Pursuant to the Decision establishing the module of phytosanitary requirements for the importation of goods regulated by the Ministry of Agriculture, Livestock, Rural Development, Fisheries and Food, in relation to plant health (Acuerdo por el que se establece el módulo de requisitos fitosanitarios para la importación de mercancías reguladas por la Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación, en materia de sanidad vegetal), published in the Mexican Official Journal on 7 February 2012, the phytosanitary requirements governing the importation of pumpkin (Cucurbita moschata) seed for sowing, originating in and coming from the United States, established on the basis of a pest risk analysis, have been submitted for comment. Imports of this product must be accompanied by a phytosanitary certificate, have been subjected to a phytosanitary treatment and meet certain packaging requirements.

Pursuant to the Decision establishing the module of phytosanitary requirements for the importation of goods regulated by the Ministry of Agriculture, Livestock, Rural Development, Fisheries and Food, in relation to plant health (Acuerdo por el que se establece el módulo de requisitos fitosanitarios para la importación de mercancías reguladas por la Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación, en materia de sanidad vegetal), published in the Mexican Official Journal on 7 February 2012, the phytosanitary requirements governing the importation of pumpkin (Cucurbita moschata) seed for sowing, originating in and coming from Chile, established on the basis of a pest risk analysis, have been submitted for comment. Imports of this product must be accompanied by a phytosanitary certificate, have been subjected to a phytosanitary treatment and meet certain packaging requirements.

The notified text establishes the mandatory phytosanitary requirements and specifications to be met by imported natural Christmas trees of species of the genera Pinus and Abies and the species Pseudotsuga menziesii at the point of their entry into Mexico. This Standard is binding on natural and legal persons engaged for commercial or non-commercial purposes in the importation of the aforementioned trees.

Imports of paddy rice must meet certain requirements as regards packaging, treatment and inspection.

Imports of cut flowers and fresh foliage of hortensia must be accompanied by a phytosanitary certificate, have been subjected to a phytosanitary treatment and meet certain requirements as regards packaging.

Imports of pumpkin seed must be accompanied by a phytosanitary certificate, have been subjected to a phytosanitary treatment and meet certain requirements as regards packaging.

The notified text seeks to regulate the provisions of the Federal Law on Plant Health with regard to the implementation, verification and certification of systems for the reduction of contamination risks in the primary production of plants, with the aim of ensuring an appropriate level of phytosanitary protection and the reduction of contamination risks in plants, and plant products and by-products in Mexico.

Pursuant to the second transitional article of the Decision Notifying Guidelines for Organic Agricultural Activities, operators certified under voluntary schemes shall, upon the date of this Decision's entry into force, bring themselves into compliance with its provisions and obtain the respective organic certification within a maximum period of 12 months, i.e. by April 2015.Section V of Article 258 of the Decision Notifying Guidelines for Organic Agricultural Activities establishes that imported products from countries that have equivalent regulations and control systems, or which are certified by certification bodies approved by the Ministry, may be marketed as organic on the domestic market. Given that Mexico is currently addressing the equivalence of the national control system, trade flows would be affected, as, from 30 April 2015 onwards, it would not be possible to market imported organic products on the domestic market without them being re-certified, which would give rise to an increase in their cost and price for the industrial sector, traders and consumers.
