In order to protect public health and veterinary public health, the notified Resolution establishes, with immediate effect, the temporary suspension of the import of raw, cured, cooked, tinned, packaged, or any other form of pig (swine) products and by-products, accompanying the hand baggage and declared cargo of domestic or foreign passengers who temporarily or permanently enter Costa Rican territory through airports, sea and river ports or land border entry points from any country as a precautionary and contingency measure, with the aim of preventing the entry of the ASF virus into Costa Rica.

The notified Resolution establishes temporary emergency measures to mitigate the risk of Avocado sunblotch viroid (ASBVd) in fresh avocados (Persea americana) for consumption originating in Honduras.

The notified text provides for the mandatory prior assessment and approval of the equivalence of exporting countries' specific measures or entire systems, of specific trade sectors, of establishments or of specific or general goods, as applicable, for any establishment or natural or legal person interested in exporting to Costa Rica goods subject to SENASA control pursuant to Law No. 8495.

The notified text establishes a list of regulated pests, which entered into force on 15 December 2020. This list is based on international standards, notably ISPM No. 19: "Guidelines on lists of regulated pests" (2003, FAO, Rome), and "Costa Rican Technical Regulation (RTCR) No. 379/2000: Procedures for the implementation of phytosanitary requirements for the importation of plants, plant products and other plant material capable of harbouring pests", Decree No. 29.473-MEIC-MAG, and the respective technical guides, and on pest interceptions at entry points, technical data sheets and pest risk analysis (PRA) for specific pests and pests of national interest.

The notified draft Resolution establishes the mandatory phytosanitary measures for the importation of unrooted cuttings, rooted cuttings and plants with roots of purslane (Portulaca spp., Portulaca hybrid, Portulaca oleracea and Portulaca grandiflora), for sowing, originating from the state of Texas, United States of America.
