolation.

Proposed layout and usability improvements: The layout has been changed to give importers greater assurance around the types of vehicles, machinery and parts captured by the requirements of the Standard, especially brown marmorated stink bug (BMSB) management requirements; and The Standard is now solely based on commodity types without designated sections for BMSB management or used vehicles, machinery and parts ; and The specific commodity type lists (Schedule 1) have been expanded to provide as much inclusion and exclusion examples as possible. > Proposed changes to measures: > Moldova, Portugal and the Ukraine have been included as BMSB risk countries. Three changes relating to BMSB management including; the removal of new vehicle type exclusions, mandatory submission of a declaration linked to exclusion criteria for some new commodities and minor changes to the residual insecticide treatment option for importers of aircraft and watercraft.  Three changes relating to the more general import pathway for vehicles, machinery and parts. >All changes are separately listed and discussed in the supporting risk management proposal

The proposed amendments to the Import Health Standard for Sea Containers from All Countries:Extending BMSB requirements for Italian Sea Containers until 30 April 2022;Rewording and change in format for clarity; and Inclusion of Quarantine Declaration as a Schedule

Import requirements for bovine semen and bovine embryos for New Zealand.

MPI is proposing to remove the Apiaceae schedule from the Import Health Standard (IHS) 155.02.05: Seeds for Sowing; this is a trade-enabling measure.The current Apiaceae schedule requires that all imported seed lots must be accompanied by a phytosanitary certificate with an additional declaration for Lso haplotypes C, D and E. The additional declaration must state that: the seeds have been sourced from a country free from Lso haplotypes C, D and E; or a representative sample of 10,000 seeds has been sampled and tested for this bacteria (onshore or offshore) and found free; or the seed lot has been treated with hot water at 50°C for at least 30 continuous minutes. >The above measures were introduced as provisional measures subject to review and full technical assessment within a reasonable period, as per Article 5.7 of the WTO-SPS agreement.MPI has now completed its full technical assessment and found that new scientific evidence does not support the previous finding that Lso is seed transmitted on the Apiaceae family. As a result, MPI no longer considers Apiaceae seed to be a risk pathway for introduction of Lso. The addition of exemption from compliance with a MRL for the following compounds:Medium chain fatty acids (C6-C12) and their mono-, di-, and triglycerides, when used as a teat sanitiser, in Schedule 3 (veterinary medicines) of the Notice.

This is an urgent amendment to include the species Solanum melongena to effectively manage the risk of PSTVd on this import pathway. The import health standard describes import specifications and entry conditions for seeds for sowing imported into New Zealand.

The targeted consultation document proposes a number of minor changes to measures, all of which are trade-enabling, to the relevant schedules in import health standard 155.02.05:  Seeds for Sowing and IHS 155.02.06: Importation of Nursery Stock (listed below)Amendments to IHS 155.02.05: Seeds for sowing Adoption of hot water treatment performed onshore at an MPI-approved facility as a phytosanitary measure for regulated bacteria on Apiaceae and Cannabis sativa seeds for sowing. Adoption of molecular testing as an offshore phytosanitary measure for Tomato brown rugose fruit virus on Capsicum and Solanum lycopersicum seeds for sowing. Addition of an option for importers to provide a non-GMO declaration to meet the genetically modified (GM) requirements for Petunia seeds for sowing. Removal of requirement for ‘appropriate common name' to be specified on phytosanitary certificates for Petunia seeds for sowing. Amendments to IHS 155.02.06: Importation of Nursery Stock Addition of an option for importers to provide a non-GMO declaration to meet the GM requirements for Petunia nursery stock (whole plants, cuttings and tissue cultures). Amendment to information required on GM testing certificates for Petunia nursery stock (whole plants, cuttings and tissue cultures). Removal of the requirement for an import permit for Petunia tissue cultures. The Ministry for Primary Industries (MPI) has drafted the Import Health Standard for Zoo Marsupials and Monotremes.The standard allows for all species of marsupials and monotremes holding a containment approval by the Environmental Protection Authority into containment to be imported from Australia.Further information can be found in the Risk Management Proposal.
