The amendment consists of the removal of some phytosanitary requirements from the Draft to facilitate trade, with a consequential amendment of the title to Resolution No. 090-2023-NR-ARP-SFE, State Phytosanitary Service, Standards and Regulations Department, Pest Risk Analysis Unit. The notified Central American Technical Regulation (RTCA) establishes the technical specifications to be met by yoghurt, conforming to the definition set out in Article 4.1 thereof. It applies to yoghurt for direct human consumption or further processing in the territory of the States Parties.
Risk mitigation measures are established and amended for quarantine fruit flies of the reported host species originating in any country where such quarantine fruit flies are present, in consignments of fresh fruit for consumption. In addition: 1. Risk mitigation measures are established for the importation of fresh pumpkin (Cucurbita pepo), squash (Cucurbita pepo) and watermelon (Citrullus lanatus (syn. citrullus vulgare)), originating in Panama, for consumption; 2. Risk mitigation measures are established for the importation of fresh mango (Mangifera indica), originating in Brazil, for consumption; 3. Risk mitigation measures are established for the importation of fresh Persian lemons (Citrus x latifolia), originating in Brazil, for consumption; 4. Risk mitigation measures are established for the importation of fresh mango (Mangifera indica), originating in the Dominican Republic, for consumption; 5. Risk mitigation measures are established for the importation of fresh citrus fruit (Citrus spp), originating in Egypt, for consumption; 6. Products for Costa Rica that do not have currently established phytosanitary import requirements and that are hosts of quarantine fruit flies and originate from countries where quarantine fruit flies are present must, in addition to complying with G/SPS/N/CRI/253 - 2 - phytosanitary requirements as determined for other pests of quarantine concern; 7. All consignments of fresh fruits for consumption must comply with the general requirements for produce for fresh consumption. The notified text establishes a list of regulated pests, which entered into force on 1 June 2023. The list is based on ISPM No. 19: "Guidelines on lists of regulated pests", 2003, FAO, Rome. The regulations are primarily based on Costa Rican Technical Regulation (RTCR) 379/2000: "Procedures for the implementation of phytosanitary requirements for the importation of plants, plant products and other plant material capable of harbouring pests, Decree No. 29.473-MEIC-MAG", and the respective technical guides, and on pest interceptions at entry points, technical data sheets and pest risk analysis (PRA) for specific pests and pests of national interest.
The notified text establishes phytosanitary measures for the importation of in vitro plants (propagated through meristem culture, using plant apexes of ≤ 5 mm) of the Musaceae family (Musa sp.) for planting, originating in any country. It also repeals point 2 under "Por Tanto, Resuelve" in Resolution No. 096-2022-NR-ARP-SFE, notified in document G/SPS/N/CRI/245 of 5 April 2022.
The notified Resolution establishes the phytosanitary measures for the importation of hemp and medicinal cannabis (Cannabis sativa) seeds for sowing, of any origin, and repeals Resolution No. 063-2020-ARP-SFE, notified in document G/SPS/N/CRI/232, circulated by the WTO on 24 June 2020.
The notified Resolution amends the phytosanitary measures established for Hemiptera: Coccoidea: Diaspididae and Coccidae insects in fresh produce for consumption, fresh produce for industry, fresh cut flowers for ornamental purposes and fresh cut foliage for ornamental purposes, removing the mention of pests of the Diaspididae and Coccidae families from any declaration of pest freedom, the need for treatment and pest free areas on phytosanitary certificates requested from countries that export the products in question.
The notified text prohibits the importation, manufacture, marketing or use of veterinary drugs containing arsenic or arsenic compounds. It also stipulates that applications for the registration of veterinary drugs containing arsenic or arsenic compounds, or for the renewal or recognition of their registration, are to be rejected. Furthermore, it prohibits the importation of arsenic or arsenic compounds for veterinary use.
Resolution DSFE-004-2022 of the State Phytosanitary Service repeals Resolutions DSFE-002-2018 and DSFE-003-2018, and establishes phytosanitary requirements governing the importation of fresh avocados (Persea americana Mill) for consumption, originating from the United States of America (State of Florida and State of California), Guatemala, Honduras, Mexico and Peru.

It replaces and repeals Resolution No. 004-2017-NR-SFE of 30 October 2017, notified in document G/SPS/N/CRI/190 on 30 August 2017, and Addendum No. 1 to Resolution No. 004-2017-NR-SFE of 24 January 2019, notified in document G/SPS/N/CRI/208 on 15 February 2019.
