MAFF is proposing revision of the Article 45 of the Ministerial Ordinance for Enforcement of the Act on Domestic Animal Infectious Disease Control to add milk products (for details see item 3 above) to the list of items subject to animal quarantine. Once an item is subject to animal quarantine, the import of the said item will not be permitted without an appropriate health certificate issued by the animal health authority of the exporting country. Milk products imported/exported as personal effects are exempted from animal quarantine. Animal Health Requirements are in preparation to set out detailed import conditions for milk products including required statements in the health certificate based on the import risk analysis and Chapters 8.8.24, 8.8.25, 8.8.35 and 8.8.36 of the OIE Terrestrial Animal Health Code (the OIE code). MAFF will duly notify WTO Members once draft Animal Health Requirements have been developed.

The draft maximum residue limits (MRLs) for Fluazifop-butyl were circulated for comments through the WTO/SPS notification as G/SPS/N/JPN/458 on 10 May 2016. The MHLW has decided to modify the draft MRLs for Fluazifop-butyl in Cucumber and Strawberry because the MHLW found out that Fluazifop-butyl is not used for such commodities in Japan and other countries.

The revisions of "the Ordinance for Enforcement of the Plant Protection Act" were published in Japanese Official Gazette on 24 May 2016. Revisions of lists will enter into force after six months from the date of adoption (on 24 November 2016) with the exception of the following: - Deletion of three quarantine pests from the Annexed Table 1, deletion of country in the item No. 22 and 23 of the Annexed Table 1-2, deletion of country and plant and addition of plant in the item No. 1 of the Annexed Table 2, Provisional Quarantine Pest list, and Non-Quarantine Pest List will enter into force on the date of adoption (on 24 May 2016). - Revision of the Annexed Table 1-2 will enter into force one year from the date of adoption (on 24 May 2017) (excluding the nine quarantine pests which will be moved from the Annexed Table 1-2 to the Annexed Table 2-2, which will enter into force after six months from the date of adoption ). 1.
