The notified Regulations define and regulate the domestic production, import, export, processing and marketing of seeds. All agents involved in the process, including seed producers, processors and marketers and government officials and employees, must comply with these provisions. The objectives of the Regulations are: to regulate the production, processing and marketing of various categories of certified seeds in the country; to regulate the certification of seeds, as well as seed distribution and sales activities; to monitor compliance with the technical and administrative provisions referred to in these Regulations; to ensure that the certified seed available to producers meets the established quality standards regarding genetic, physiological, physical and phytosanitary purity; and to prevent the introduction and spread of weeds, pests and unauthorized varieties.

The notified Regulation seeks to regulate the production, importation and marketing of potato seeds. It applies to all natural and legal persons and public and private entities engaged in the production of potato seed, in any form (laboratory, greenhouse or field), in the country, or in the importation or marketing of potato seeds.

The notified Central American Technical Regulation establishes the specifications to be met by butter, as defined in Article 4 thereof. It applies to butter for direct human consumption or further processing in the territory of the States Parties.

(a) The notified General Regulation establishes the requirements, procedures and conditions by which, in order to optimize the use of resources and improve the coverage, capacity and efficiency of the services provided, SENASA may authorize interested third parties to run one or more activities under SENASA's official programmes. (b) The notified General Regulation also establishes the procedures for the registration, supervision and monitoring of third parties (natural and legal persons authorized by SENASA).

The notified Regulations establish provisions on sanitary regulation, control and promotion to be met by natural and legal persons, which grant sanitary authorizations for foods and beverages, the raw materials used for such foods and beverages, and establishments engaged in the production, processing, handling, retailing, packaging, conservation, importation, exportation, storage, transportation, distribution, marketing of and other activities of sanitary interest involving foods and beverages and the raw materials used for such foods and beverages, including hotel services, and the advertising of such foods and beverages and raw materials, with the aim of protecting public health. The notified Regulations apply to natural and legal persons producing, processing, handling, retailing, packaging, conserving, importing, exporting, storing, transporting, distributing, marketing and advertising foods and beverages and the raw materials used for such foods and beverages, and to establishments involved in any related activity, including hotel services, within the national territory.

For many years, aquaculture and fisheries products have been exported to Honduras from Asian countries, for which SENASA has established control procedures that are proportionate to the level of risk associated with such products, with the aim of protecting the health of Honduran consumers. Owing to the growing interest in increasing trade in aquaculture and fisheries products from Asian countries to Honduras, it is necessary for SENASA to carry out an evaluation of the official services of Asian countries to ensure the appropriate management of the risks associated with such products which are exported or which are intended for exportation to Honduras and to guarantee an appropriate level of protection for Honduran consumers.

On 21 November 2008, the Government of the Republic of Honduras notified, in document G/SPS/N/HND/31, the draft regulation "RTCA No. 65.05.51.08: Veterinary drugs and related products, and establishments engaged in the manufacture, marketing, fractioning or storage thereof. Sanitary registration and control requirements", whose purpose was to establish provisions governing the sanitary registration and control of veterinary drugs, related products and establishments. The regulation applies to veterinary drugs and related products and to establishments engaged in the registration, manufacture, marketing, dispensing or distribution, fractioning or storage thereof in the States Parties. The sanitary registration of raw materials for the preparation of veterinary drugs and related products and compounded veterinary formulations is excluded from the scope of the regulation and remains subject to the domestic laws of each State Party. The purpose of the present addendum is to notify WTO Members that the regulation has been updated. They will have 60 days from the date of this notification to make comments.

On 19 February 2018, the Government of the Republic of Honduras notified, in document G/SPS/N/HND/54, the draft regulation "RTCA No. 67.04.75:17: Dairy products. Matured cheese. Specifications", whose purpose was to establish the specifications to be met by matured cheese, as defined in the regulation. The purpose of the present addendum is to notify WTO Members, in the interests of transparency, that the regulation has been updated and amended following comments received during public consultation and has been approved under Resolution No. 406-2018 (COMIECO-LXXXV) of 7 December 2018.

The Republic of Honduras hereby advises that the final date for comments concerning notification G/SPS/N/HND/36/Add.2, dated 15 August 2018, has been extended to 14 November 2018.

On 25 January 2011, the Government of the Republic of Honduras notified draft Central American Technical Regulation (RTCA) No. 67.04.54:10: Foods and beverages. Food additives, in document G/SPS/N/HND/36, with the aim of establishing the food additives for food that is marketed in the territory of the States Parties, excluding processing aids or substances normally used as ingredients. The purpose of the present Addendum is to notify WTO Members that this Technical Regulation has been revised and that there will be a comment period of 60 days as from the date of this notification.

The notified text establishes the specifications to be met by milk powder and cream powder.

The notified technical regulations have been introduced to help regulate trade in living modified organisms for agricultural use among the State Parties and to ensure the safe use of these organisms. The regulations cover transportation, cross-border movement, research, experimentation, handling, development, production, and marketing in relation to these organisms.

The notified text establishes the health and safety requirements to be met by apiaries and by establishments where honey and apiculture products are processed for direct human consumption. Its aim is to protect consumer health via the inspection, approval and health certification of these products. Its provisions cover the health and safety requirements applicable to apiaries and beekeeping establishments, and touch upon inspection, approval, safety management system certification, traceability, and the national programme for the monitoring and control of chemical residues.

The notified Technical Regulation establishes the specifications to be met by matured cheese, as defined in Section 4 (Definitions) thereof. It also applies to matured cheese intended for direct human consumption or further processing in the territory of the States Parties.

On 8 May 2008, the Republic of Honduras notified, in document G/SPS/N/HND/30, Central American Technical Regulation (RTCA) No. 67.04.50:08: "Food products. Microbiological criteria for food safety", which establishes the microbiological parameters and permissible limits for the registration and sanitary surveillance of food products. The provisions of this Regulation apply to all food products marketed in Central American countries.The purpose of this Addendum is to notify WTO Members that RTCA No. 67.04.50:08 has been revised and that there will be a comment period of 60 days as from the date of this notification.
