Afghanistan

Pursuant to Articles 11, 13 and 14 of the Constitution of the Islamic Republic of Afghanistan, this Law provides the conditions to protect human health and life; improve the livelihood of citizens and food safety; ensure the safety of imported, exported, and domestic produced foods; and to ensure the provision of safe and quality food; in accordance with international obligations including relevant WTO agreements. The Law contains a total of six chapters, comprising 30 articles, dealing with: I. General Provisions; II. Food Safety Control Responsibility; III. Food and Its Trade Requirements; IV. Inspections; V. Penalties; and VI. Miscellaneous.

Pursuant to Article 14 of the Constitution of the Islamic Republic of Afghanistan, this Law provides the conditions to improve the prevention and protection of animal health; the prevention and control of animal diseases, including zoonotic diseases; the regulation of veterinary diagnostic laboratory services; the regulation of the import and export of animals, animal products, veterinary medicines and biological substances; to ensure the safety and quality of animal products destined for human or animal consumption and commercial purposes; to ensure animal welfare and to improve the economic conditions of farmers, in accordance with international obligations including relevant WTO agreements. The Law contains a total of four chapters, comprising 26 articles, dealing with: I. General Provision; II. Duties and Powers; III. Conformity of Sanitary Measures with International Standards; and IV. Final clauses.

Pursuant to Article 14 of the Constitution of the Islamic Republic of Afghanistan, this Law provides the conditions to improve plant protection, plant quarantine services and protection of the environment; prevent the introduction of and control the spread of plant pests; facilitate trade in plants and plant products; and improve livelihoods, food security and sustainable development of the national economy, in accordance with international obligations including relevant WTO agreements. The Law contains a total of seven chapters, comprising 41 articles, dealing with: I. General Provision; II. Duties and Authorities; III. Permits; IV. Phytosanitary Measures; V. Containment and Eradication of Pests; VI. The import and export of plant seeds, plants and plant products; VII. Miscellaneous Provisions.
