The Import Health Standard: Fresh Citrus spp. for Human Consumption allows the importation of fresh Citrus spp. (Citrus aurantiifolia, C. limon, C. paradisi, C. sinensis, C. reticulata, C. paradisi x reticulata, and C. maxima) into New Zealand from recognised countries.

MPI has introduced and urgent amendment to the Import Health Standard for Vehicles, Machinery and Tyres (VEHICLE_ALL) detailing new measures to require all used vehicles (cars and trucks) exported from Japan to be processed by an MPI-approved vehicle system. The amendment will also require any used machinery or other types of used vehicles exported from Japan to provide certification of cleaning by an approved cleaning provider. These measures are being put in place due to an unprecedented spike in the number of brown marmorated stink bugs (BMSB) intercepted in shipments of vehicles and machinery from Japan this season.

The Ministry for Primary Industries (MPI) has amended the Import Health Standard for Semen from Zoo Asian elephants from Australia. The amended standard will allow for zoo Asian elephant semen to be imported from the European Union as well as Australia.

Requirements for importing zoo lizards and zoo lizard hatching eggs. This includes New Zealand native returned lizards.

An amendment to the current import health standard to address the risk from alpacas and llamas from Q fever.

Amendment to existing standards to add irradiation as an equivalent phytosanitary measure for fruit flies, Conogethes punctiferalis and Maconellicoccus hirsutus.

The CTO Direction 20170039 manages the biosecurity risk of containerized cargo and containers arriving to New Zealand from Italy during the brown marmorated stink bug (BMSB) aggregating season. Under the CTO Direction 20170039 all sea containers from Italy, excluding those containing vehicles, machinery and equipment, must be treated for BMSB, either offshore or at the port in New Zealand within 48 hours. Vehicles, machinery and equipment are excluded because these commodities must already be treated offshore.

Adoption of regulation.

The Ministry for Primary Industries (MPI) has issued an amendment to the import health standard (IHS) 155.02.05: Seeds for sowing. The IHS, dated 14 December 2017, replaces the earlier version of the standard dated 9 June 2017. The following changes have been applied:The schedule for Apiaceae seeds has been amended so the options for hot water treatment now must be conducted at 50˚C for at least 20 continuous minutes;All schedules of the IHS 155.02.05: Seeds for sowing have been amended to align the wording for the certifying statement with ISPM 12: Phytosanitary Certificates;The schedules for Lens and Medicago have been amended to provide the phytosanitary measure option of 'country freedom' for the pest Trogoderma granarium;The schedules for Capsicum and Solanum lycopersicum have been amended to allow onshore testing for all quarantine pests and diseases specified in the pest list, if testing cannot be provided offshore.

The import health standard: Oncidium cut flowers allows the importation of Oncidium spp. cut flowers to New Zealand from recognised countries.

The Craft Risk Management Standard for Biofouling on Vessels Arriving to New Zealand manages the biosecurity risk associated with biofouling on international vessels by stipulating that all vessels arrive in New Zealand with a clean hull. The definition of a clean hull is based on the vessel's itinerary in New Zealand and is detailed in the Standard. Vessels from any country (including New Zealand) arriving in New Zealand from the territory of another nation will need to provide evidence that biofouling has been managed to the defined clean hull thresholds in order to comply with the Standard. For vessels using best practices to manage biofouling, compliance with the Standard will only require extra record-keeping, so it is not expected to have a strong impact on trade.

The document contains technical details on proposals to amend the 2017 Notice under the Food Act 2014 that lists the maximum residue levels (MRLs) for agricultural compounds in New Zealand. MPI proposes to amend Part 1, Schedule 1, and Schedule 2 of the Food Notice.Part 1MPI proposes to add a definition for ‘active ingredient' to section 1.2 of Part 1: Requirements.Schedule 1MPI proposes new MRLs to the Food Notice and/or amend the existing entries for the following compounds: chlormequat, fluopyram, fluralaner, fluxapyroxad, halofuginone, lignocaine, oxathiapiprolin, and trifloxystrobin.Schedule 2MPI proposes to add the following exception from Maximum Residue Levels for Agricultural Chemicals (Schedule 2): • Active ingredients that are foods or food additives, when used as an agricultural compound; >MPI also proposes to amend the following exceptions from Maximum Residue Levels for Agricultural Chemicals (Schedule 2): • Microbial Active Ingredients, to better define these substances and the conditions of their exception; and >• Iron-EDTA Complex and Iron phosphate, to combine these entries and extend their scope to encompass elemental iron compounds used as agricultural compounds.

Specific requirements for the importation of vehicles, machinery and tyres from Italy.

The risk management proposal describes in detail a proposed revision of the Vaccinium schedule of the import health standard (IHS) 155.02.06: Importation of Nursery Stock and can be viewed at the following link: https://mpigovtnz.cwp.govt.nz/document-vault/19640 The proposed revision will add an additional option to the IHS which will allow Vaccinium tissue cultures from non-accredited facilities to undergo post entry quarantine in a Level 3A greenhouse. This will be in addition to the existing option for quarantine in a Level 3B greenhouse.

This notification is for re-consultation of the import measures in the import health standard Pig Semen (PIGSEMEN.GEN) in relation to porcine reproductive and respiratory syndrome (PRRS) virus. The World Organisation for Animal Health (OIE) Terrestrial Animal Health Code (the Code) chapter for Infection with Porcine Reproductive and Respiratory Syndrome Virus was adopted at the OIE General Session (20-25 May 2017). As a result, the following documents have been amended to reflect the recommendations in the new Code chapter.
