The amended Food Sanitation Act requires implementation of hygiene control based on HACCP for imported meat and poultry meat, and the food shall not be imported for sale, unless the Minister of Health, Labour and Welfare recognizes that they are manufactured or processed in a country or region, or at a facility which takes HACCP based control measures. Japan announces the countries, regions or facilities designated by the Minister of Health, Labour and Welfare pursuant to the provision Item 1 of Article 11 of the amended Act.

The revisions of the Ordinance for Enforcement of the Plant Protection Act and relevant requirements were notified by G/SPS/N/JPN/712 on 9 January 2020 and by G/SPS/N/JPN/712/Corr.1 on 15 January 2020 respectively, and these were published in the Japanese Official Gazette on 11 May 2020.These revisions and requirements will enter into force on 11 November 2020, except for deletion of five quarantine pests from Table 1 and 2 in Annex 1, correction of country name in Annex 2, 3 and 4 and addition of 65 non-quarantine pests in Annex 5, all of which have already entered into force on 11 May 2020.The revised Ordinance for Enforcement of the Plant Protection Act and the Details of Requirements for Each of the Quarantine Pests can be viewed at the following URLs: 1. In order to prevent the introduction of H5N8 Highly pathogenic avian influenza (HPAI) virus into Japan, the MAFF has suspended the import of live poultry, poultry meat and egg products from Bekes County of Hungary, including those shipped through third countries, based on articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control", "Animal Health Requirements for day-old chicks to be exported to Japan from Hungary" and "Animal Health Requirements for poultry meat etc. to be exported to Japan from Hungary" since 1 May 2020. Poultry meat products derived from animals slaughtered on and after 5 April 2020 and poultry egg products derived from eggs laid on and after 5 April 2020 from Bekes County of Hungary are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

The MAFF accepts scanned or hard copies of export certificates for animals, plants and their products to be exported to Japan in order to facilitate trade in face of COVID-19 outbreak. Please follow the procedures in Annex 1 for plant protection or Annex 2 for animal health if you wish to use scanned or hard copies of original export certificates in exporting the products to Japan. In order to strengthen legal authority of animal quarantine officers and heighten the penalty for violation against the provisions of import and export quarantine, the MAFF amended the Act on Domestic Animal Infectious Diseases Control as follows; 1. Authorize animal quarantine officers to conduct interviews to passengers of embarkation/disembarkation and to inspect their baggage for animal products and other items. 2. Authorize animal quarantine officers to dispose of illegal animal products and other items upon finding during the inspection. 3. Raise the fines for violation against the provisions of import and export quarantine such as bringing illegal animal products in Japan: in case of an individual, from ‘up to 1,000,000 yen' to ‘up to 3,000,000 yen,' and in case of a corporate body, from ‘up to 1,000,000 yen' to ‘up to 50,000,000 yen'. 4. Establish new fines of ‘up to 300,000 yen' for violation with respect to 1 and 2 above.

In order to prevent the introduction of H7N3 High pathogenic avian influenza (HPAI) virus into Japan, the MAFF has suspended the import of poultry meat and egg products from the state of South Carolina of the United States of America, including those shipped through third countries, based on articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" and "Animal Health Requirements for the poultry meat etc. to be exported to Japan from the U.S." since 10 April 2020. Poultry meat products derived from animals slaughtered on and after 16 March 2020 and poultry egg products derived from eggs laid on and after 16 March 2020 from the State of South Carolina of the United States of America are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

In order to prevent the introduction of H5N8 highly pathogenic avian influenza (HPAI) virus into Japan, the MAFF has suspended the import of poultry meat and egg products from the state of Sachsen-Anhalt of Germany, including those shipped through third countries, based on articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" and "Animal Health Requirements for poultry meat etc. to be exported to Japan from Germany" since 1 April 2020. Poultry meat products derived from animals slaughtered on and after 6 March 2020 and poultry egg products derived from eggs laid on and after 6 March 2020 from the state of Sachsen-Anhalt of Germany are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

Poultry meat products derived from animals slaughtered on and after 1 March 2020 and poultry egg products derived from eggs laid on and after 1 March 2020 from Bács-Kiskun and Csongrád county of Hungary are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.
