The proposed amendments to the the Food Regulations 1985 [P.U.(A) 437/1985] involve the following:To amend the microbiological parameters and limits of Escherichia coliEnterococciPseudomonas aeruginosa and Sulfite-reducing anaerobe in the Twenty Fifth Schedule related to standard for packaged drinking water and vended water;To amend microbiological parameters and limits, and to insert three microbiological parameters of Enterococci,Pseudomonas aeruginosa and Sulfite-reducing anaerobe in the Twenty Sixth Schedule related to standard for natural mineral water.

The proposed amendments to the Food Regulations 1985 [P.U.(A) 437/1985] involve the following:1.   Amendments to regulation 361 on general standard for alcoholic beverages;2.  Amendments to regulations 362 to 386A and 387 on specific requirements of alcoholic beverages in relation to the alcohol content, the addition of other ingredients, the use of food additives and labelling requirements. The purpose of the amendments on all provisions of food additives for alcoholic beverages is to harmonise the food additive requirements with the Codex Alimentarius, i.e., Codex General Standard for Food Additives (GSFA, Codex STAN 192-1995), in line with subregulation 19(2) of the Food Regulations 1985 [P.U.(A) 437/1985]. The conditions under which food additives may be used in alcoholic beverages can be directly referred to GSFA, Codex STAN 192-1995; and3.   Insertion of a new regulation, regulation 384A which prescribes the standard and labelling requirements for tequila and mezcal.

To amend subregulation 11(1)(e), by inserting requirement for added water to be declared in the list of ingredients in descending order.

To amend subregulation 11(5), by revising the list of ingredients known to cause hypersensitivity.

To amend the Twenty Sixth Schedule of the Food Regulations 1985 [P.U. (A) 437/1985] to be in line with Codex Standard For Natural Mineral Waters (CODEX STAN 108-1981) as follows: 1. Amendment to the maximum permitted proportions of arsenic, cadmium, lead, barium, manganese and fluoride; and 2. To replace the chemical name of chromium (VI) with total chromium.

To amend the Sixteenth Schedule of the Food Regulations 1985 [P.U.(A) 437/1985] as follows: 1. The addition of three new pesticides (cymoxanil, florpyrauxifen-benzyl and flupyradifurone) and its maximum residue limits (MRLs); 2. The addition of new MRLs to the existing pesticides (dinotefuran and lufenuron) for new commodities.

To amend the twenty-fifth schedule of the Food Regulations of 1985 by modifying maximum permitted proportions of aluminium, arsenic and chloroform.

Malaysia proposed to revise and implement new import requirements of grains and grain products into Malaysia following the gazette of the Malaysian Quarantine and Inspection Services Act 2011. This act requires that the importation of any grains and grain products into Malaysia shall require an Import Permit. The commodities would also have to be accompanied by a Phytosanitary Certificate.

To amend Sixteenth Schedule of the Food Regulations 1985 as follows:- The addition of 6 maximum residue limits (MRLs) of 4 new pesticides (metaflumizone, metominostrobin, oxathiapiprolin and saflufenacil). - The addition of 1 new MRL of new commodity to an existing pesticide (dinotefuran).

To amend Regulation 28 of the Food Regulations 1985 by inserting the definitions of ceramic cooking ware and maximum permitted proportion of lead and cadmium release as minimum safety requirement.

To amend Twenty Fifth Schedule and Twenty Fifth A Schedule of the Food Regulations 1985 by removing bacteriological standard, Clostridium perfringens (CP)

The draft amendment seeks to include Maximum Residue Limits (MRLs) of new pesticides into the Sixteenth Schedule of the Food Regulations 1985.

To replace Regulation 27A, Food Regulations 1985: Prohibited feeding bottles with Regulation 27A, Food Regulations 1985: Feeding bottles and teats. The purpose of this amendment is to include the maximum permitted proportion of total N-nitrosamines (not more than 0.01 mg/kg) and N-nitrosatable (not more than 0.1 mg/kg) for teats as minimum safety requirement.

The Department of Fisheries (DOF) is enacting this notice in accordance with Section 40. Control of Live Fish of the Fisheries Act 1985 (Act 317). The purpose of this notification is to inform all countries of the temporary emergency measures for the importation of live tilapia fish.The main contents of the announcement are as follows:1. Exporting country shall ensure that the tilapia fish are sourced from approved farm and under official control of the Competent Authority (CA); 2. Health Certificate shall be issued by the Competent Authority (CA) of the exporting country; 3. Exporting country shall ensure that the fish consignment originated from a zone free from OIE-listed diseases and Tilapia Lake Virus (TiLV). There should not be any disease outbreak for a period of two years prior to export. This temporary emergency measures are due to unacceptable biosecurity risks of live tilapia fish infected with Tilapia Lake Virus (TiLV) and shall come into effect for a period of six months starting from 24 July 2017.
