Revisions have been made to Articles 1, 18, 20, 24 and other relevant provisions of the 2014 "Inspection and Quarantine Administration on imported animal origin products other than for human or animal consumption", and the relevant contents were deleted.

Revisions have been made to Articles 1, 5, 6, 18 and other relevant provisions of the 2005 "Measures for the Administration of Imported Wood Packaging Material". Articles 14 and 15 were deleted.

Revisions have been made to Articles 1, 21, 28 and other relevant provisions of the 2016 "Measures of Inspection and Quarantine for the Entry and Exit Grain".

The proposed revised "Measures for the Quarantine Administration of Imported Plant Propagation Materials" include the following contents:1. The contents and scope of quarantine management implemented by Chinese customs on inbound plant propagation materials; 2. Measures and requirements of the Chinese customs for source control of inbound plant propagation materials; 3. The requirements, procedures and approval conditions for the special quarantine approval of inbound plant propagation materials by the Chinese customs; 4. The requirements for import enterprises to declare imported plant propagation materials, the contents and procedures of on-site quarantine implemented by the Chinese customs, the conditions and methods for handling, and the conditions for issuing certificates; 5. The scope and regulatory requirements of the Chinese customs for implementing isolation quarantine on imported plant propagation materials, as well as the handling requirements in case of any abnormal situations; 6. The quarantine supervision requirements of the Chinese customs for imported plant propagation materials include the supervision contents, the responsibilities of enterprises, and emergency response measures, etc.; 7. Requirements for supervision of exhibited plants and for carrying or shipping them, quarantine supervision requirements for cultivation media accompanying plant propagation materials when entering the country, as well as legal responsibilities.

According to the requirements of GB 7718-2025, products that are pre-packaged but require weighing before selling are included in the category of “pre-packaged food”, and their relevant explanations in GB 31607 are deleted. Their requirements on pathogen limits are continuing to be regulated by GB 29921.

The acid value of raw milk from goats was revised.

The acid value of sterilized milk from cows and goats was revised.

GACC hereby advises of the entry into force of the phytosanitary measures notified in document G/SPS/N/CHN/1300, phytosanitary requirements for imported organic growing media.The phytosanitary requirements shall apply from 1 July 2025.

In order to implement the relevant provisions of Article 96 of the Food Safety Law of the People's Republic of China, adapt to China's further expansion of opening-up and the rapid growth of imported food trade, safeguard the safety of imported food and promote trade facilitation, the existing Administrative Provisions of the People's Republic of China on Registration of Overseas Manufacturers of Imported Food (GACC Decree 248) will be optimized and improved.The main amendments include: Based on the recognition of equivalence of the exporting countries (regions)' food safety inspection systems, GACC will approve the officially recommended registration manufacturers lists in bulk as well as optimize and simplify the registration procedures;Following the principle of risk management, GACC will add the Food Manufacturers List that Requires A Recommendation Letter from the Competent Authority and adjust it dynamically, while improving the registration classification and categorization management;GACC will optimize the pre-registration assessment and review, the verification of registration information at border posts, the post-registration review, and problems sorting after finding them;Following the principle of being prudent and pragmatic, GACC will optimize the expression of some provisions such as suspension, modification, and extension, etc. to enhance the flexibility and operability of the provisions;An exemption clause will be included, which allows overseas food manufacturers of food delivered by mail or courier, food samples, or food for display, etc. to be exempted from registration.

This measure stipulates:the types of plant-derived fertilizers allowed to be exported to China;the requirements and procedures for the registration in China of recommended plant-derived fertilizers manufacturers and the validity period of registration;the imported phytosanitary requirements for plant-derived fertilizers exported to China, including being free of imported plant quarantine pests and other harmful organisms and exotic species that are seriously harmful to agricultural and forestry production and ecological environment, being free of plant seeds, soil, animal carcasses, animal feces, poultry feathers and other animal-derived ingredients and other biosafety risk materials;the requirements for packaging, storage and transportation of plant-derived fertilizers exported to China and requirements for pre-export official inspection and certification;the import inspection procedures for plant-derived fertilizers exported to China and the treatment requirements for non-compliance.

This standard applies to food additive sodium alginate made from brown algae through extraction and processing. It specifies the technical requirements and testing methods for the food additive sodium alginate.

3.2 physicochemical indexesAdd the Table 2 note “Commercial mono- and diglycerides of fatty acids product must use mono- and diglycerides of fatty acids in accordance with this standard as raw material, may added the food ingredients that is necessary for the process and (or) vitamin E, vitamin C, ascorbyl palmitate, BHT, phospholipids, citric acid and its salts, silica, stearate and acidity regulator conform to quality specifications for food additives.”

4.2 physicochemical indexesAdd the Table 2 note “Commercial maltitol product must use maltitol in accordance with this standard as raw material, may added anticaking agents conform to quality specifications for food additives that is necessary for the process”.

This standard applies to food additive erythritol by fermentation of glucose with Yarrowia lipolytica or Moniliella pollinis or Trichosporonoides megachiliensis, then through refining. It specifies the technical requirements and testing methods for the food additive erythritol.

This standard applies to flavouring substances and natural flavouring complexes authorized in National food safety standard of the P.R.C: Standard for Uses of Food Additives (GB 2760). The general requirements and testing methods for flavouring substances were amended.

The reconstituted milk is no longer allowed as raw materials to produce sterilized milk.

This standard is applicable to dibutyl hydroxytoluene (BHT), a food additive prepared by distillation and recrystallization of the product of alkylation reaction with p-cresol and isobutylene as raw materials under acidic catalyst.

This standard specifies the basic requirements and management guidelines for the prevention and control of acrylamide generation in potato products, roasted grain products, and coffee via controlling raw materials, processing, and other critical control point. This standard applies to the prevention and control of acrylamide generation in foods made from raw materials which are rich in reducing sugars and asparagine (including potatoes, grains, coffee, etc.) through thermal processing such as frying and roasting.
