The notified document establishes the provisional measure no longer requiring SAG to conduct on-site inspections and approval of sites where fresh melons (Cucumis melo), watermelons (Citrullus lanatus), pumpkins (Cucurbita maxima), courgettes (Cucurbita pepo) and cucumbers (Cucumis sativus) for consumption are grown and packed in the department of Ica, Peru. This provisional measure shall only cover the 2020-2021 season (i.e. the period between 1 July 2020 and 30 June 2021). The other guidelines set out in Resolution 4.324 of 2009 are not amended by this regulation. The notified text amends Agriculture and Livestock Service Resolution No. 3.418 of 2002 by eliminating the phrase "The consignment is free from Uromyces tranversalis". It also amends Agriculture and Livestock Service Resolution No. 2.312 of 2012 by replacing point 1.2 of Article 1 with the following phrase: "The consignment has undergone insecticide immersion treatment for the control of Ctenarytaina spatulata (Hem.: psyllidae), which must be indicated on the phytosanitary certificate in the section on treatment, specifying the product and dose used". Chile advises that the Agriculture and Livestock Service (SAG) has issued Resolution No. 7.186/2020 establishing a provisional measure to ensure compliance with Resolve 3 of Resolution No. 2.756 of 2018, which regulates phytosanitary requirements governing the importation into Chile of fresh blueberries (Vaccinium spp.) from Peru that have undergone methyl bromide fumigation or been cold-treated, as a result of the health emergency caused by Covid-19, which has made it impossible, until now, to perform tasks abroad with a view to conducting the relevant on-site verifications for new participants in the export programme to Chile. This provisional measure shall only cover the 2020-2021 season (i.e. the period between 1 July 2020 and 30 June 2021). 1. The notified draft Resolution establishes the following phytosanitary requirements governing the importation of alfafa (Medicago sativa) hay in various forms or conservation and storage systems, for animal feed, coming from Argentina. 2. For the purposes of this draft Resolution, various forms may be accepted, including traditional bales, mega bales, high density bales, rolls and cubes. 3. Shipments must be covered by an official phytosanitary certificate issued by the country of origin. The document must declare that: - The shipment underwent heat treatment for the control of weed seeds, indicating in section III of the phytosanitary certificate the exposure time, product temperature and date of treatment. - Heat treatment may be carried out before or after the hay is baled. 4. The following will be accepted as heat treatment for the control of seeds: - Dry heat treatment at 120°C for 15 minutes. - Exposure time must only be counted from the moment that the entire mass reaches the required temperature. - Source: USDA/APHIS Treatment Manual (T412-a) 5. Shipments must be free of soil. 6. The species, producer and production area must be identified for all of the forms indicated in point 2 of the draft Resolution. 7. The packaging materials used must allow for potential quarantine treatments to be carried out at points of entry. 8. The wood used for packaging, pallets and packing materials must comply with quarantine regulations when entering the country. 9. Given that the shipments are to be consumed by animals, they must meet the requirements laid down by the SAG Agricultural Protection Division. 10. Each shipment will be inspected by SAG, at the point of entry, in order to ensure that the physical and documentary import requirements have been met. Upon the detection of quarantine pests listed in Resolution No. 3.080 of 2003 and its amendments, or of unlisted pests that are potentially quarantine pests according to the risk assessment, relevant phytosanitary risk management measures may be applied. The notified text establishes phytosanitary requirements for the importation of fresh pomelos (Citrus maxima) for consumption from Viet Nam. They include the following: 1.1. The products must be covered by a phytosanitary certificate issued by the official phytosanitary authority of Viet Nam, containing the following additional declarations: 1.1.1 The shipment is free from the following arthropods: (a) Eutetranychus orientalis, (b) Ferrisia virgata, (c) Maconellicoccus hirsutus, (d) Prays citri, (e) Prays endocarpa, (f) Citripestis sagittiferella. 1.1.2 The shipment has been treated with 150 Gy of irradiation to control Bactrocera cucurbitae and Bactrocera dorsalis. The notified Exempt Resolution establishes temporary emergency measures for the importation of fresh bananas from Ecuador, in addition to the requirements laid down in Exempt Resolution No. 3920/1998 establishing import requirements for pineapples, bananas and coconuts. a. The phytosanitary certificate must include: The number or code of the container's official seal; The container number; The date of inspection of the consignments. b. The consignment must come in containers or means of transport with official seals from the exporting country's national plant protection organization (NPPO); the boxes or other types of packaging must be properly palletized and can be filled to up to 80% of their capacity. c. The packaging materials must meet the conditions required for possible phytosanitary fumigation treatments at destination. The regulated item must not be wrapped or covered with materials that will prevent the penetration of the fumigant. Fumigation is not permitted when the packaging material consists of sponge, foam or expanded polyethylene (EPE foam). d. Wood used for packaging, pallets and dunnage must comply with the "Guidelines for regulating wood packaging material in international trade" (ISPM No. 15) and with the existing SAG rules establishing quarantine regulations governing the importation of wood packaging. Agriculture and Livestock Service Exempt Resolution No. 692 of 2019 establishing health requirements for the entry into Chile of animals of the order Rodentia to be used in zoos, for commercial purposes or as pets and repealing Resolution No. 2.875 of 2019 has been amended as follows: Point 3.3 of the Resuelvo section has been removed, and points 4.2 and 4.3 below have been added to point 4 on establishment of origin: "4.2 The zoo or establishment of origin of the animals for commercial purposes maintains a special surveillance and control programme for rabies and has not presented any cases of this disease in the 12 months leading up to shipment. 4.3 Any pet rodents were kept at a known address, where no cases of rabies had been recorded for at least 12 months prior to shipment, during the six months leading up to their shipment and were separated from rabies-susceptible animals."
