The Canadian Food Inspection Agency has launched a public consultation on key proposals related to Food Label Modernization via an online discussion paper and questionnaire. This questionnaire will be open until 28 February 2017. CFIA is looking for feedback on key proposals, which include modernizing regulations and establishing a new approach to truthful and not misleading food labelling. Responses received as a result of this consultation will be considered in drafting the regulations. Once the regulations are developed, Canada will notify the draft measure through the World Trade Organization (WTO). This consultation has been notified under the TBT Agreement (G/TBT/N/CAN/506).

Notice of Modification to the List of Permitted Emulsifying, Gelling, Stabilizing or Thickening Agents to Enable the Use of Sucrose Monoesters of Lauric, Palmitic, or Stearic Acid as Emulsifiers in Unstandardized Beverages - Document Reference number: NOM/ADM-0083 Background Health Canada's Food Directorate received a food additive submission seeking approval for the use of sucrose monoesters of lauric, palmitic, or stearic acid as emulsifiers in unstandardized beverages, unstandardized beverage concentrates, and unstandardized beverage mixes. The results of Health Canada's evaluation of available scientific data support the safety of sucrose monoesters of lauric, palmitic, or stearic acid when used as requested. Since sucrose monoesters of lauric, palmitic or stearic acid are food additives that were not specifically identified in Health Canada's Lists of Permitted Food Additives, Health Canada published a notice of the department's proposal to enable the use of these emulsifiers, titled Notice of Health Canada's Proposal to Enable the Use of Sucrose Monoesters of Lauric, Palmitic or Stearic Acid as Emulsifiers in Unstandardized Beverages - Reference Number: NOP/AVP-0019 (http://www.hc-sc.gc.ca/fn-an/consult/nop-avp-0019/index-eng.php). The proposal was published on 17 June 2016, and was open for public comment for 75 days. No new scientific information was submitted to the Department in response to this publication. Since the conclusions of the evaluation remain as described in the proposal, Health Canada has modified the List of Permitted Emulsifying, Gelling, Stabilizing or Thickening Agents (http://www.hc-sc.gc.ca/fn-an/securit/addit/list/4-emulsif-eng.php), effective 29 November 2016. The objective of the notified document PMRL2016-68 is to consult on the listed maximum residue limits (MRLs) for formetanate hydrochloride that have been proposed by the Health Canada's Pest Management Regulatory Agency (PMRA). MRL (ppm)1 Raw Agricultural Commodity (RAC) and/or Processed Commodity2,3 0.9 Orange 0.4 Grapefruit 0.09 Lemon 0.03 Lime, tangelo, tangerine 0.02 Nectarine 1 ppm = parts per million 2 It is proposed that the MRL of 4 ppm currently established for "citrus fruits" be replaced by commodity specific MRLs. MRLs are not being established for all imported commodities in crop group 10 since the use in the United States is limited to oranges, lemons, limes, grapefruit, tangelos and tangerines. 3 It is proposed that the MRL of 3 ppm currently established for nectarines be revised to 0.02 ppm. As the registrant has also cancelled uses on apples, peaches and pears in Canada (2012), and the use on plums is no longer permitted in the exporting country, the existing MRLs of 3 ppm for apples, peaches and pears, and 0.5 ppm for plums are proposed for revocation. Following the revocation of these MRLs, these crops will be regulated under subsection B.15.002(1) of the Food and Drugs Regulations, which requires that residues not exceed the General MRL (GMRL) of 0.1 ppm. The PMRA does not anticipate any trade implications given that there are also no Codex MRLs for formetanate hydrochloride.
