The notified Administrative Resolution establishes measures and procedures that are binding throughout Nicaraguan national territory and designed to prevent the introduction, establishment and spread of the Bovine Spongiform Encephalopathy (BSE) causative agent through susceptible animals, animal feed, products and by-products of animal origin and other products specified in the OIE Terrestrial Animal Health Code that can act as carriers.
The notified text establishes the list of regulated pests in Nicaragua, in accordance with Article 10.6 and 10.7 (Chapter III) of Law No. 291 (Basic Law on animal and plant health) and its implementing regulations and Article VII.2(i) of the New Revised Text of the International Plant Protection Convention (IPPC).The list was prepared on the basis of pest interceptions at entry points, technical data sheets, pest risk analyses (PRAs) for specific pests and diagnosis of samples by the Phytosanitary Diagnostic and Seed Control Laboratory (LDFCS) of Nicaragua's Institute for Agricultural and Livestock Protection and Health, as well as ISPM No. 8 (Determination of pest status in an area) and ISPM No. 19 (Guidelines on lists of regulated pests) of the FAO (Rome).
The Government of Nicaragua hereby advises that Nicaraguan Mandatory Technical Standard (NTON) No. 11 013-16 on wood packaging material in international trade, notified in documents G/SPS/N/NIC/32 of 14 March 2006 and G/SPS/N/NIC/32/Add.1 of 12 March 2008, has been amended.
On 23 August 2016, the Government of Nicaragua notified Nicaraguan Mandatory Technical Standard (NTON) No. 11 049-16/Central American Technical Regulation (RTCA) No. 67.06.74:16 "Organic agricultural products. Requirements governing production, processing, marketing, certification and labelling" in document G/SPS/N/NIC/96. At the request of certain Members, the final date for comments has been extended.
The notified Executive Resolution provides that the operators, licensees and/or shipowners of freezer vessels under the national flag that catch fish resources in international waters are required to comply with the provisions of Chapter IV, paragraph 2, of Annex II to Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs.
The notified Regulation establishes the provisions and procedures governing the production, registration, certification, processing, labelling, storage, transport and marketing of organic agricultural products. It applies to the following products that carry or should carry a descriptive label relating to organic production methods.A product is considered to carry information concerning organic production methods when the label or property claims, including advertising material and commercial documents, describe the product or its ingredients using the terms "organic", "biological" or "ecological" or other similar internationally recognised vocabulary, including abbreviated forms, which suggest to the buyer that the product or its ingredients have been obtained via organic production methods in the country in which they have been put on the market.The Regulation must be applied by all natural or legal persons engaged in the production, processing, labelling, storage, transport and marketing of certified organic agricultural products. It is also binding upon public and private bodies engaged in the registration, control and/or certification of such production.
The notified document establishes the requirements governing the marketing registration of bio-inputs and related substances used in agriculture. It applies to the registration of bio-inputs and related substances that are formulated, produced, imported, marketed and distributed for agricultural use.Botanical pesticides, microbiological pesticides and biosolids are excluded from the scope of this Standard.
