MPI is proposing to revoke and replace the Import Health Standard: Soil, Rock, Gravel, Sand, Clay and Water. The changes include:1. general restructuring of the standard to improve readability;2. new option to treat offshore with appropriate documentation;3. new treatment options;4. removal of weight and volume limits on soil and water;5. allow direction to a transitional facility without a permit;6. split commodities by type to better target treatments towards the correct risks;7. allow goods from New Zealand’s exclusive economic zone to be treated as domestic with appropriate documentation; and 8. a new category for core samples.
MPI is proposing to update the irradiation dose required to manage Conogethes punctiferalis on lychee from Thailand from 250 Gy to 289 Gy.MPI is also proposing to add the following phytosanitary measures to manage C. punctiferalis:- Irradiation on fresh lychee from Australia;- Appropriate pest control activities on fresh lychee from Chinese Taipei.

The Ministry for Primary Industries (MPI) has drafted the Import Health Standard for Zoo Rhinoceroses. The standard enables the importation of zoo rhinoceroses from specified countries into MPI approved zoo containment facilities, when the rhinoceroses can meet the prescribed biosecurity requirements. MPI has amended the import health standard 155.02.06: Importation of Nursery Stock effective 22 March 2023. This standard was amended to allow the use of an alternative onshore chemical treatment for the management of the regulated scale Chrysomphalus aonidum on all Dracaena whole plants and non-dormant cuttingseligible to be imported into New Zealand, in lieu of onshore methyl bromide fumigation.Additionally, the Dracaena onshore treatment requirements have been transferred to the MPI Approved Biosecurity Treatments Standard (ABTRT).
MPI is proposing to amend the Import Health Standard for grain and seeds for consumption, feed or processing. The amendment includes:· Removal of Anthracocystis destruens (synonyms Sporisorium destruens and Ustilago destruens) from the pest list for Panicum spp.;· Removal of the requirements to manage this pest.
This addendum concerns the amendment of the previously notified Import Health Standard:· Commodity Sub-class: Fresh Fruit/Vegetables Lychee (Litchi chinensis) from Thailand;· Importation and Clearance of Fresh Fruit and Vegetables into New Zealand (152.02).The amendment to these import health standards was notified in G/SPS/N/NZL/702 dated 10 November 2022 with the adoption and publication date of 23 January 2023. The entry into force was dated six months after publication. The new date of adoption, publication, and entry into force is 7 March 2023.

The new date of adoption, publication, and entry into force is 7 March 2023.
The New Zealand Ministry for Primary Industries is publicly consulting on the following proposed amendments to the import health standard 155.02.06: Importation of Nursery StockAmending the current onshore chemical treatment options for D. deremensis whole plants and non-dormant cuttings;Adopting the onshore chemical treatment options to all whole plants and non-dormant cuttings Dracaena species eligible for importation into New Zealand;Adding a spraying option for the application of the onshore chemical treatment for whole plants and non-dormant cuttings of Dracaena species;Clarifying that onshore treatment is mandatory for all whole plants and non-dormant cuttings Dracaena species.Transferring the Dracaena onshore treatment requirements to the New Zealand Approved Biosecurity Treatments Standard (ABTRT).
Food Notice: Requirements for Registered Food Importers and Imported Food for SaleThe proposal notified in G/SPS/N/NZL/690 (21 June 2022) is now adopted and was issued on 13 December 2022.
MPI is amending the Import Health Standard: Grain and Seeds for Consumption, Feed or Processing. The import health standard dated 2 February 2023 replaces the earlier version of the standard dated 22 December 2022.The amendment is to remove the following viruses form the Phaseolus spp. and Pisum spp. pest list, along with the specific import requirements for these viruses in the specified hosts:Phaseolus sppBroad bean mottle virusCowpea severe mosaic virusPea early-browning virusPeanut mottle virusPisum spp.:Peanut mottle virusPeanut stunt virus Consultation is not required for this amendment. This is because consultation was conducted when removing these organisms from the seeds for sowing import health standard (the highest-risk pathway for the import of seeds) and no concerns were raised during the consultation period.
MPI is reviewing the phytosanitary measures on the fresh lychee from Chinese Taipei to New Zealand pathway. Bactrocera dorsalis was detected on vapour heat treated fresh lychee from Chinese Taipei in 2021. This resulted in the suspension of the vapour heat treatment pathway for lychee from Chinese Taipei.New Zealand will be undertaking a WTO and public consultation beginning on 16 January 2023. We are proposing to remove the vapour heat treatment schedule from the standard and add a combination of vapour heat treatment followed by cold treatment to manage the risk of fruit flies on fresh lychee imported from Chinese Taipei.
NZ MPI invites comment from trading partners on measures for Broad bean wilt virus 2 and on the addition of the two countries (India and South Africa) for Alstroemeria tissue culture. Proposes phytosanitary measures for BBWV-2 on Alstroemeria tissue culture include:a) Alstroemeria tissue culture can be imported from a ‘pest-free area’ (PFA) where Broad bean wilt virus 2 is not known to occur;b) Alstroemeria tissue culture can be imported if it is derived from parent plants that have been tested by PCR OR ELISA and found free from Broad bean wilt virus 2
The document contains technical details on proposals to amend the current Notice issued under the Food Act 2014 that lists the maximum residue levels (MRLs) for agricultural compounds in New Zealand.MPI proposes the following amendments to the Notice:a) The addition of new entries in the Notice for the following compound:· Triclabendazole: 0.1 mg/kg for goat fat, meat and offal; 0.005(*) mg/kg for milk;b) The removal of the existing entry in the Notice for the following compound:· Pirlimycin;(*) indicates that the maximum residue level has been set at or about the limit of analytical quantification.c) The addition of one new entry in Schedule 2 for agricultural chemicals for which no maximum residue level applies:· S-abscisic acid when used as a plant growth regulator;d) The addition of one new entry in Schedule 3 for veterinary medicines for which no maximum residue level applies:Alfalfa extract when used to aid in the treatment or prevention of gastric ulceration in horses.
The external consultation period has ended and the final Import Health Standard has been approved.
