Health Canada's Food Directorate completed a detailed safety assessment of a food additive submission seeking approval for the use of a live culture preparation of the bacterium Carnobacterium divergens M35 to limit or inhibit the growth of the foodborne pathogen Listeria monocytogenes on sliced ready-to-eat cold-smoked salmon and sliced ready-to-eat cold-smoked trout. As no safety concerns were raised through this assessment, it is the intention of Health Canada to enable this food additive, as described in the information document. The purpose of this communication is to publically announce the Department's intention in this regard and to provide the appropriate contact information for any inquiries or for those wishing to submit any new scientific information relevant to the safety of this food additive. Health Canada's Food Directorate is committed to reviewing any new scientific information on the safety in use of any food additive, including Carnobacterium divergens M35. Anyone wishing to submit new scientific information on the use of this food additive or to submit any inquiries may do so in writing, by regular mail or electronically.

This notification is further to the SPS notification G/SPS/N/CAN/597/Add.2, where the Minister of Health has issued a Ministerial Regulation entitled "Marketing Authorization (MA) for Maximum Residue Limits (MRLs) for Veterinary Drugs in Foods" pursuant to section 30.3(1) and 30.5(1) of the Food and Drugs Act. The online "List of Maximum Residue Limits (MRLs) for Veterinary Drugs in Foods" http://www.hc-sc.gc.ca/dhp-mps/vet/mrl-lmr/mrl-lmr_versus_new-nouveau-eng.php (referred hereafter as the List) is incorporated by reference and is maintained on Health Canada's website. Any proposed changes will continue to be the subject of consultation, public and international notification, and the List will then be updated administratively. The purpose of this proposal is to notify of a consultation on proposed changes to the List. The proposal includes MRLs for new veterinary drugs (for which MRLs have not previously been established in any food), for new foods for existing veterinary drugs on the List, for revisions to existing MRLs, and for removals of some MRLs from the List. Rigorous safety assessments have been conducted to derive these MRLs. Residue compliance for the proposed MRLs has either been monitored and confirmed by the Canadian Food Inspection Agency (CFIA), or will be incorporated in future monitoring programs.

Weed Seeds Order, 2016 Addendum to Regular Notification

The proposal notified in G/SPS/N/CAN/993 (dated 4 February 2016) was adopted on 18 May 2016 with minor amendments and will enter into force on 1 November 2016. The CFIA has made revisions to the Weed Seeds Order (WSO) under the Seeds Act to reclassify certain species currently on the list and to introduce new weed species to the list. The purpose of the WSO is to specify the kinds of plants whose seeds are weed seeds in order to control the introduction and spread of weeds in seed. Weeds are classified based on distribution and potential harm posed by the species. Class 1 - Prohibited Noxious Weed Seeds (Applicable to all tables of Schedule I to the Seeds Regulations) has been revised to add 17 new species of weed seeds and to reclassify 11 species of weed seeds from Class 1 to Class 2 (Primary Noxious Weed Seeds). Revisions to Class 2 through Class 6 are the subject of a TBT notification (G/TBT/N/CAN/475).
