The notified draft Resolution establishes the following sanitary requirements for the importation into Chile of swine casings. The key aspects of the text include the following: 1. For the purposes of this draft Resolution, "swine casings" shall be understood to mean swine intestines that, after cleaning, have been processed by tissue scraping, defatting and washing, and treated with salt. 2. Sanitary requirements for the country or area of origin in relation to foot-and-mouth disease and African swine fever, and for the herd from which the animals originate in relation to swine vesicular disease; 3. Requirements for swine in terms of provenance, the way they are raised, the place where they are slaughtered and their health status prior to slaughter; animals must not come from areas subject to sanitary restrictions, and abattoirs must be under official veterinary medical control and recognised as free from transmissible diseases. Ante-mortem and post-mortem inspection requirements also apply; 4. Requirements for establishments of origin: both abattoirs and casing producers must have Agriculture and Livestock Service (SAG) authorization to export to Chile, abattoirs must be under permanent official veterinary medical control, and casing producers must have an official monitoring programme; 5. Product requirements: where casings come from a country or area that does not meet the requirements set out in point 2. I. (a) and (b) of the draft Resolution, they must undergo a specific washing, tissue scraping and salting procedure and be kept at a specific temperature; 6. Requirements regarding packaging and the information that is displayed on packaging to ensure traceability; 7. Regarding transport, the text establishes requirements to ensure that compartments remained sealed, the product is kept isolated, and the temperature and health and hygiene conditions maintained; 8. An animal health certificate previously issued by the exporting country is required; 9. Checks and inspections are to be determined on good grounds by the Service upon the arrival of the products. The notified draft Resolution establishes the following sanitary requirements for the importation into Chile of fresh, chilled and frozen poultry meat and edible offal from industrially farmed birds other than ratites. The key aspects of the text include the following: 1. The following definitions shall apply: (a) Poultry meat: the muscular part of the species of bird referred to in this Resolution, comprising all the soft tissue surrounding the skeletal structure, including skin, fat cover, tendons, vessels, nerves, aponeuroses and any tissue that has not been removed during the slaughter and dressing process. Marinated and pickled meats are included, as are any other product that does not mitigate risk; (b) Edible offal: heads and feet of slaughtered birds; 2. The country's health status regarding avian influenza and Newcastle disease, and its ongoing surveillance programme for these diseases; 3. Requirements to be met by the flock from which the birds providing the meat and edible offal for the consignment originate. 4. Requirements for birds in terms of their provenance, the way they are raised, vaccination specifications, the place where they are slaughtered, processed and stored, and ante-mortem and post-mortem inspections; 5. Storage temperature requirements for meat and offal; 6. Requirements regarding packaging and the information that is displayed on packaging to ensure traceability; 7. Regarding transport, the text establishes requirements to ensure that compartments remained sealed, the product is kept isolated, and the temperature and health and hygiene conditions maintained; 8. An animal health certificate previously issued by the exporting country is required; 9. The notified text establishes phytosanitary requirements for the importation of plant propagation material in the form of in vitro tissue cultures of fruit-bearing species, vegetables, industrial crops, ornamental species and forest species, of any origin, and repeals Resolution No. 633 of 2003. Twelve new species, identified under point 6 of the Considerando section of the draft Resolution, have been incorporated. Information on the type of post-entry quarantine to be undergone by each plant species has been added to the table in Article 5. Article 9 of the Resolution has also been supplemented by a specification of the type of quarantine to be undergone by the in vitro materials from countries free from the indicated pests, as well as by those in vitro materials that are hosts of Candidatus Liberibacter africanus, Ca. Liberibacter americanus, Ca. Liberibacter asiaticus (Huanglongbing), Erwinia amylovora and Xylella fastidiosa, based on point 10 of the Considerando section. In the light of the health emergency caused by COVID-19, the importance of protecting phytosanitary heritage and the desire to maintain the flow of trade in fresh mangoes from Mexico to Chile, the Agriculture and Livestock Service (SAG) has agreed to temporarily carry out virtual verifications, with the Mexican NPPO, of the facilities applying for authorization as new packing establishments and their hydrothermal treatment plants, for the 2021 season, in addition to the review of the technical information and the reports containing the results of the quarantine treatment tests. With the aim of guaranteeing animal health and adopting measures to prevent the introduction of diseases that could affect animal health, the Agriculture and Livestock Service (SAG) has amended Exempt Resolution No. 5.618 of 2013, establishing health requirements for the importation into Chile of frozen bovine semen, and has repealed Exempt Resolution No. 5.786 of 2008, by replacing paragraph 3 of point IV "Admission of breeding stock to the centre", in the operative part, by the following paragraph: 3. Originate from farms that were not subject to health restrictions for notifiable infectious and contagious diseases at the time of their departure to the semen collection centre. In response to the global health emergency situation, a provisional measure has been established to waive the requirement for on-site verification and testing by the Agriculture and Livestock Service (SAG) in packing facilities and quarantine treatment chambers using methyl bromide fumigation or cold treatment, for fresh grapefruit (Citrus paradisi), satsumas (Citrus unshiu), mandarines and tangerines (Citrus reticulata), sweet oranges (Citrus sinensis) and tangelos (Citrus reticulata x Citrus paradisi) for consumption, produced in the departments of Ica and Lima, Peru. This provisional measure will cover part of the 2020/2021 season until 30 June 2021, and the 2021/2022 season, which corresponds to the period between 1 July 2021 and 30 June 2022. The Agriculture and Livestock Service is submitting for international public consultation the notified draft Resolution establishing health requirements for the importation into Chile of skins and taxidermic animals of swine, bovine animals, sheep and goats and other species, in accordance with the technical information available and the recommendations of international reference bodies. The draft Resolution establishes the definitions of the terms, "taxidermy" and "skins", and states the health requirements for each species. In view of Chile's need to revise and correct the double regulation of species of the genus Salvia spp. and of the fact that the majority of species of this genus are ornamental, with only the species Salvia officinalis being considered as an aromatic and medicinal plant species, the Agriculture and Livestock Service (SAG) has decided to amend Resolution No. 3.333 of 2007 establishing phytosanitary requirements governing the importation of seeds of ornamental species. The notified text establishes phytosanitary requirements for the importation into Chile of fresh Hass avocado pears (Persea americana), produced in Colombia based on a systems approach, which include the following: 1. To enter the country, consignments must be covered by an official phytosanitary certificate issued by the Colombian plant health authority; 2. Terms are defined to facilitate the understanding of the programme for the importation of fresh Hass avocado pears (Persea americana) from Colombia to Chile; 3. Prior to commencement of exportation to Chile, the Agriculture and Livestock Service (SAG) will conduct a technical verification of the production and official certification programme, carried out by the ICA and related to the Work plan for the importation into Chile of fresh Hass avocado pears (Persea americana) for consumption, produced in Colombia, based on a risk-mitigation systems approach; 4. Consignments must come from production and packing facilities registered by the Colombian NPPO and authorized by the ICA through the assignment of unique identification codes, based on the guidelines of its certification programme. The notified measure establishes health requirements for the importation into Chile of collagen, gelatine, hydrolyzed protein and greaves. The measure lays down the requirement that the products' country of origin must be recognized by the World Organisation for Animal Health (OIE) as having a negligible risk of bovine spongiform encephalopathy (BSE) and maintain a surveillance programme for the disease in accordance with the recommendations of the OIE Terrestrial Animal Health Code. Under the measure, the raw material from which the products derive must originate from the products' country of manufacture or have been imported from countries that are recognized by the OIE as having a negligible risk of BSE and that maintain a surveillance programme for the disease. Furthermore, the raw material from which the products originate must come from animals that have been slaughtered in abattoirs approved by the competent authority. The requirements included in the draft Resolution concern the following: - The health status of the country of origin, in which rabies is a notifiable disease; - the health and veterinary medical control status of the establishments of origin, and the health status of adjoining land; - the conditions of the animals, such as length of stay in the establishment of origin, rabies vaccination requirements and requirements for internal and external antiparasitic treatment; - pre-shipment quarantine conditions under official control; - health and welfare conditions of animals at the time of transport and shipment; - animal health certification and requirements to be met by the competent health authority at the time of shipment; - observance of an official quarantine upon entry into Chile, with regard to the control of entry carried out by the Agriculture and Livestock Service (SAG), in connection with the health certificate. - In addition to the requirements established in the measure referred to in this notification, the entry into the country of exotic animals must be authorized by the SAG Division for the Protection of Renewable Natural Resources. The notified Resolution removes section 8 from Resolution No. 4.634 of 2004, which established the conditions for transit through Chile of fresh Hass avocado pears (Persea americana) produced in the municipalities of Uruapan, Salvador Escalante, Peribán de Ramos, Tancítaro, Nuevo Parangaricutiro (San Juan), Ario de Rosales and Taretan in the state of Michoacán, Mexico. However, by means of Resolution No. 1.551 of 1998 and the amendments thereto, the Agriculture and Livestock Service (SAG) establishes the requirements for the transit through Chile of plant products. The purpose of the notified Resolution is therefore to improve the application of the regulations on the transit of goods through Chile.
