The proposal amends the nomenclature of products that are currently classified as so-called dried fruits, to move to a more specific category: "tree nuts" this category includes groundnuts. The Code of Hygienic Practice for Tree Nuts (CAC/RCP 6-1972) and the Code of Hygienic Practice for Groundnuts (Peanuts) (CAC/RCP 22-1979) were taken into consideration. Nomenclature amendments are made under different articles and microbiological criteria are established, in the light of the provisions of Microorganisms in Foods 8, ICMSF. New microbiological criteria for tea (Camellia sinensis) and mate (Ilex brasiliensis and I. paraguariensis) and herbs for infusions are also proposed, in addition to the nomenclature amendments. Considering that the Argentine Republic has notified SAG and the World Organisation for Animal Health (WOAH) to confirm cases of highly pathogenic avian influenza in poultry, imports into Chile from Argentina of wild or ornamental and exhibition birds and pet birds, meat of poultry, fresh, chilled or frozen, eggs for human consumption, and meat products processed without heat treatment established by SAG Resolution No. 3.212 of 2022, are suspended due to this change in status with regard to highly pathogenic avian influenza in Argentina which makes it impossible to comply with Chile's sanitary requirements for the importation of birds and products of avian origin. The notified document establishes phytosanitary requirements for the importation to Chile of Mexican limes or Key limes (Citrus aurantifolia) and Persian limes or Tahiti limes (Citrus latifolia) produced in Mexico, including: • To enter the country, consignments must be covered by an official phytosanitary certificate issued by the Mexican plant health authority. This document must contain the additional declarations established in the draft Resolution; • Consignments of fresh Citrus aurantifolia and Citrus latifolia must come from production and packing facilities registered by the Mexican national plant protection organization and authorized through unique identification codes, in accordance with the guidelines from its certification; • Consignments must come from production facilities subject to official monitoring for the quarantine pests indicated; • Requirements on the colouring and condition of the fruit surface are detailed; • Aspects relating to the presentation of fruits and consignments, such as washing, brushing or waxing, identification, phytosanitary inspection and clearance, are all mentioned in the draft document. The notified text amends Resolution No. 3.541 of 2022, based on the following: − Requests have been received from certain European Union countries to accept an additional declaration stating that the pest/s is/are not present in the country of origin; − It has been agreed with the European Union that member countries will be able to declare pest status, regardless of origin, in accordance with the guidelines of ISPM No. 8 "Determination of pest status in an area"; − All shipments of in-shell and shelled ground-nuts need to be sealed, regardless of their status; − There are different formats of phytosanitary certificate, meaning that treatments should be indicated in the relevant section of each specific certificate. The notified document establishes phytosanitary import requirements for Sansevieria spp. plants for planting, requiring that Sansevieria spp. ornamental material be monitored and analysed in containment conditions under the post-entry quarantine regime for the quarantine pest Opogona sacchari, due to its habit of feeding inside the host plant tissue, which makes it difficult to detect at the point of entry, and to the significant economic impact that its introduction, spread and establishment may have on domestic production of the species concerned. The notified measure amends Exempt Resolution No. 91/2022, as follows: (I) In Article 1, subparagraph (h) has been amended to remove the words "cattle, horses, sheep and pigs"; (II) In Article 1, the following subparagraphs (k), (l) and (m) have been added: k. Ash of cremated animals; l. Purified nucleic acids, purified antibodies, cytochromes, semen extenders, enzymes, lactic ferments or cultures, purified gelatin, cell lines, culture media, plates coated with inactivated antigens, beta-propiolactone, tissues fixed in formalin, fixed histological sections, saline solutions and trypsin in its various forms; m. Products required by SAG for laboratory testing purposes or other official activities; (III) A new article has been added: "2. All of the above products do not require SAG import processing to enter Chile, irrespective of the quantity and route of entry (passenger/mail/courier/freight). The notified Exempt Resolution establishes the following inspection criteria for shipments of fresh bananas (Musa spp.) originating in Ecuador that are presented for import processing: − SAG inspectors stationed at authorized points of entry will inspect at least 20% of the containers of fresh bananas (Musa spp.) originating in Ecuador that are presented for import processing; − SAG will refuse any shipments that arrive in the country with a fraudulent phytosanitary certificate, as well as any regulated articles that fail to meet the phytosanitary requirements established in the current regulations; − For shipments that are not subject to phytosanitary inspections, SAG will conclude the import process once the documents have been verified and an agricultural product inspection report has been issued, which will allow importers or their representatives to freely take possession of their merchandise. Chile advises that it is establishing emergency measures to prevent the entry of high plains virus (HPV) and wheat streak mosaic virus (WSMV) in corn seeds of any origin: 1. Resolution No. 1.187 of 2022, which approves the coordinated and consolidated text of the Resolution establishing phytosanitary import requirements for cereal seeds, is being amended as follows: 1.1. The additional declaration for Zea mays seeds is to be replaced in resolution no. 1.1, so that it reads as follows: SPECIES: Zea mays (maize) ADDITIONAL DECLARATION: This shipment is free of high plains virus (HPV) and wheat streak mosaic virus (WSMV), on the basis of phytosanitary actions taken at origin. 2. The phytosanitary import requirements for Zea mays (maize) seeds, established in the notified Resolution, will enter into force on 15 December 2022. 3. Shipments of Zea mays (maize) seeds that were certified prior to 15 December 2022 will be exempt from the additional declarations set out in the Resolution. The purpose of the notified draft measure is to update the phytosanitary requirements for the exportation to Chile of forage and grass seeds, such as: • Shipments must be covered by the official phytosanitary certificate (original copy) issued by the National Plant Protection Organization of the exporting country, which must contain the additional declarations required, if any, for each species; • Shipments must be free of plant remains; • Seed lots must be free of soil.
