The proposed amendment seeks to: 1. Establish the limit of aflatoxin M1 in sheep's milk.
Republic of Korea is proposing to amend the "Standards and Specifications for the Food Additives". 1) Flavouring substances consisting with synthetic flavouring substances and natural flavouring substances is newly established and the materials used for dilution, dissolution etc. of flavouring substances are added. 2) The list of Synthetic flavouring substances and natural flavouring substances is revised: (Synthetic flavouring substances) 86 compounds are newly added, and synonyms of 7 compounds are corrected; (Origins of Natural flavouring substances) 2 origins are newly added, 4 origins are deleted, and 3 general name are corrected. 3) The standards for the use of the following 16 food additives are revised: Allura red AC, Allura red AC aluminium lake, Amaranth, Amaranth aluminium lake, Brilliant blue FCF, Brilliant blue FCF aluminium lake, Erythrosine, Fast green FCF, Fast green FCF aluminium lake, Indigocarmine, Indigocarmine aluminium lake, Ponceau 4R, Sunset yellow FCF, Sunset yellow FCF aluminium lake, Tartrazine, Tartrazine aluminium lake. 4) The analytical methods for the following 2 food additives and 1 general test methods are revised: (Food additives) Glycerin, L-Leucine; (General test methods) Congealing point. 5) The definition of 4 food additives as mentioned below is revised for giving easily information: Glycerin Esters of Fatty Acids, Berries Color, Food Starch Modified, Spice Oleoresins.
The proposed amendment seeks to: 1. Clarify the safety assessment subject for genetically modified food products; 2. Establish the return basis for safety assessment applications with fraud or improper means; 3. Modify the term indicating the scope of current toxicity data submission; 4. Establish an application form for modifying submitted information on the notification report of review on the subject of safety assessment for stacked events.
The Animal and Plant Quarantine Agency (APQA), Ministry of Agriculture, Food and Rural Affairs (MAFRA) in the Republic of Korea, has added host plants of Radopholus similis, one of the prohibited quarantine pests of Korea, which is based on the result of Pest Risk Analysis (PRA). The Animal and Plant Quarantine Agency (APQA), Ministry of Agriculture, Food and Rural Affairs (MAFRA) in the Republic of Korea has amended the quarantine pest list which is based on the result of a Pest Risk Analysis (PRA) and in accordance with the provisions of Articles 4 and 6 of the Ministerial Ordinance of the Plant Protection Act. The APQA notified to add 49 quarantine pest species. Also, the APQA removed 14 quarantine pest species from 8 March 2021. The information is detailed in the attachments. The proposed amendment seeks to: 1) Revise and streamline the sanitation standards for foreign food facilities and foreign establishments (Annex 1): - Duplicate items in the standards are merged and removed: from 91 items to 71 items; 2) Revise and streamline the checklist for foreign food facilities (Annex 2): - Duplicate items in the checklist for food facilities are merged and removed: from 122 items to 80 items; 3) Revise and streamline the checklist for foreign establishments (Annex 3): - Duplicate items in the checklist for mammal slaughterhouses are merged and removed: from 164 items to 160 items; - Duplicate items in the checklist for poultry slaughterhouses are merged and removed: from 144 items to 142 items; - Duplicate items in the checklist for meat cutting and packaging plants are merged and removed: from 107 items to 102 items; - Duplicate items in the checklist for livestock processing plants are merged and removed: from 109 items to 105 items; - Duplicate items in the checklist for egg packaging plants are merged and removed: from 77 items to 76 items; 4) Revise and streamline miscellaneous provisions (Attached Forms 1-1, 1-2, 1-3, Attached Form 2): - A due date for a reply to MFDS' official statement on on-site inspection is added (MFDS Notice, Article 5, paragraph 2, subparagraph 2); - Wording has been updated and modified.

The Republic of Korea is proposing to amend the "Standards and Specifications for the Food Additives". 1) The provision for the natural occurrence of benzoic acid is newly established. Benzoic acid detected below 0.02 g/kg in food except the ingredients of animal origin can be considered as natural occurrence. * The amounts already recognized as natural occurrence by the MFDS can be applied for the judgement of natural occurrence. 2) The use level of the following six food additives is revised: Sorbic acid, Calcium sorbate, Potassium sorbate, Ethyl acetate, Isopropyl alcohol, nisin. 3) The general use level of sterilizing agent and food-contact surface sanitizing solutions is revised. 4) The analytical methods for the following eight food additives are revised: (Food additives) Calcium phosphate Tribasic, Disodium 5'-Inosinate, Disodium 5'-Ribonucleotide, Ferrous Fumarate, Oleoresin Paprika, Sodium Molybdate, Spice Oleoresins, Yeast.
The Animal and Plant Quarantine Agency (APQA), Ministry of Agriculture, Food and Rural Affairs (MAFRA) in the Republic of Korea, has added prohibited areas of Zebra chip disease "Candidatus Liberibacter solanacearum (Ca. L. solanacearum)", one of the prohibited quarantine pests of the Republic of Korea, which is based on the result of Pest Risk Analysis (PRA). The import of the host plants from the prohibited areas will be prohibited from the consignment with Phytosanitary Certificate, shipped on and after 4 December 2020. The information of prohibited areas and host plants about Ca. L. solanacearum is detailed in attachment 1. The PCR test should be done by the NPPO or public testing agencies approved by the NPPO in accordance with ISPM 27 (DP 21) or Munyaneza et. al (2012).- If the PCR test is carried out by the NPPO, a Phytosanitary Certificate with the additional declaration that "The seeds were tested by PCR before export and found free from Zebra Chip disease." should be issued.Or- If the PCR test is carried out by public testing agencies, the PCR Inspection Certification (attachment 2) should be issued. Designating kimchi as a product under mandatory HACCP application and setting up details for HACCP certification procedures and assessment. Mandatory HACCP application for imported kimchi will become effective from 1 October 2022. A phased approach will be applied specifically to those exceeding 10,000 tons in terms of import amount.

The restriction on import into Korea as follows: In compliance with Article 34-10 and Article 44-8 of Enforcement Rules of the Wildlife Act, the major wildlife diseases which require to be under quarantine, or control of access, or to be destroyed are tuberculosis, AI, rabies, hog cholera, and ASF among others. In this regard, the Ministry of Environment of the ROK requires every import for wildlife which can transmit 9 diseases, including beta coronavirus to receive prior approval in a bid to protect the ecosystem and the health of humanity from wildlife diseases. Wildlife additional to this list includes 10,809 species, including 2 orders and 24 families. For more information, please refer to the attached file including scientific names. This excludes livestock and pets, which are the responsibility of Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea (MAFRA).

This is to request the government of exporting countries to provide relevant information of the residue program to the Korean government on raw materials for livestock products such as raw milk or finished livestock products. The Lithuanian poultry meat is newly added to the Countries (Regions) Allowed for Import of Livestock Products and Import Sanitation Requirements.
