This letter introduces temporary restrictions on the imports of certain animals susceptible to foot-and-mouth disease and products derived thereof, as well as on the transit of animals susceptible to foot-and-mouth disease from Cambodia to the territory of the Russian Federation due to the deterioration of foot-and-mouth disease epizootic situation in Cambodia.

The letter also introduces a temporary restriction on transit of live animals susceptible to sheep pox and goat pox from Bulgaria through the territoty of the Russian Federation.

The Federal Service for Veterinary and Phytosanitary Surveillance has renewed the certification of animals susceptible to foot-and-mouth disease and products derived thereof subject to veterinary control for import from the European Union. It also allows the imports and transit of such animals and products from the enterprises listed in the Annex to the Letter of the Federal Service for Veterinary and Phytosanitary Surveillance as of 18 August 2025 No. FS-KS-7/15985. The Federal Service for Veterinary and Phytosanitary Surveillance has authorized the imports of frozen genetic material (semen) of animals susceptible to foot-and-mouth disease from all EU countries. Regarding the imports of refrigerated genetic material (semen), the shipments are allowed from all EU countries, except for Hungary and the Slovak Republic, provided that the products meet certain requirements stipulated in the letters of the Federal Service for Veterinary and Phytosanitary Surveillance No. FS-KS-7/7361 as of 11 April 2025 and No. FS-KS-7/10154 as of 23 May 2025.

The Federal Service for Veterinary and Phytosanitary Surveillance has lifted temporary restrictions on the imports and transit of animals susceptible to foot-and-mouth disease, as well as products derived thereof, from Germany.

The Federal Service for Veterinary and Phytosanitary Surveillance introduced a temporary restriction on imports of live animals susceptible to lumpy skin disease, products and raw hides derived from such animals, as well as used equipment for maintenance and transportation of these animals from Italy to the territory of the Russian Federation, and the transit of cattle and animals susceptible to lumpy skin disease through the territory of the Russian Federation due to the outbreak of lumpy skin disease in Italy.

The Federal Service for Veterinary and Phytosanitary Surveillance introduced a temporary restriction on imports of live animals susceptible to lumpy skin disease, products and raw hides derived from such animals, as well as used equipment for maintenance and transportation of these animals from France to the territory of the Russian Federation, and the transit of cattle and animals susceptible to lumpy skin disease through the territory of the Russian Federation due to the outbreak of lumpy skin disease in France.

In accordance with paragraph 1, Article VII of IPPC, the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) has introduced a temporary restriction on the imports of seeds and planting material from the Netherlands due to the detection of quarantine objects (Cuscuta spp.and Frankliniella occidentalis Pergande)in the consignments shipped from the Netherlands.

In accordance with article VII of IPPC, the Federal Service for Veterinary and Phytosanitary Surveillance has introduced temporary restrictions on the imports of food potatoes from the Punjab province in Pakistan due to the quarantine objects (Megaselia scalaris (Loew), Phthorimaea operculella (Zeller), Tomato spotted wilt virus) being systematically detected in the consignments shipped from the province indicated.

The draft decisions amend the common veterinary (sanitary and veterinary) requirements with provisions on conditions for the importation of the controlled goods into the territory of the EAEU and revise specific chapters of the requirements regarding live animals and contagious animal diseases. They also imply updating the relevant acts of the Commission as follows:    • Corrections of legal and technical nature;    • Addition of new terms and definitions used in the text;    • Harmonization of nosological names of animal diseases;    • Standardization of wording for certain provisions that are repeated multiple times in the text;    • Repeal of the “Final and Transitional Provisions” section of the Requirements.  Additionally, the draft decisions amend the corresponding veterinary certificates accordingly.

The draft amends the common list of goods subject to veterinary control (surveillance) with respect to group 3501 of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union.

This letter introduces temporary restrictions on imports of live poultry, poultry products, eggs, equipment for poultry, feed and feed additives for birds from Rio Grande do Sul state of Brazil to the Russian Federation, as well as on the transit of live birds through the territory of the Russian Federation due to the outbreak of highly pathogenic avian influenza in the region mentioned.Additionally, the Federal Service for Veterinary and Phytosanitary Surveillance informs that due to deterioration of the epizootic situation, Brazilian enterprises producing all types of poultry products have been assigned a “special requirements” status in terms of the Registry of Establishments authorised to export to the Customs Union for a period of three months from the date of the restrictions. This status implies sampling within enhanced laboratory control from every third incoming consignment from each Brazilian enterprise to test for the presence of the avian influenza virus genome.

The draft decisions require that honey bees (queen bees and bee packages), intended for importation into the territory of the EAEU and/or transport between the EAEU members, should come from areas free from tropylelapsosis. The draft decisions also provide for amendments to the corresponding veterinary certificate form accordingly.
