This notification relates to an amendment to the import health standard: Fertilisers and Growing Media of Plant Origin following public consultation and includes:aligning the accepted treatments across this standard and with other MPI standards;removing the permit requirement for import of coco peat products under Options 1, 2, and 3 and processed fertiliser, growing media and bioremediation products that undergone seed devitalisation treatment providing more clarification on definitions and general requirements.

Adoption date of regulation: 10 April 2024.This is an addendum to New Zealand’s WTO notification (G/SPS/N/NZL/757) made on 29 November 2023 on proposed import requirements for mangosteen and rambutan plants for planting. The notified amendment was a risk management proposal for new requirements for importing mangosteen and rambutan plants for planting into New Zealand. It also included a new pest list. This addendum does not extend the scope of the previously notified regulation, nor will it potentially affect Members as this is a trade enabling amendment. In response to comments on our first proposal, we have adjusted one risk management measure as follows: Removed the requirement for aerial parts of all bare-rooted whole plants of rambutan to be sprayed/dipped in 1% sodium hypochlorite for a minimum of 2 minutes on arrival at the quarantine greenhouse. This additional on-arrival hypochlorite treatment is not needed. This is because the measures for Helicobasidium mompa (section 2.2.1.9 of standard 155.02.26 Importation of Nursery Stock) provide a fungicidal treatment that applies to all whole plants and cuttings from Malysia and Thailand.We have now drafted the import health standard and changed the proposed date of entry into force to 10 April 2024.

Adoption date of regulation: 22 February 2024This addendum concerns the issuance and entry into force of the previously notified import health standard Fresh Pineapple (Ananas comosus) for Human Consumption.This import health standard was notified in G/SPS/N/NZL/726 dated 7 July 2023 with the adoption, publication, and entry into force date of 22 December 2023. The new date of adoption, publication, and entry into force is 22 February 2024.

The Ministry for Primary Industries is implementing emergency measures for Ralstonia pseudosolanacearum on Zingiber whole plants (including rooted cuttings), dormant bulbs (including rhizomes), and plants in vitro. The emergency measures are PCR testing, wastewater treatment, and growing season inspection in Level 2 post-entry quarantine.

The New Zealand Ministry for Primary Industries is proposing the following changes to the Importation of Nursery Stock import health standard:Addition of phytosanitary measures for the management of phytoplasmas on 43 new ornamental plant hosts. Measures include options for off-shore and on-shore management, and have been identified using a new approach that considers history of trade for all hosts.;Amendment of the measures for phytoplasmas on Rosa by providing the same off-shore and on-shore options;Removal of measures for phytoplasmas on AcrocomiaHippeastrum and ZantedeschiaFurther details are provided in the attached risk management proposal.

The new date of adoption, publication, and entry into force is 29 January 2024.

This standard describes the import specifications and entry conditions for nursery stock (whole plants, cuttings, bulbs and tissue culture) imported into New Zealand.

The document contains technical details on proposals to amend the current Notice issued under the Food Act 2014 that lists the maximum residue levels (MRLs) for agricultural compounds in New Zealand.MPI proposes the following amendments to the Notice:  a. The amendment of existing entries in Schedule 1, Maximum Residue Levels for Agricultural Compounds, for the following compounds and commodities:An amendment of the entry for pydiflumetofen, to set new MRLs at 0.2 mg/kg for barley grain, 0.01(*) mg/kg for eggs, 0.01(*) mg/kg for milk, 0.01(*) mg/kg for poultry fat, 0.01(*) mg/kg for poultry meat, 0.01(*) mg/kg for poultry offal; andThe removal of the entry for warfarin, as the compound has not been approved for use in New Zealand since 2005. Note: (*) indicates that the maximum residue level has been set at or about the limit of analytical quantification.b.  The addition of three new entries in Schedule 3, for Veterinary Medicines for which No Maximum Residue Level Applies, for the following compounds: Diatomaceous earth, when used as a veterinary medicine;Gonadorelin, when used to manage reproduction in ruminants; andSepiolite, when used as a mycotoxin binder

This is an addendum to New Zealand’s WTO notification (G/SPS/N/NZL/729) made on 25 August 2023 on proposed import requirements for hop plants for planting. The notified amendment was a risk management proposal for new requirements for importing hop plants for planting into New Zealand. It also included a new pest list. This addendum does not extend the scope of the previously notified regulation nor will it potentially affect Members as this is a trade enabling amendment. In response to comments on our first proposal, we have adjusted a couple of risk management measures as follows: Added an option for testing fungal pests by culture-based identification instead of PCR.Added humidity and misting controls in post-entry quarantine in New Zealand.Changed the sample type for Pseudoperonospora humuli from stem/shoot and root to just stem/shoot.We have now drafted the import health standard and changed the proposed date of entry into force to 4 March 2024.
