Kazakhstan notified in G/SPS/N/KAZ/65 (3 March 2020) and G/SPS/N/KAZ/66 (3 March 2020) the Letters of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan on the introduction of temporary restriction on the importation to the territory of Kazakhstan from Vinnytsia Oblast of Ukraine and transit through Vinnytsia Oblast of Ukraine to the territory of Kazakhstan of live birds and hatching eggs, down and feathers, poultry meat and all poultry products, that not heat treated, feed and feed additives for birds (except feed additives of chemical and microbiological synthesis), hunting trophies that have not undergone taxidermic treatment (feathered game), as well as used equipment for keeping, slaughter and cutting of birds. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports outbreak of African swine fever in the territory of the Tambov region of the Russian Federation. In this regard, since 2 February 2021, temporary restrictions have been introduced on the importation and transit through the territory of Kazakhstan from the Tambov region of the Russian Federation of live pigs, boar sperm, pork, including from wild boars, and products of its processing, leather, horned and intestinal raw materials, bristles, hunting trophies obtained from susceptible species of animals, feed and feed additives for animals of plant and animal origin, including from poultry and fish, feed additives for cats and dogs that have not undergone heat treatment (not less than 70°C for at least 20 minutes), used equipment for transporting pigs, products and raw materials of animal origin, keeping, slaughtering and cutting pigs.

Kazakhstan notified in G/SPS/N/KAZ/29 (15 February 2019) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan on the introduction of temporary restriction on the importation to the territory of Kazakhstan of live poultry and hatching eggs, down and feathers, poultry meat and all poultry products, fodder and feed additives for birds, as well as used equipment for the maintenance, slaughter and cutting of birds from California, United States of America. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports an outbreak of highly pathogenic avian influenza in the territory of Trnava region of the Slovak Republic. In this regard, since 2 February 2021, temporary restrictions have been introduced on the importation into the territory of Kazakhstan from Trnava region of the Slovak Republic, as well as transit from these territories through the territory of Kazakhstan of live birds, hatching eggs, down and feathers, poultry meat and all types of poultry products that have not undergone heat treatment (not less than 70°C), feed and feed additives for poultry (except for feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), as well as used equipment for keeping, slaughtering and cutting birds.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports an outbreak of highly pathogenic avian influenza in the territory of the Kiyev and Kheron regions of Ukraine. The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports an outbreak of African swine fever in the territory of the Republic of Tatarstan (Russian Federation). In this regard, since 11 January 2021, temporary restrictions have been introduced on the importation into the territory of Kazakhstan from the Republic of Tatarstan (Russian Federation), as well as transit from this territory through the territory of Kazakhstan of live pigs, boar sperm, pork and wild boar meat, their genetic material, pig products (not heat-treated at not less than 70°C and higher in the thickness of the product for 30 minutes, guaranteeing the neutralizing of African swine fever virus), including slaughter products of wild boars, horned hoofed, leather and intestinal raw materials, bristles, pig feed that have not undergone a similar heat treatment, hunting trophies that have not undergone full taxidermy treatment, used equipment for keeping, slaughter and cutting of pigs.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports an outbreak of highly pathogenic avian influenza in the territory of the districts of Oldenburg, Aurich, Cloppenburg (federal state of Lower Saxony) and Leipzig (federal state of Saxony), Germany. In this regard, since 9 January 2021, temporary restrictions have been introduced on the importation and transit through the territory of Kazakhstan from the territories of the districts of Oldenburg, Aurich, Cloppenburg (federal state of Lower Saxony) and Leipzig (federal state of Saxony), Germany of live poultry, hatching eggs, down and feathers, poultry meat and all types of poultry products that have not undergone heat treatment (not less than 70°C), feed and feed additives for birds (with the exception of feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), as well as used equipment for keeping, slaughtering and cutting birds.

The State Inspection in Agro-Industrial Complex of the Ministry of Agriculture of Kazakhstan reports cases of detection of Tomato brown rugose fruit virus in imported regulated products from Azerbaijan to the territory of Kazakhstan. Since 16 January 2021 temporary restrictions have been introduced on the importation of tomato fruits from the territory of Azerbaijan to the territory of Kazakhstan.

The Republic of Kazakhstan notified in G/SPS/N/KAZ/59 (28 February 2020) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of temporary restriction on the importation to the territory of Kazakhstan and transit through the territory of Kazakhstan of live fish and fish products from China. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan.

The Draft provides for the addition of the Common list of plant quarantine objects of the Eurasian Economic Union approved by the Eurasian Economic Commission Council Decision No 158 of 30 November 2016 with the tomato brown rugose fruit virus (ToBRFV), the pepino mosaic virus (PepMV), the tomato spotted wilt virus (TSWV) and for the addition of the Common quarantine phytosanitary requirements for quarantine products and quarantined objects on the customs boarder and the customs territory of the Eurasian Economic Union approved by the Eurasian Economic Commission Council Decision No 157 of 30 November 2016 with requirements for quarantine products in relation to these viruses.

Drafts determine the veterinary requirements and forms of veterinary certificates for non-food raw materials obtained from fish, crustaceans, molluscs or other aquatic animals, as well as for fertilizers of animal origin or containing components of animal origin.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreak of highly pathogenic avian influenza in the territories of the Tyumen, Kurgan and Saratov regions of the Russian Federation. In this regard, since 30 September 2020 temporary restrictions have been introduced on the importation from Tyumen, Kurgan and Saratov regions (Russian Federation) to the territory of Kazakhstan of live poultry, hatching eggs, down and feathers, poultry meat and all types of poultry products that have not undergone heat treatment (not less than 70°C), feed and feed additives for birds (with the exception of feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), as well as used equipment for keeping, slaughtering and cutting birds.

The drafts provide for the harmonization of veterinary requirements and Forms of Common Veterinary Certificates with the Terrestrial Animal Health Code of the Office of the World Organization for Animal Health (OIE) in terms of bovine spongiform encephalopathy

On the basis of the published information on the official site  of the Office of the Federal Service for Veterinary and Phytosanitary Surveillance in the Chelyabinsk Region, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreak of avian influenza of the H5N8 subtype in the Chelyabinsk Region of the Russian Federation. In this regard, since 4 August 2020 temporary restrictions have been introduced on the importation from the Chelyabinsk region and transit through the Chelyabinsk region to the territory of Kazakhstan of live poultry, hatching eggs, down and feathers, poultry meat and all types of poultry products that have not undergone heat treatment, feed and feed additives for birds (with the exception of feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), as well as used equipment for keeping, slaughtering and cutting birds.

On the basis of the World Organization for Animal Health's official notification, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of sheep and goat pox registered in the Northern District of Israel (Kafr Kanna, Kinneret). In this regard, since 7th July 2020 temporary restrictions have been introduced on the importation into Kazakhstan of live sheep, goats and other animals susceptible to sheep and goat pox; used equipment for keeping, slaughtering and processing sheep and goats; hunting trophies from susceptible animal species; genetic material; feed and feed additives containing products of sheep and goat processing (not subjected to heat treatment at a temperature of at least 70 °C); products obtained from sheep and goats (meat, meat products, milk and dairy products, other raw materials and products obtained from the slaughter of sheep and goats (which have not undergone heat treatment sufficient to destroy pathogenic microorganisms).

The draft provides for the establishing a procedure for recognition by the authorized bodies of the Member States of the Eurasian Economic Union in the field of veterinary medicine of the results of regionalization of the territory of a third country, carried out by the competent authority of this third country or by the World Organization for Animal Health.

The Draft provides for the application of risk-based approach within veterinary control (surveillance) at checkpoints and full customs clearance sites. The document is intended to amend the "Regulation on Common Procedure of Veterinary Control (Surveillance) at the Customs Border of the Eurasian Economic Union and within the Customs Territory of the Eurasian Economic Union" adopted by the Decision of the Customs Union Commission No. 317 of 18 June 2010.

The Draft provides for the addition of the Decision No. 318 with provisions allowing designated officials of the authorized plant quarantine bodies of the Member States of the Eurasian Economic Union to recognize the phytosanitary certificate as not confirming the necessary phytosanitary condition of the imported consignment of quarantined products. The Draft provides for a decision by the authorized body on the return of wood packaging materials in the case of absence of a special internationally recognized mark confirming that heating is applied throughout the wood or fumigation or in the case of non-compliance with the quarantine phytosanitary requirements specified to them.
