The document contains technical details on proposals to amend the current Notice issued under the Food Act 2014 that lists the maximum residue levels (MRLs) for agricultural compounds in New Zealand.MPI proposes the following amendments to the Notice:a)       The setting of new entries in Schedule 1, Maximum Residue Levels for Agricultural Compounds, for the following compounds and commodities:·       Altrenogest, to set MRLs at 0.004 mg/kg in horse fat, 0.001(*) mg/kg in horse meat, and 0.004 mg/kg in horse offal;·       Isofetamid, to set MRLs at 0.08 mg/kg for grapes, 0.01(*) mg/kg for mammalian meat, 0.01(*) mg/kg for mammalian offal, and 0.01(*) mg/kg for milk; and·       Oleandomycin, to set MRLs at 0.1 mg/kg for cattle meat, 0.1 mg/kg for cattle offal, and 0.05(*) mg/kg for cattle milk;(*) indicates that the maximum residue level has been set at or about the limit of analytical quantification.b)      The amendment of existing entries in Schedule 1, Maximum Residue Levels for Agricultural Compounds, for the following compounds and commodities:·       Abamectin, to set MRLs at 0.02 mg/kg for cattle liver, 0.01 mg/kg for cattle kidney, 0.003(*) mg/kg for milk, 0.02 mg/kg for deer liver, 0.01 mg/kg for deer kidney, 0.01 mg/kg for deer fat, and 0.01 mg/kg for deer meat;·       Nitroxynil, to add a MRL of 0.02(*) mg/kg for cattle milk;·       Maldison (Malathion), to align the crop grouping for ‘Fruiting Vegetables’ with that set by Codex;·       Sulfoxaflor, to align the crop grouping for ‘Fruiting Vegetables’ with that set by Codex;(*) indicates that the maximum residue level has been set at or about the limit of analytical quantification.c)    The removal of existing entries in Schedule 1, Maximum Residue Levels for Agricultural Compounds, for azocyclotin and kanamycin;d)      The amendment of an existing entry in Schedule 2, for Agricultural Chemicals for Which No Maximum Residue Level Applies, for the following compounds:·       Phosphorous acid, to adjust the wording of the condition of applied to the Schedule 2 listing to clarify its scope.

The proposed amendments to the Import Health Standard for Sea Containers from All Countries include:1.         Inclusion of "clean on arrival";2.         Transshipping through New Zealand;3.         Update of the quarantine declaration;4.         Requirements for Italy between 1 September and 30 April of every year;5.         Inclusion of sensitive goods as a schedule.

Import requirements for live horses amended with removal of specific requirements for Japanese encephalitis.

The Ministry for Primary Industries is proposing to add the hybrid Prunus cerasus x Prunus canescens to the list of plants for planting eligible for import into New Zealand. The risk management measures for Prunus cerasus x Prunus canescens will be the same as those required for other Prunus species in the import health standard Prunus Plants for Planting (MPI.IHS.PRUNUS.PFP)

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Tahitian Lime (Citrus latifolia) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/670 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Orange (Citrus sinensis) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/669 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Mexican Lime (Citrus aurantiifolia) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/666 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Grapefruit (Citrus paradisi) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/664 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Pomelo (Citrus maxima) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/665 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Lemon (Citrus limon) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/667 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Mandarin, Tangelo and Tangor (Citrus reticulataCitrus reticulata x Citrus paradisi and Citrus reticulata x Citrus sinensis) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/668 dated 1 November 2021 with the adoption, publication, and entry into force date of 21 February 2022. The new date of adoption, publication, and entry into force is 20 April 2022.

NZ MPI invites comment from trading partners on measures for Orchid fleck dichorhavirus on Oncidium and other orchid genera. These measures, post-entry quarantine with inspection, apply to whole plants and cuttings of identified host genera from all countries.

The Ministry for Primary Industries (MPI) has drafted the Import Health Standard for Zoo Bovidae, Giraffidae and Tragulidae (Live Animals and Semen)The standard allows for certain species of Bovids, Giraffids and Tragulids holding a containment approval by the Environmental Protection Authority to be imported from Australia, Canada, Europe, Japan, Singapore, South Africa, United Arab Emirates and United States of America.Further information can be found in the Risk Management Proposal.

The addition of two new entries in Schedule 3 for veterinary medicines for which no maximum residue level applies:Follicle Stimulating Hormone (FSH) when used to manage reproduction in ruminants;Melatonin when used to manage reproduction in sheep, deer and goats.

This standard describes the import specifications and entry conditions for nursery stock (whole plants, cuttings, bulbs and tissue culture) imported into New Zealand.

An amendment to add emergency measures has been undertaken in the Musa section in Part 3 of the notified document. The amendment adds a requirement for an import permit when importing Musa tissue culture into New Zealand. Guidance for importers was also added to the requirements for Musa tissue culture and whole plants.
